Final Adoption of Ordinance 1924, Establishing Initial Zoning of R-1 on 1.925 Acres Known as the Evans Zone Map Amendment Application Z-10047 Located at 430 East Lincoln Street (Saunders) 4. Professional Services Agreement with Project WET (Water Education for Teachers) Foundation to Develop and Implement an Expanded Pilot Project that Provides Training Workshops to Community Educators on Water Topics (Leoniak) 5. Approve the Renewal of Lease Agreement with Montana Rail Link Inc. for the Story Mill Spur Trail and Authorize the City Manager to sign the Agreement (Poissant) 6. There will also be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to three minutes. F. Special Presentations 1. Key Components and Issues of the 2015 Water Facility Plan Update Lyman Creek expansion and Municipal Groundwater Development Projects (Heaston) G. Action Items 1. A Second Phase of Development to Add 2 Two-household Dwellings to an already Developed Site, and a Cash-in-lieu of Parkland Approval Located at 3050 and 3056 York Street, Poplar Terrace, Phase 2 Site Plan Application 15368 (Quasi-Judicial) (Saunders) Consider the motion for Cash-in-Lieu: Having reviewed and considered the application materials, public comment, and all the information presented, I hereby adopt the findings presented in the staff report for application 15368 and move to approve the use of cash-in- lieu of parkland for this project and accept the submitted appraisal to establish the value. Request the use of Community Housing Funds to Support the Summit Housing Inc. for the Construction of 42 Rental Housing Units for Senior Households Earning 60% or Less of Area Median Income (AMI) (Thomas) Consider the motion: I move to authorize the use of Community Housing Funds supporting the Summit Housing Inc., for the construction of 42 rental housing units for senior households earning 60% or less of Area Median Income (AMI). Frontage Road (P-205) Speed Study (Hixson) Consider the motion: Having considered public testimony and staff background information, I move that the Bozeman City Commission concur with the MDT recommendations for Frontage Road Speed Limits. 4. Re-Appointment to the Recreation and Parks Advisory Board (Michalson) Consider the motion: I move to reappoint Marlo Kapsa on the Recreation and Parks Advisory Board to the vacant student position with an updated term ending October 2, 2016. 5. Appointments to the Bozeman Historic Preservation Board (Michalson) Consider the motion: I move to appoint Guy Crawford and Victoria York to the Bozeman Historic Preservation Advisory Board to an at large position with an updated term ending June 30, 2017. 6. Appointment to the Gallatin County Local Water Quality District Board of Directors (Michalson) Consider the motion: I move to appoint Doug Chandler to the Gallatin Local Water Quality District Board to serve the remainder of the current term expiring September 30, 2016.
