SUBJECT: Change Order Amendment to 2015 Water Renovations Contract to include
installation of an underground storm water treatment system at the City
Shops Complex

RECOMMENDATION: Authorize the City Manager to sign a change order amending the
2015 Water Renovations Contract to include installation of an underground stormwater treatment
system at the City Shops Complex.
BACKGROUND:
Activities at the City Shops Complex generate sediment, metals, and other pollutants, which
runoff the property and discharge directly into Bozeman Creek during rain events. Staff
identified this facility as a priority and set aside $50,000 in the FY16 Facility Department’s
Budget to design and install an underground stormwater treatment system. This improvement
will bring the City Shops Complex into compliance with local and state requirements by
capturing, storing, and infiltrating stormwater onsite.
The proposed work was initially planned to be completed by city staff; however, due to limited
resources, it was decided to contract the work out. Omdahl Excavation is currently under
contract to install the 2015 Water Renovations Project for $1,119,800. A component of this
project includes storm drainage improvement at South 15th Avenue and West Babcock Street.
Omdahl provided us a quote for the shops storm improvements that was in-line with the
engineer’s estimate for the work.
UNRESOLVED ISSUES: None
ALTERNATIVES: Disapprove
FISCAL EFFECTS: The costs of this project will be paid for with approved funding
from the FY16 Facility Department’s Budget.

Install 8” A-2000 pipe from the existing dry well structure at the top of Oconnell Drive to the outlet at the existing ditch on the east side of South Church Avenue as described in the attached quote titled “Estimate No. 435-1015”. Also install city shops storm improvements as detailed in the attached contract drawings and described in the attached quote titled “Estimate No. 436-1015.” Reason for Change Order: Improving and expanding existing storm water treatment within the city limits by addressing known deficiencies in our storm water infrastructure. Attachments: Contractor quotes: #435-1015, #434-1015, #436-1015 & Shop Improvements Contract Drawings.

This document was developed to provide a uniform format for handling contract changes that affect Contract
Price or Contract Times. Changes that have been initiated by a Work Change Directive must be incorporated into
a subsequent Change Order if they affect Price or Times.
Changes that affect Contract Price or Contract Times should be promptly covered by a Change Order. The
practice of accumulating Change Orders to reduce the administrative burden may lead to unnecessary disputes.
If Milestones have been listed in the Agreement, any effect of a Change Order thereon should be addressed.
For supplemental instructions and minor changes not involving a change in the Contract Price or Contract Times,
a Field Order should be used.
B. COMPLETING THE CHANGE ORDER FORM
Engineer normally initiates the form, including a description of the changes involved and attachments based upon
documents and proposals submitted by Contractor, or requests from Owner, or both.
Once Engineer has completed and signed the form, all copies should be sent to Owner or Contractor for approval,
depending on whether the Change Order is a true order to the Contractor or the formalization of a negotiated
agreement for a previously performed change. After approval by one contracting party, all copies should be sent
to the other party for approval. Engineer should make distribution of executed copies after approval by both
parties.
If a change only applies to price or to times, cross out the part of the tabulation that does not apply.
