Bozeman Landfill
This Addendum No. 2 is issued on October 16 2015, to the Call for Bids for the Bozeman Landfill LFG/SVE
System dated October 1, 2015. Completed bids must acknowledge receipt of this addendum at the
appropriate place in the bidding documents.
The Bozeman Non-discrimination form is added to the Contract Documents with this addendum. The
form is attached to this addendum as Attachment 1. This form must be included with the other bid
documents in the Contractor’s bid to be submitted on October 27.
A Contractor’s staging area has been identified and is shown on Figure 1 of this Addendum. No tracked
vehicles are allowed on the newly paved road between the staging area and the unlined cell. A two track
road for moving tracked vehicles is adjacent to the newly paved area and must be used instead. The newly
paved area may not be cut or otherwise removed. Older pavement from the end of the newly paved area
to the gate on Story Mill Road may be intermittently tracked across by tracked vehicles. Regular crossing
of the older pavement will require protection from a mat of tires, ties or other material. The older
pavement may be cut to allow for trenching and pipelines through the road. Pavement shall be sawcut.
Replacement asphalt will not be necessary as this older section of pavement is scheduled for replacement
following this project. If the pavement is cut for trenching, the final 6” lift of fill up to the pavement grade
shall be made using a 3-inch minus road base.
Public traffic is allowed into the dump during the winter (November 1 to March 31) Thursday through
Saturday from 8:00 am to 3:30 pm. During the remainder of the year, public traffic is allowed from
Tuesday through Saturday from 8:00 am to 3:30 pm. The road through the dump must be open to public
traffic during this time. Cutting and trenching through the road must be made at other times. The
Contractor shall take all precautions necessary including signage and flagging (if necessary) to ensure the
safety of public traffic during these time periods.
The bid documents currently state that the bids must be submitted with a Montana Contractor’s
Registration Number. With this addendum, all the bid documents are amended to read that the
Registration number is not required with the bid form but must be supplied before any work on the project
may begin.
A pre-bid meeting was held on October 13, 2015. The minutes of the meeting are attached to this
Addendum as Attachment 2.
Detail 3 on Sheet 21 shows an existing panel in its lower left corner. This panel is a 240-V, single phase
panel, 400 amp panel not a 480-V panel as shown.
Special Conditions. The landfill cap consists of a two to four foot thick soil cap underlain by mixed
household wastes. At depth, some of the waste is known to contain water. During excavation of trenches
and during drilling of LFG wells, the Contractor is likely to excavate wastes. The Contractor shall segregate
clean cover soil from wastes and reuse the cover soil to the extent possible. All excavated wastes must
be transported to and deposited in roll off containers while minimizing the contact of waste with soil. The
City will supply roll off containers to the Contractor and will remove them when full. The City will be
responsible for hauling and disposing of the waste in the roll offs. The Contractor shall closely coordinate
the need for roll off containers with the City.
At some locations, Landfill Gas Well (LFG) drilling will occur on a sideslope. The Contractor may need to
construct a level drilling pad at these locations. If this occurs, the Contractor shall minimize the size of the
pads. Contractor shall also construct the pads of imported fill. No disturbance of the existing soil cap is
allowed.
Because of the waste that will be encountered, additional material will need to be added to backfill
trenches. Detail 4 on sheet 19 refers to this additional material as site soil. There is no site soil available
consequently additional material needed for backfill must be imported. All imported material for backfill
of trenches must comply with the Standard Specifications Section 02221 Part 2.2 B. Imported materials
used for LFG well construction are described in Addendum 1.
Because of the uncertainty in the amount of waste that might be encountered during trenching and the
resulting amount of imported material required, two bid items have been added to the bid sheet. Bid item
26A addresses imported backfill and item 26B addresses waste removed from trenches. A revised Bid
Sheet is included as Attachment 3. The Contractor’s Bid must be submitted on the revised bid sheet in
Attachment 3. The revised bid sheet also includes revised quantities for bid items 6, 7 and 8.
Section 01029 (Measurement and Payment) is revised to include the following new items:
26A. Imported Backfill. Contractor shall supply and install imported backfill to replace waste
material removed from trenches. Measurement of this item shall be by certified weight tickets
from a scale. The weight tickets shall show the tare weight of the haul vehicle, the loaded
weight, and the net weight of the material delivered. Payment shall be made on a unit price
basis (per ton) as shown on the project bid sheet. No measurement or payment shall be made
for imported material used for LFG wells, pads for LFG well drilling (unless salvaged and used for
trench backfill) or purposes other than trench backfill. Contractor shall supply weight tickets.
26B. Waste Excavation and Disposal. Contractor shall segregate waste materials from soil
excavated from trenches. The Contractor shall load waste in roll offs supplied by the City. The
City will dispose of all waste and will be responsible for any disposal costs. Measurement for this
item shall be by certified weight tickets from the disposal facility. Payment for this item shall be
on a unit price basis (per ton) as shown on the project bid sheet. The City shall supply weight
tickets for this item.
Existing items in Section 01029 are revised as follows:
Revise the first line of existing bid item 5 as follows:
5. Supply all materials, equipment and labor for the construction and installation of sixteen (16)
SVE well vaults including sample ports, sample valve, and all associated fittings, backfilling,
backfill material, dust control, gravel finishing and returning the site to its original condition.
Revise the first line of existing bid item 6 as follows:
6. Supply all materials, equipment and labor for the construction of six (6) SVE remote wellhead
assemblies , sampling ports, sample valve, and all associated fittings, backfilling, backfill
material, dust control, gravel, finishing and returning the site to its original condition.
Revise the first line of existing bid item 7 as follows:
7. Supply all materials, equipment and labor for construction of seventeen (17) pneumatic
submersible pumps for the dual extraction wellhead assemblies per Details 1 and 2 on sheet 11
of the Constructon Drawings.
Revise the first line of existing bid item 8 as follows:
8. Supply all materials, equipment and labor for the construction of fifteen (15) dual extraction
wellhead assemblies per detail 2 on sheet 10 or detail 2 on sheet 11 of the Construction
Drawings.
Revise the first line of existing bid item 33 as follows:
33. The Contractor shall supply and install one (1) Ingersoll Rand Sierra Oil Free Rotary Screw Air
Compressor Model H50 capable of producing 186 cfm at 125 psi with nema 4 starter, outdoor
modifications and high air filter.
Modifications to the quantities shown on the bid sheet have been made for bid items 16, 17 and 18.
The City of Bozeman Modifications to the Montana Public Works Standard Specifications (see

Pre-Bid Meeting Minutes
Landfill SVE/LFG System Pre-Bid Meeting Minutes
October 13, 2015 10:00 am
Professional Building Upstairs Conference Room
1. Welcome
Larry Cawlfield introduced himself as the Project Manager for the Landfill SVE/LFG System
Project. He also introduced Shawn Kelly, Tetra Tech, Katherine Maines and Russ Ward with the City of
Bozeman and Mike Abrahamson, with the Montana Department of Environmental Quality (DEQ). He
also pointed out that the contents of this meeting are not contractual and asked that questions not be
asked about the details of the project. General questions only. Detailed questions should be submitted
in writing.
2. Introductions
Larry had all contractors in attendance go around the room and introduce themselves. Specific
names and affiliations are listed in the sign in sheet.
3. Project
The Bozeman Landfill is inactive and consists of a lined and an unlined cell. The existing system
consists of 19 monitoring wells, all piped to a flare. Beneath the soil cap which varies from 2 to 4 feet
thick, is mixed household waste.
The above mentioned project will include the following additions to the current system:
a) 16 soil vapor extraction wells installed in the soil with the purpose of sucking the gases
out of the ground
b) 6 air injection wells near the walking path to inject clean air into the soil
c) 10 landfill gas wells - require specialty drilling, Larry will provide several contacts
d) New Flare and mechanical skid system which the City will supply. This system will be
delivered and dropped onto a pad built by the selected contactor. The contractor will be
responsible for installing the system.
e) Extension of electrical service to the new flare & skid system
4. Funding & Related Requirements
Mike Abrahamson with DEQ stated that because this project will receive funding from the State
Revolving Loan Fund, contractors must comply with several state and federal requirements. These
include:
a) As mentioned in the Instruction to Bidders section of the request for proposals, the
contractor must:
a. Be registered in the State of Montana
b. At least 50% of the workers must reside in the State of Montana
c. Provide a signed debarment certification statement
d. Comply with Equal Employment Opportunity requirements
e. Comply with Wage Rate Requirements
i. Larry will check the Federal Davis Bacon rates on the 17th and issue an
addendum if necessary
f. Comply with American Iron and Steel Requirements
i. All steel and iron used for the project must be made in the United States
5. Special Conditions
a) 1% Gross Receipts Tax applies to this project
b) Workers Compensation Requirements
c) Quality Assurance/Quality Control
d) Safety
a. Larry wanted contractors to be aware that this project will contain biologic,
chemical and flammable hazards
6. Addendum #1
Larry went through the specifics of Addendum #1 and answered questions about winter shut
down. The question was raised as to whether the project would follow the City of Bozeman’s
specifications or Tetra Tech’s. Items amended in Addendum #1 include:
a) Bid date has been moved back to October 27
b) Adds the Project CQC manual requirements
c) Adds the Landfill Gas Well Drilling tasks to the project
d) Other minor changes.
Hardcopies of Addendum No. 1 were given to attendees.
7. Project
a) Questions raised about Winter Shut Down
a. No winter shutdown (meaning an extended period of no activity) will be issued.
Intermittent weather days are likely to be issued instead.
b) Waste removed due to well drilling and trenches must be removed from the site. Lined
rolloffs must be in place and hauled to an active landfill for disposal. Soil must be hauled
to the site for backfill. Soil from drilling and trenches can be used. Questions about
whether the City would haul the waste from the site or the Contractor were raised but
not answered at this time.
c) Additional Questions
i. Work hours are 7 am to 6 pm, Can work weekends with prior approval
