HomeMy WebLinkAbout02-06-2013 Bicycle Advisory Board MinutesBozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes, Wed, February 6, 2013 6‐8 pm, Commissioner’s Room, City Hall Board Members Present: Bill Cochran, Nonnie Thompson, Kirk Ahlberg, Jen Petersen, Jenna Fallaw, Rebecca Gleason, Jason Delmue, Mike Davis, Petra Davis Other Attendees: John Vandelinder, Carson Taylor, Tom Keck Board Members Absent: Sam Haraldson, Brian Hughes A. Meeting called to Order B. Public Comment: None C. December meeting minutes approved D. Driver's Ed program/ Bicycle Rules: update on Feb. class presentation  Nonnie & Jason met with Taylor Lonsdale to come up with driver’s education class presentation materials for students this February or March  Key points: BABAB mission, bike safety, sharing the road, cyclists as “people”, one set of rules, benefits of bikes on road, scenarios and bike maps  Teaching aids: video, posters, maps, sample helmet, reflective tape & clothing and bike demonstration(weather dependent)  Action item: Sub‐committee to meet with course instructor in the next week E. Follow up actions from League of American Bicyclists recommendations from Bike Friendly Community (BFC) application.  Decided on location and number of Bike Friendly Community signs. o Board members approved the following 6 Locations to go with “Welcome to Bozeman” signs: 1) E. Main 2)N. 7th 3) N. 19th 4)Huffine /W. Main 5) on “Share the Road” sign on College 6)S. 11th & Kagy. Also decided that we need to order 4 more BFC signs. o Action Item: John Vandelinder will submit permit  Follow up from Jan meeting discussion on recommendations to pursue  Bike Ambassadors/Education:  Kirk looked into prices/options of renting a booth at the Farmer’s Market this summer. We could rent a table for the full season for $250 or get on a list for temporary fill‐ins for $15/time  Another option was the family areas that provide areas for kids. We could sign up for 1 or 2 times/year & it is free. The board decided this would be the better option. Talked about bike training area, education & kids ride, Taylor Lonsdale might have ideas & Carrie Gaffney(GVBC) & Child Care Connections might be able to provide helmets  Action Item: Kirk will call to set up dates. Will try for early June. F. Action: Prioritize 2013‐2014 bike lanes/blvds for BABAB budget request  John Vandelinder provided board with costs of sharrows & prices for different materials  Board members voted on prioritizing in the following order: o 1) Wallace 2) Koch 3) Lamme 4)S. Black 5) N. Black o John Vandelinder will propose into budget G. BABAB goals for 2013. What do we want to accomplish? Board decided to keep current goals & made additions to list. See below. 1. Increase bike friendly city staff atmosphere • How can commission help? o Request a City staff member be appointed as a Bicycle & Pedestrian coordinator or create a new position (this was League of American Bicyclists number 1 recommendation from our recent bike friendly community application). o Require ongoing training for accommodating bicyclists for engineering, planning and maintenance staff. 2. Increase miles of bike friendly infrastructure (bike lanes and bike boulevards) • How can commission help? o Encourage City engineering staff to prioritize work on the 3 bike lanes the commission approved last year (23rd, 11th, Willson) and to continue to ensure bike lanes and boulevards are implemented every year : we just decided on bike boulevard priorities to submit o Have City staff provide commission with an update on bike projects each year to see what has been accomplished and compare to goals in transportation plan o Encourage County staff to complete bike infrastructure that continues beyond city boundaries  New Discussion: Bump up safety issues on borders of city/county roads? How can we convince county to implement Complete Streets Policy? We can raise awareness, talk about value/price of a life, work with pedestrian & traffic safety committee  Action Items: Bill will bring up concerns at TCC meetings Nonnie will look into signs with both bikes & cars on roads Rebecca will invite police officers to BABAB meetings & make effort to get police more involved with education 3. Promote community awareness of bicycling • How can commission help? o Continue to support bike friendly policies, such as the distracted driving ordinance  Participate in bike to work week in May New ideas: 1) Close down 8th to have a Cyclovia/huge bike event, tie into bike week to raise funds? 2) Farmer’s Mkt Education 3) MSU Freshman Orientation. Petra has talked to Matt Kearns(Dean of Students) about including a presentation for students. 4) MSU Spring Tent/Booth. Petra requested BABAB representative & info sheet H. Bike to Work Week Planning– May 13‐17th, 2013 form subcommittee: o Subcommittee: Brian, Rebecca, Jenna, Bill, Petra, Jen o Walt Burns will design poster/advertisements or tags for swap o Meetings set for Tuesdays at Rockford on 7th. First meeting: Tue, Feb. 12th at 6 pm I.Bike‐Walk Montana Spring Summit March 15 – Save the date.  More info: www.bikewalkmontana.org J. Federal Lands Access Program proposal to fund trail to the “M” due Feb 8. BABAB letter of support  Rebecca drafted letter of support from BABAB to the Western Federal Lands & the board approved this letter K. Main Street resurfacing status  Board decided to hold off on any new requests right now L. New Business : Collin’s Coalition updates from Tom Keck  New bicycle safety games for bike week (off shoot of Apples to Apples). Wants to help out again with bike week this yr.  Fundraiser “Bike Ride to the Ridge” spin class on March 30th at 9 am. Funds to go to address safety issues & help set new trail to M. Will get matching grants for funds raised.  Worked with Safe Routes to School & MDT to build 16 foot tunnel north of 4 Corners crossing Jackrabbit. Working to find safe route from tunnel to school M. Meeting adjourned
