Ms. Davis spoke regarding the North 7th TIF. She is opposed.
06:12:05 PM Steve Johnson,Public Comment
Mr. Johnson on behalf of the School District spoke regarding the North 7th TIF. He spoke
regarding the creation of expanding or creating a TIF.

Mr. England urged that the Commission to review this and feels that there were inaccuracies and
falsehoods. The report should be reviewed.
06:17:18 PM Sarah Huffish,Public Comment
Ms. Huffish spoke regarding her concerns of what is happening in downtown including not being
able to find a band aid on mainstreet, chewing gum and vomit. She feels that the City has lost
focus on downtown.

Mr. Cartright spoke in support of the TIF expansion.

Ms. Talego stated that there are decisions being made without participation. She would like to
know how the public can participate.

Mr. Redard spoke regarding the paving of the alley in his area. He is not speaking in opposition
but he did some research on blight and showed pictures of other areas of what he determined
blight.

Commission on Substance Abuse Prevention(Chris Kearns and Matt Caires)

Mr. Kearns spoke regarding the focus being on a campus coalition, alcohol use at MSU
football games and parental notification. They are encouraging comment in order to finalize
this report. The Commission and Mr. Kearns spoke regarding the downtown Bozeman issues
and concerns and coordination into the future including Streamline.

Economic Development Specialist David Find gave the Staff presentation for Resolution 4639,
Adopting a Statement of Blight as a Basis for the Expansion of the North Seventh Avenue Urban
Renewal District to include Property Adjacent to the original Urban Renewal Area.

The Commission and Staff spoke regarding inclusion in an increment district, the term related to
blight per State law, conditions of connectivity and economics, growth and infrastructure, the
possibility of lifting the designation, that fact that this is a tool for improvements and other ways
that this could be accomplished, grants related to improvements, that fact that TIFs further the

functions of a district, the time frame that the existing TIF has been in place, the northeast urban
renewal district, benefits to businesses and residents in the area and the frequency of TIF
meetings.

Mr. Schliem spoke regarding blight being a negative connotation and the real reason behind this
as it relates to economics. He spoke regarding the downtown success related to the same process.
He wonders what downtown would look like without these funds today. He recommends that all
of the areas be included. There is competition coming. This is a funding mechanism for midtown
to have the same success as downtown. He spoke in support.

Ms. Talego spoke regarding confusion of the term blight. Her neighborhood would like to
participate.

Ms. Fleshman spoke regarding her concerns in the statement of blight and asked that it be
reviewed. She feels the bullet points are misleading and has concerns of this getting rid of open
space.

The Commission spoke regarding the State law related to funding,mechanisms for participation,
areas of inclusion, development of the property and values.

to provide a basis for the expansion of the North Seventh Avenue Urban Renewal District
includingSections I and 2 Southern Boundary Areas Section 3 the Whittier School

Annexation Property and Section 5, the West Side property excluding Royal Vista,Royal Vista

07:46:44 PM Discussion on the Motion
Cr. Andrus spoke regarding this resulting in some great benefits. The process requires us to
identify areas of blight. She supports the motion. She hopes to see a lot of revitalization in this
area.
Cr. Pomeroy stated that this is good for stores and for the neighborhood as well as job creation.
Cr. Mehl we want this area of town to succeed and spoke about public safety. He spoke
regarding involvement.
Mayor Krauss urged involvement in this plan even if not located in the district. He spoke
regarding the only way that the increment can grow. We have to put something in to get
something out of it.

Cr. Pomeroy stated that this has been a long standing issue. This is the beginning of the process.
Cr. Mehl thanked staff for this. He stated that Deputy Mayor Taylor would like to take part on
the Committees.
Cr. Andrus urged that Deputy Mayor Taylor be involved and thanked staff for their work.
