HomeMy WebLinkAbout11-06-2013 Bicycle Advisory Board Meeting Minutes Bozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes, Wed, Nov 6, 2013 6-8 pm, Commissioner’s Room, City Hall Board members present: Rebecca Gleason, Bill Cohran, Jen Petersen, Kirk Ahlberg, Nonnie Thompson, Jason Delhume, Petra Davis Board members absent: Brian Hughes, Sam Haraldson, Mike Davis, Francis Cronin Other Attendees: Cassandra, Meghan and Hannah from the Community Health Club at MSU, John Vandelinder, Wendy Thomas-Bozeman Director of Community Development, Ian -MSU student, James-MSU student A. Called meeting to Order B. Public Comment: None C. Approved Oct. meeting minutes D. Overview of BABAB mission and recent work E. Bozeman Bicycle Code modification discussion: We talked about many codes involving issues such as riding on sidewalks and mandatory helmets that might be better to be dealt with on the state level. The mandatory side path law we could recommend for the city to repeal. The board voted in favor of drafting a letter to give to the mayor to present to the city commission. Kirk motioned in favor of the proposal and Bill seconded it. The rest of the board voted in favor. Bill and Jason will meet with Laina from the city attorney’s office to draft a letter. F. Bike Count results: Bike counts have increased every year. How should we distribute results? Results were e-mailed to volunteer counters thus far. They have not been sent to entire BABAB list serve. Recommendations were made to send results to: Craig Woolard(Public Works), City Manager and request that he ask Ashley to create a press release. Bill C. would be the BABAB contact for the media. G. Bike Safety Outreach/Education * Bike to downtown restaurant Tues. Sept. 10th follow up: Restaurants gave positive feedback and they were interested in repeating the event. * Film update: Work in progress and we hope to coordinate with MSU * High School Drivers Education October 22th 4:00 presentation update: It went well but videos should be saved on hard drive. Other feedback is to just keep presentation moving. Jen Petersen will help present next class in Jan/Feb. * Bike safety –Education at MSU. Petra and Rebecca have met with MSU Committee and have an upcoming meeting planned. We also have an opportunity to team up with Community Health Club students. * Chronicle articles- We discussed sending the article clarifying bike laws signed from the bike board and different organizations such as the chief of police and other representatives. Nonnie will contact various groups to see if they would sign recent article drafted. Please email Nonnie with any further edits to the article. We also talked about waiting to submit the article until next spring. * Bike safety PSAs – Sam is working on a series of PSA’s for the Spring. Suggestion: add a PSA on the screens at the city/county health dept. and the courthouse. Sam should contact Hannah and/or Tony luker at City/County Health Dept to follow up. H. CTEP funds – Process overview and BABAB’s priority projects. Supporting a city wide plan for pavement markings and signage could make a big difference at a low cost. We should keep voicing support of the priority of closing the pathway gaps on 19th. Pedestrian/bike signage directing people to destinations around town is another idea if a plan is proposed. GVLT has some funds for a signage program. I. New business * Bike light initiative: Do we want to get bike lights to have the police give out to bicyclists without bikes? Nonnie will work on Chronicle/Bozone articles. * Citizen request for bike/pedestrian gate to access old highland road from Ellis St (NW of hospital). Currently this road between Lindley Park and Ellis Street is closed to motorists. On the north side near the Lindley Park Center, there is an opening in the center of the road gate for bike/pedestrian access. On the south end, at Ellis St, a gate blocks the entire road and bikers/pedestrians must go around on either side on unpaved trails. The gate is anchored so it might be hard to replicate the north end. Rebecca will check with the Cemetery board to get their input. J. Old business * FTA state of good repair funds update: Rebecca talking to MSU, Belgrade & hospital about putting in bike lockers. K. Meeting Adjourned
