Wendy Thomas (City Community Development Director) Jeff Key (Robert Pecchia & Associates) 4:34 Jennifer convened the meeting Addition to agenda – LWV proposal to cosponsor a candidate forum? Review of minutes from Sept. 10 meeting. Ginny moved to accept. David seconded. Motion passed unanimously. Public Comment: None 4:36 Bozeman Police report – Bill Klundt Bill has been in position for a month, is swamped! Bike auction Sat., City shops on Rouse. Preview at 8:00, auction at 9:00. 80 bikes will be auctioned. Proceeds go to City’s general fund. UNA meeting next week – Chief Crawford will attend. He would like to attend as many NA meetings as possible. Downtown Halloween on Oct. 30. Officers will be on hand, also looking for volunteers to help with traffic. Question about whether City would consider closing Main for the event. Maybe consider not leaving pumpkins out on porches. Problems with Hawk’s Ridge – University has put out some information to students. About 2/3 of owners are out-of-town. Aug.-Sept. generated 28 calls from there. Peak Property is now managing the development. Stadium View Apartments have been better so far. Only a couple of party complaints since they opened. They are employing Frontier Security in the evenings to help keep things in control. Working with Dean’s Office at MSU as well. Coffee with a Cop went well at Lindley Perk last month. Planning to do them every other month. Maybe do one with MSU PD on campus. Working on backgrounds for six potential hires. Sergeant testing coming up – a sergeant retiring soon. Question about issues on S. 10th with skateboarders. They are putting ramps in the street. City Attorney’s office confirmed that this is a violation of code. 4:50 Wendy Thomas – Community Planning Update Initiated Unified Development Code update in September. Doing a storefront on N. 7th in mid-Nov. where people can come look at changes, make comments. First phase focus is on N. 7th from Main to the Interstate. Looking at ways to improve sidewalks, lanes. Maybe push parking back, move building toward street. Some changes to the way City processes applications. Some changes to fee schedule in- troduced in April. Also looking for ways to provide feedback sooner in the development process. On Nov. 16, City Commission should make a decision on affordable housing. Second phase of updates will look at a series of 150 areas of code that could be clarified and improved. Reduce the amount of time that Planning and the Attorney’s office need to spend on building code issues. Issues should go to Commission in Dec. or early Jan. Looking at possibility of doing development improvements in lieu of parkland. Probably more of a factor in infill development. In Nov. there will be a public meeting about the Neighborhood Conservation Overlay re- port. Infill development, affordable housing, and other issues and how they fit into con- servation initiatives. Updates to subdivision regulations (mostly affecting green field developments) to stay up to date with changes to state statute. Planning Dept. is recruiting for a Planner I and a Planner II position. Courtney Kramer will be leaving – next Thurs. is her last day. Trying to figure out how the position of Historic Preservation officer might evolve. Planning Dept. is working with Police Dept. on code enforcement issues. Trying to make sure people are able to get answers without getting referred to a number of different City offices. Conservation overlay district – consultant report tentatively scheduled for presentation to City Commission on Dec. 14. Wendy will have existing draft circulated to INC. It is scheduled for Planning and Zoning board review in mid-Nov. Esp. demolition by neglect changes. 5:10 Jeff Key – Bozeman Transportation Master Plan Robert Pecchia & Associates – civil engineering consultants from Helena, have an office in Bozeman. Transportation master plan update in progress. Usually refreshed every 6 to 8 years. Five themes guiding planning: community, mobility, policy, infrastructure, economy. Schedule: deliver plan by Sept. 2016. Three formal public meetings planned – first one evening of Dec. 3 at Bozeman High School cafeteria. Five meetings planned with City Commission. Study area boundary extends past city limits. It is the Bozeman Community Plan bounda- ry. www.BozemanTMP.com (BozemanTMP also available on Facebook). There is a public engagement page where people can leave comments or record issues interactively (need signals, bike lanes, etc.) Can sign up for email list there. Working on an electronic transportation survey. Will be at Christmas Stroll Dec. 5 to interact with the public. Contract called for 25 outreach events with targeted stakeholders. Hoping to reach out to each Neighborhood Association. With 2020 census, Bozeman is expected to become a Metropolitan Planning Organization (MPO), which will introduce additional planning requirements. Jeff Key – jeff.key@rpa-hln.com, 406-447-5000, P. Currently statue says “Boundaries of a recognized neighborhood association may extend beyond the city limits at the discretion of the respective neighborhood association. Services to non-city resi- dents within a recognized neighborhood association may be limited.”. Consensus to suggest no changes. City does make available to each NA $300 annually to help with expenses like mailing. Question for Chuck at next meeting – what are “applicable public funding requirements”? Are there concerns about how NA’s handle contributions or other donations? Can each NA have a bank account? Jennifer will contact Allyson to see what might have been re- searched already. Continue on section 2.05.1180 next time. Question about Demo by neglect review – try to get proposed changes ahead of time, have Wendy at next meeting, add agenda item to next agenda to generate recommenda- tions. 6:15 FYI LWV wondered if we would want to cosponsor a candidate forum. In the past, INC had contributed $100 for advertising. Question about timing – ballots go out Oct. 19. Will they have the forum on or before that date? Tenatively everyone is in favor of helping if it is soon enough. Bob moved that we tenta- tively plan to contribute $100 as we have in the past and that we help arrange the room and facilitate the debate, contingent on it not being too late. Ginny seconded. Carson pro- posed that we amend the discussion to give Jennifer the authority to make the decision af- ter she finds out the proposed date. Motion passed unanimously. Chuck’s FYI – neighborhood coordinator interviews happened this week, planning to make an offer next week. Carson’s FYI – would like to attend neighborhood meetings. Commission had an interesting discussion a couple of weeks ago about a couple request- ing a conditional use permit to rent a house in an R1 zone for less than 30 days. Vote to grant permit 4-1. Some neighbors had complained. Is this an issue with neighborhoods? Do neighborhoods care? 6:40 David moved to adjourn, Gail seconded. Motion passed unanimously. Minutes recorded by Bob Wall.
