HomeMy WebLinkAbout11-05-14 Bicycle Advisory Board Minutes Bozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes, Wed, November 5, 2014 6-8 pm, Commissioner's Room, City Hall Board members present: Daniel Davis, Rebecca Gleason, Sam Haraldson, Mike Davis, Jason Delmue, Petra Davis,Jen Petersen,Jenna Fallaw,Jessie May Campbell Board members absent: Bill Cohran, Juliana 011iff Other attendees: Zach Stephel(MSU student and applicant), Tom Keck-Collin's Coalition, Steven Blair(board applicant),Amy Wychoff and Ambe Fuquar- MSU students,John Van Delinder-City Streets Superintendent A. Called meeting to order. B. Public Comment: Tom Keck: Tom talked about the recently formed bicycle education/outreach safety committee comprised of Tom and a few BABAB members. They have met once and need to meet again. He also talked about the speed limit that was changed by MDT on Frontage Road to 50 mph due to Collin's Coalition efforts and influence from other local residents. He feels that speed studies have biases and they are trying to help the MDT commissioners realize some of the safety issues involved with driving at higher speeds. The missing section of bike path on 19th from Baxter to the rest stop should be completed by the Spring. C. The September and October meeting minutes were approved. D. September Bike Count results and follow- up: Petra. This year,the weather seemed to factor into the count.2 of the 3 days had inclement weather and a few volunteers didn't show up. Great Harvest generously gave away cookies to hand out to volunteers. We also discussed ways to make it easier to recruit volunteers. Rebecca will distribute results to our list serve. E. City updates- Transportation Plan, Striping Plan, Mendenhall sharrow outreach, Boulder trip:- John. The Transportation Plan is moving along. The City plans for it to become more of a prioritized list of things to do than it has been in the past. BABAB could look at making a map of the bike lane gaps to focus on. The Striping Plan is being worked on by engineering and John will bring by the scope when it is ready. Mendenhall Sharrows so far seem to be working. John and a few other city employees traveled to Boulder. CO to check out infrastructure. They were impressed with the bike lanes and paths with underpasses and the bicycle contraflow lane. There was a lot of use of shared use bikes and an electronic bike counter. More than 30%of the people who live downtown use alternative transportation. However.there are 50,000 cars a day coming in from other counties so the city is exploring ways to promote alternative transportation. Implications for Bozeman:try these things even if it is small to start. If it doesn't work, then take it away or increase it if it does work. Be more creative. How can we speed up the process?How can we get money dedicated to shared use paths?Any kind of tax, such as a sales tax, has to go through the state. The city could put a street maintenance tax, but then it could be allotted for other things. Can we add a fee to vehicle registration or a license plate?Could we leverage the impact fees to float some bonds?Jason will follow up and talk to the city finance officials. Can we work with BSF since they want to get their roller skiers off the road?One thing we can do is to support Bike Walk Montana. F. MDT 11/3/14 bicycle meeting update and Bozeman Area Alternative Transportation Planning —Rebecca—Funding has been obtained through the Forest Service to look at ways to create non- motorized connections between Bozeman and recreation areas north and south of town. The study will include alternative transportation to get skiers to Bridger Bowl and Bohart in the winter and potential shuttle options to Hyalite. Rebecca will keep us informed about the year- long feasibility study. MDT meeting: They invited people involved in bicycle planning/advocacy from around the state to a workshop focused on bike issues. MDT presented information on TranPlan21 bike policy, funding, project development and design issues, although bikes still do not seem to be a high priority. Bike Walk Montana was there and it seems like this organization is doing a lot of good work around the state. G. Bike Safety Outreach/Education— * Subcommittee on Safety Outreach/Education- Mike and subcommittee. The next meeting will be scheduled in the next few weeks. * High School Drivers Education- Jen. There was a class 2 weeks ago. It was a great class. 8 kids/80 kids relayed experiences about their experience of getting hit by a motor vehicle while biking. The next class will be in February and she would like to update the presentation. If anyone has any ideas, let Jell know. She might meet with the education/outreach committee for ideas as well. * MSU Bike activities—Petra- Bike friendly application-MSU got an honorable mention. Recommendations: MSU needs a comprehensive master plan. They are drafting one right now. They also suggested bike parking. A parking garage is being designed right now and they are considering bike facilities in the garage. Petra is leaving her position and in the process of interviewing applicants to replace her. H. Bike Week 2015—planning—Jessie May. Jen will help to ask bike shops for prizes. Jessie May has a new coffee shop west of town to add to list of hosts. She would like to start in January to meet about bike week. 1. Discuss Facebook use/ protocol. Sam: He wanted to make sure that board members disseminate information on the BABAB Facebook page that is in the best interest of the city. We will review the city protocol in a future meeting. J. The Bicycle Benefits program is not something that the board will continue to help out with at this time. Something like the board-league of American bicyclist bike friendly program might be an option in the future. K. Old business:No updates. • Bozeman bike code revision • Other L.New business:None M.
