Meeting Minutes, Wed, June 6, 2013
6‐8 pm, Commissioner’s Room, City Hall
Board Members Present: Bill Cochran, Brian Hughes, Jason Delmue, Kirk Ahlberg, Mike Davis, Nonnie
Thompson, Petra Davis, Samuel Haraldson
Other Attendees: John Vandelinder, Fourteen (14) Montana Conservation Corp volunteers
Board Members Absent: Jen Petersen, Jenna Fallaw, Rebecca Gleason
1. Meeting called to order.
2. Public Comment
1. Public Comment: MCC volunteer requested info on whom to discuss group rides in Bozeman
with.
3. Approval of May meeting minutes
1. Nonnie T. moves to approve. Bill C. seconds. Motion approved.
2. Bike Week 2013 re‐cap
3. Kirk A. voiced opinion that secondary stops not as successful as primary stops
4. Brian H. agreed somewhat but feels they are necessary to grow the event in the future
5. Bill C. noted that this year's attendance was lower (cites daily counts) and feels we
should up our promotion efforts in the future.
6. Kirk A. recommends simpler poster, better use of the Bike Swap as advertising avenue
7. John V. agreed with Kirk's sentiments on poster
4. Bogert Park Permanent Bike Rack / Temporary bike racks for moving around town
1. Kirk A. was unable to attend Parks & Recs meeting to further discuss
2. John V. feels the city legal department will need to be consulted, primarily in the event a
bicycle gets locked to the temporary rack and city employees need to move the racks – what to
do.
5. Bozeman Community Transportation Safety Plan update – John V.
1. Report is being put together. Most likely will include wording about how to best
enhance the cities education element regarding safety. This could include, PR, educating folks
about the existence of boards such as BABAB, Ped Traffic Safety Comm.
2. Report will be available online and in print at City
6. Bike Lanes on S. 23rd Ave – John V.
1. BABAB presented this option to City Commissioners in 2012 as most‐feasible street to
add bicycle lanes to.
2. Concern with the combination of the right turn, straight, and left turn lane at the 23rd /
Main intersection because of the nature of the curved lane means ending the bike lane previous
to the intersection may be safest.
3. Kirk A. raised the idea that the possible use of sharrows in the turn and through lanes
located after the 'Bike Land Ends' sign could provide input to riders and drivers that the roads is
to be shared at that point.
4. Nonnie T. asked about the existence of MUTCD signs to enhance or make the situation
safer.
5. Thus far there has been negative commentary regarding the project from those in the
area regarding parking.
6. Bill C. raised a motion to go ahead with the striping project with the addition of
sharrows at the point the bike lane ends and located in all three lanes (right turn, through, and
left turn). Nonnie T. seconded.
1. Jason D. asked for clarification on the location of the sharrows.
2. John V. will report on the specifics of where the sharrows can and can't be if
necessary.
3. Motion approved.
7. MDT resurfacing on Main St. ‐ Sam H.
1. BABAB put in a letter recommending bicycle infrastructure in the project to fit with the
Bozeman Transportation plan and its Complete Streets compliance.
2. Sam H. addressed a conversation he had with Joe Walsh in which Joe suggested a
bicycling master plan for the city which would provide the state or other organizations
preconceived direction for upcoming projects.
8. Outreach Education Film Ideas
1. Discussed possible 30 second PSAs or 3 to 5 minute shoot with some independent
filmmakers.
2. Possibly cheaper to employ the use of some university film students
3. University has done other PSAs for the city. John V. commented on using them for a
plowing video.
4. Needs further research says Brian H. Will touch base with Rebecca G. when she returns
from her vacation.
9. FTA State of Good Repair Funds – matching funds 100% ($2400)
1. Unknown agenda item. Tabled until next month
10. Update to 19th Ave Pathway Gaps ‐ Brian H.
1. John V. suggests we actively pursue MAP21 funds to infill multi‐use paths at Yellowstone
Property, Montana Container, Simmental Way, and Yamaha Dealership.
2. Brian H. got the impression that UPS may have been interested in donating funds
toward the project.
3. Jason D. wondered about whether they could paint the path in their company colors if
they donate the funds.
11. Bike to Downtown Restaurant Event in July or August
1. Brian H. would consider taking on planning the event. Recommends last week of July for
the event. Also consideration should be given to pushing until September.
2. Brian H. will talk to as many restaurants as he can to gauge interest from them.
3. Bill C. suggests only having five restaurants participate. Brian H. feels that may alienate.
4. Kirk A. says action items will need to be: Pick a date, talk to restaurants, decide
publicizing methods.
12. Follow up to Kid's Booth at Bogert Farmer's Market event, June 4th, 2013
1. Kirk A. attended as BABAB rep and was there with Taylor Lonsdale (MT Safe Routes to
School) and Kerri Gaffney (GVBC).
2. Space was limited and visibility was poor. Also felt that the youth in attendance were
perhaps simply too young to benefit from the education element BABAB was prepared to offer.
3. BABAB is to host another event in September. What shall we do at that event to make
the most of the limitations limited? Take this into consideration between now and then.
13. Driver's Ed Program / Bicycle Rules – Nonnie T.
1. Next program will be June 13th (our third presentation) and put on by Jason D, Jenna F.
and Nonnie T.
2. Considering getting a similar program added into the MSU Freshman Orientation.
1. Petra D. is going to help facilitate getting it into the agenda.
14. New Business
1. Bill C. requested street sweeping on Durston to John V. and John responded that they
have been but will continue to monitor.
2. At July meeting John will bring thank you cards for writing to to sponsors of Bike Week.
