Martin Solar Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Chris Saunders, Policy and Planning Manager Wendy Thomas, Director of Community Development SUBJECT: Martin Solar Certificate of Appropriateness, to install solar panel on the SW portion of the roof of the home at 402 W. Koch Street. Application 15501. MEETING DATE: November 2, 2015 AGENDA ITEM TYPE: Consent (quasi-judicial).   RECOMMENDATION: Approval MOTION: I hereby adopt the findings presented in the staff memo for application 15501 and move to approve the Certificate of Appropriateness subject to all applicable code provisions. BACKGROUND: On April 13, 2015 the City Commission reclaimed all active and future applications for the redevelopment of this site. The action item was Agenda Item H.10. The Commission had previously approved a renovation and deviation for the site. The applicant later without permission demolished the entire structure. After applicable notice, staff review and considerable public comment the City Commission approved the reconstruction of the originally approved project. The home is actively under construction and appears to conform to all submitted plans. The owner applied on October 16, 2015 for a Certificate of Appropriateness to add a solar collector to the roof on the SW portion of the building. Staff has reviewed the application and finds it meets all zoning and certificate of appropriateness standards. No conditions of approval or code corrections have been identified as necessary. No public notice is required for this application due to the very minor scope of the work. Normally, this type of application would be handled by staff and does not require public notice or Commission action. However, due to the history of this project and the Commission reclaiming all applications on the site, and the approved reconstruction still being under construction, Staff considered it appropriate for the City Commission to take action on this item. This application is consistent with the COA/DEV approved by the City Commission on June 8, 2015. As the staff review found no deficiencies in the application materials, non-compliance with standards, inconsistencies with the previously approved design, or required code provisions a formal staff report was determined to be unnecessary. Standard procedure code requirements automatically apply and will be included with the action letter for this application. These include 88 constructing the application as approved and obtaining a building permit for the work. This memo and subsequent minutes of the City Commission meeting will provide the required record of review. UNRESOLVED ISSUES: None ALTERNATIVES: Approve or as the Commission directs FISCAL EFFECTS: No effects on any budget items are expected with this action.
