MINUTES Due to technical delay, three minutes are missing from this meeting. ITEM 1. CALL TO ORDER – Introductions & Attendance 10:00:00AM (Video was down during this time) Committee Chair – Bob Lashaway, MSU: Present Committee Member – Chris Scott, County Planning: Present Committee Member – Trevor McSpadden, City Planning Board: Present Committee Member - Dustin Rouse, MDT: Present Committee Member – Craig Woolard, City Public Works: Present Committee Member – Ralph Zimmer, Pedestrian & Traffic Safety: Present Committee Member – Jeff Krauss, City Commission: Present Committee Member – Sam Gianfrancisco, County Citizen rep: Present Committee Member – Bill Brownell, Gallatin County Road Dept: Present Committee Member – Randy Visser, County Planning Board: Absent Committee Member – Steve White, County Commission: Absent Committee Member – Bill Cochran, Bozeman Area Bicycle Advisory Board: Present Committee Member – Chris Kukulski, City Manager: Absent Committee Member – Wendy Thomas, City Community Development Director: Absent Committee Member – Lloyd Rue, Federal Highway Admin: Absent Committee Member – Kyle DeMars, MDT: Absent Guest and other staff present include: Rob Buckvich, MDT, Jeff Key, April Gerth, Mick Johnson, Jim Mallick, Danielle Scharf and Tony Becken-Gaddo, Bozeman (Area) Pedestrian and Traffic Safety Committee, Rick Hixson, City Engineer, Stacy Ulmen, City Clerk and Pearl Michaelson, Deputy City Clerk Chairperson Bob Lashaway called the meeting to order. ITEM 2. PUBLIC COMMENT (Limited to any public matter within the jurisdiction of the Bozeman Area Transportation Coordinating Committee not on this agenda. Three-minute time limit per speaker) ITEM 3. 10:03:50 AM ELECTION OF OFFICERS 10:03:46 AM Bob Lashaway was reelected Committee Chairperson, Chris Scott was reelected Vice Chairperson, and it was decided that City of Bozeman staff would serve as Recording Secretary. ITEM 4. MINUTES OF OCTOBER 22, 2014 10:04:22 AM- No comments or corrections. It was moved and seconded to approve the minutes from October 22, 2014. ITEM 5. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES 2 (Members of TCC who sit on other related committees, are invited to report on such activities that are of interest to the full TCC) A. 10:05:03 AM Transit Committee Transit Committee Member Lee Hazelbaker mentioned that in the last year, Streamline has received a Montana Transit Association System of the Year Award and an Outstanding Service Award from the National Transit Association. B. 10:07:14 AM Gallatin County (Commission, Planning Board, Road Department) No updates. C. 10:07:35 AM City of Bozeman (Commission, Planning Board, Engineering Department) Craig Woolard gave an update on the upcoming 2015 Transportation Master Plan and Ralph Zimmer, Bill Cochran and Chris Scott showed interest in participating in a working group for the project. He mentioned that the City is working with Western Transportation Institute to develop network model. There are also Requests for Proposals out for improvements to several major collectors. D. 10:47:10 AM Bicycle Advisory Board Bill Cochran spoke regarding Bike to Work Week and expressed interest in the Kagy Reconstruction as a major bike route for Bozeman. E. 10:48:31 AM Pedestrian and Traffic Safety Committee Ralph Zimmer and other committee members support legislation enabling creation of a city gas tax, the Bozeman transportation community safety plan as well as goals and objectives. F. 10:52:38 AM Montana Department of Transportation Dustin Rouse discusses construction on 19th, improvements on Patterson as well as Kagy and other projects. G. 11:12:11 AM Montana State University Bob Lashaway gave an update on MSU closures, stadium activities and bike parking and bike storage. Upcoming construction activity was also discussed. H. 11:21:24AM Other TCC Member/Committee Reports Mayor Jeff Krauss thanked MDT for moving forward with the Rouse Reconstruction project. ITEM 6. OLD BUSINESS ITEM 7.
