Meeting Minutes, Wed, Feb 5, 2014

A. Call meeting to Order
B. Public Comment: Chris Naumann & Craig Woolard: Mendenhall Improvements overview/Greater
Bozeman Area Transportation Plan. Proposal: City of Bozeman Engineering Report determines that one
lane of parking should be removed to allow space to install a one way bike lane on the south side of
Mendenhall from N. Rouse to 7th. Factors such as losing approximately 90 on-street parking spaces and
a cost of 2.4 million dollars make this proposal of removing parking untenable. Alta Planning overview:
Proposal to reduce vehicle lane widths to(10’x 2 lanes = 20’), parking lanes(7.5’x 2 lanes=15’) & bike
lane(5’) to 40’(existing street right of way ranges from 40.06-44.36’). Also proposing new streetscape
similar to Main St. with trees and landscaping on sides to bring vehicle speeds down and other traffic
calming measures. Alternative option is sharrows for bikes & wider lane made for buses. March/April
they will bid for project so we should have a plan that BABAB supports.
Discussion: Is it too tight of space for bike lane? Door Zone? Is it safer to bike in center of lane? Does
painting sharrows on both sides in the middle of the lanes make more sense? Traffic calming to lower
speed limits might be better option. Rebecca will look into sharrow guidelines. Education campaign for
bikes taking the full lane could be implemented. Bike level of service could help with decision as well.
C. Gary Weiner – National Park Service Rivers, Trails and Conservation Assistance program (RTCA) –
presented Bogert Park trail plan. Stream enhancement & park infrastructure project proposed to
improve Bozeman Creek as part of the master plan for Bogert Park. Park infrastructure:
replace/improve foot bridge, add gravel trails to separate users for Bogert Park, better trail system to
develop greenway along the Creek through Bogert Park to Main Street. This could be used as a model
for future greenways. Gary asked for a letter of support from BABAB.
Action Item: BABAB voted on writing letter of support for Bogert Park plan and the Recreational Trails
grant program. Sam motioned to support writing the letter & Jen seconded it. The board approved.
Rebecca will draft letter.
Action Item: BABAB voted on writing letter of support for GVLT application for the Recreational Trails
program to support their Main Street to the Mountains trail system. Jason motioned to support writing
letter. Sam seconded. The board approved. Rebecca will draft the letter.
D. Angie Zanin–Montana Bicycle and Pedestrian Coordinator – Introduction, overview. Angie is new to
the position. Her goal is to increase walking and biking in Montana. She would like input on MDT
projects: What are the struggles? Rumble strip rules is something she is currently working on that we
might be able to give input. She can keep us updated on when she needs input on certain issues
pertaining to bikes.
E. Jan meeting minutes approved. Sam motioned to approve. Brian seconded. Board approved.
F. BABAB Goals for 2014 – What do we want to accomplish?
Continue search for bike/pedestrian coordinator
Look at revising transportation plan
Better communication plan: share minutes with more people & get info such as bike counts out
to more people & have someone on board in charge of monitoring data distribution. Jen &
Petra interested & Sam would help with technical issues. Rebecca will send out more info.
G. Action Item: Vote on 2014 BABAB positions (chair, vice chair, secretary)
Chair: Rebecca was nominated and approved.
Vice‐Chair: Jessie May was nominated and approved.
Secretary: Jenna Fallaw was nominated and approved.
H. Bike to Work Week Planning May 12‐16, 2014, subcommittee update
Meeting at Rockford 7 am on February 12th. Plan to meet bi‐monthly.
I. Bike Safety Outreach/Education
Film update. Brian waiting for calls to be returned so there are no updates at this time.
High School Drivers Education – present/critique: tabled. The board briefly discussed student
critiques.
Bike safety –Education at MSU (Petra): No updates.
Bike safety PSA update‐ Sam
Radio ads KGLT $150/month for 1 minute. Can we split up into shorter segments? Francis will
check into her radio connections
J. Action item: Vote on budget for bike safety PSA’s
Jason moved to approve up to $750 yearly budget for biking related PSA’s. Bill seconded. Board
approved.
