No improvements that have been completed, initiated or proposed along the N. 7th Ave. corridor have been or will be for the sole benefit of the property owners along the corridor, in fact the current improvements are being advertised for the sole benefit of Montana State University; e.p. Gateway to MSU, N. 7th Ave Corridor. At best the group of users of N. 7t Ave. is receiving equal benefit and should be taxed equally for the improvements. This group is, at a minimum every citizen (or taxpayer) within the City limits if not within every taxpayer in the entire County and most probably half the population of Montana and a substantial number of tourists. Therefore, the current special Improvement District" (meaning "paid for by a select group like the few property owners that boarder N. 7th) is not acceptable or reasonable or moral.
