HomeMy WebLinkAbout10-02-2013 Bicycle Advisory Board Minutes Bozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes, Wed, Oct 2, 2013 6-8 pm, Commissioner’s Room, City Hall Board Members Present: Bill Cochran, Rebecca Gleason, Kirk Ahlberg, Sam Haraldson, Mike Davis, Petra Davis, Jason Delmue, Frances Cronin, Jenna Fallaw Board Members Absent: Nonnie Thompson, Brian Hughes Other Attendees: John Vandelinder, Ryan McCarty(City Attorney), Laina Durnal(Legal Intern, Bozeman City Attorney Office), Carson Taylor, Jennifer Wirth, Leigh Sturges A. Called meeting to Order B. Public Comment John Vandelinder: Delaney development on Huffine between Resort Drive and Cottonwood. They were proposing 90 degree parking along local streets. A couple of years ago BABAB didn’t support 90 degree parking because of safety of bike riders. Developer wanted to change zoning for future to allow 90 degree parking, but recently withdrew that request. Board members can show up to City Commission meeting on Oct 28th to voice opinion/support for a shared use trail from Story Mill Road to the M Trailhead or at the Trails, Open Space and Parks Committee Meeting on Oct 10th at the city shops at noon. C. Approved Sept meeting minutes D. City legal staff – code modification discussion City of Bozeman has a mandatory side path law that is different from Montana’s state law. The League of American Bicyclists does not endorse a mandatory sidepath law for safety reasons. The board is in agreement that Bozeman’s mandatory sidepath law should be repealed. If we come up with a consensus and suggested codes/additions we can submit suggestions to the City Attorney’s Office. A subcommittee with Jason, Bill and Mike will work with Laina to look at other city codes related to people on bikes and come up with alternatives. Board members should review the email of draft from Laina forwarded by Jason. E. Bike Count follow-up It went well overall & the data is being compiled. F. Bike Safety Outreach/Education * Bike to downtown restaurant Tues. Sept. 10th follow up. Brian will check in with restaurants to get feedback. * Film update – tabled until next meeting * High School Drivers Education There was a request to come to a class on Oct 9th at 4 pm. How can we improve presentation? BABAB will sit down & review presentation & make suggestions for improvements. * Bike safety –Education at MSU Winning Campaigns Helena 9/13-9/15 training and future plans: Petra and Rebecca attended and developed a campaign that would require bike, skateboard and pedestrian safety education for all incomingMSU students . The goal is to implement the education program by Fall 2014. Suggestions: reach out to students for personal stories and form subcommittee with BABAB, MSU students, MSU administration, MSU police department etc. Bill, Petra and Rebecca will be on BABAB subcommittee. * Chronicle articles/ follow up on recent bike safety article We examined letter & edited it. Jason will send board draft and we will submit sometime in the next few months. G. CTEP funds – discussion on priority projects for appr. $200k Rebecca will send table of recommended shared use paths to John V. to update dates and plans for completion for evaluation. We can look at and narrow down priorities at the next meeting. H. New business Sam will use Chronicle articles to design PSA’s for KGLT and other I. Old business-tabled * Bogert Park Permanent Bike Rack and Temporary bike racks * FTA state of good repair funds update * Transportation Alternatives (City submitted 3 applications Sept 6th) J.
