REPORT TO: Honorable Mayor & City Commission
FROM: Kelsey Matson, Chairman, Bozeman Historic Preservation Advisory Board Chris Saunders, Planning and Policy Manager
SUBJECT: 2016 Historic Preservation Awards
MEETING DATE: October 26, 2015 AGENDA ITEM TYPE: Consent
RECOMMENDATION: Approve the Bozeman Historic Preservation Advisory Board’s plans and
budget for implementing Historic Preservation Awards in 2016. SUGGESTED MOTION: I move to approve the Bozeman Historic Preservation Advisory Board’s plans
and budget for implementing historic preservation awards in 2016.
BACKGROUND: This is a consent item from the Bozeman Historic Preservation Advisory Board (BHPAB), reporting on the success of the 2015 Historic Preservation Awards, communicating the BHPAB’s plans for implementing the 2016 Preservation Awards and making a formal budget request for
funding of the event for 2016.
The Preservation Awards are a long-running Bozeman tradition. The Awards encourage the very highest standards in preservation, educate the community about Historic Preservation and its value to neighborhoods and the greater community, and showcase exemplary contributions to preservation of
Bozeman's architectural and cultural heritage.
The BHPAB is pleased to report the success of the 2015 Excellence in Historic Preservation Awards. The BHPAB received seven nominations for awards and selected award winners in the categories of Continued Maintenance, Infill and New Construction, Restoration and Rehabilitation, and Preservation
Stewardship. The BHPAB did not give an award for Outstanding Achievement in Historic Preservation in
2015. The Awards event was held at the Baxter Hotel on May 19, and was well received by the recipients. The awards program came in under budget, at $760.00. Overall, BHPAB members feel the 2015 Awards program was successful.
The BHPAB would like to improve the process, procedures and criteria for the Preservation Awards for
2016. To improve the process and review of nominations by the BHPAB, they would like to:
• The BHPAB would like to add a sixth category: Adaptive Reuse. This award honors an
outstanding and creative new use of an old structure that respects its historical significance and
keeps attention on its original architectural character.

Commission Memorandum
• Develop a numerical scoring sheet of award nominations, to facilitate award nominations and
selection of award recipients.
• Establish the following implementation timeline:
o January 4: 2016: Call for Nominations inviting the public to participate in the celebration
of historic preservation by submitting nominations, will be posted at the website, along
with Mission, Eligibility and Requirements. All nominations will be submitted online.
The public as well as the BHPAC may make nominations acknowledging the contributions
of individuals and groups in the areas of historic preservation and cultural heritage. The
Call for Nominations will be advertised on the website, social media and in print.
o February 12, 2016: Award nominations due to the BHPAB for review.
o March 8, 2016: Review and vote on nominations at BHPAB meeting
o April 1, 2016: notice to award-recipients, invitation to community members issued for the
event
o May 19, 2016: Bozeman Historic Preservation Advisory Board will host the Bozeman
Historic Preservation Awards event, with refreshments to follow the award presentations.
The event’s guest speaker will be advertised on the website, social media and in print.
Awards increase public awareness of contributions demonstrating outstanding commitment
to excellence in historic preservation, local history or promotion the Bozeman’s heritage.
With this information, the BHPAB requests $800 in Department of Community Development funding to
host the awards program. The BHPAB anticipates an increased number of awards recipients this year and
hopes the funding can be stretched again to cover increased costs for awards frames and printing.
UNRESOLVED ISSUES: None at this time.
ALTERNATIVES: N/A.
FISCAL EFFECTS: The Department of Community Development, which administers Bozeman’s
Historic Preservation program provided $760 in funding for the 2015 Preservation Awards.
