The scope of work for Task Order No. 6 is detailed in the attached Exhibit A-6 Project Scope of Seivices.
COMPENSATION:
Contractor shall be reimbursed on a time and materials basis with a total cost not to exceed $35,474.00. The
total cost for Task Order No. 6 is detailed in the attached Project Cost Estimate. Contractor shall invoice no
Blore often than mootlily foi, services provided in the prior month.
The provisions of the Professional Seivices Master Task Order Agreement and any Special Terms and
Conditions and/or Exhibits or Attachments to this Task Order shall govern the Work.

PROJECT SCOPE OF SERVICES
Professional Services Agreement for Streets and Utilities Land Agent Services
Project Scope of Services
Task Order No. 6
The scope of services for this City of Bozeman Right -of -Way Acquisition Project is to Appraise,
Acquire and successfully conduct and prepare the necessary meetings, agreements, and legal
documents to transfer property titles fiom private land owners to the City of Bozeman (City).
The Federal Highway Administration (FHWA) and City will be constructing new trail
improvements in the near future and the City intends to acquire the necessary right-of-way
(R/W) prior to construction. This project will serve as the R/W acquisition process for the Trail
to the M TOP Project which will install a new shared use path to the M Trailhead near Bozeman,
Montana. The Feasibility Memorandum for the Bozeman to Bridger Mountains Trail, MD DOT
86(1) (January, 2015), trail alternative 2, is the basis for areas necessitating R/W acquisition.
The intent of this scope of services and corresponding cost estimate is to provide acquisition
services on a time and materials, not to exceed basis. Additional costs related to the actual land
purchase price, relocation costs paid to property owners, and any costs associated with eminent
domain proceedings are not included in this scope of services or cost estimate.
All work will be performed in accordance with the guidelines and procedures contained 49 CFR,
"Uniform Relocation Assistance and Real Property Acquisition Regulations for Federally -
Assisted Programs" as amended. The standard R/W process for Montana Department of
Transportation projects will be followed for this project.
The following activities will be conducted as outlined below.
1_0 PROJECT RESEARCH
• Obtain and review available preliminary design plans.
• Obtain and review available project documentation.
• Coordination meeting with the project team members.
• Obtain current deeds and ownership information.
2_0 INITIAL PROPERTY OWNER CONTACT
• Compile contact information.
• Initiate contact with owners to inform them of this project and the process.
3_0 SURVEY
Control or topographic field surveys are not included in this scope.
4_0 R/W MAPPING & EXHIBITS
Determine proposed R/W acquisition areas for six parcels located on the north side of
Bridger Canyon Road. Based on preliminary design efforts between FHWA, the City

and the design engineer, it's anticipated the six parcels affected by future trail
improvements will require partial parcel acquisitions.
• Prepare preliminary deed exhibits.
• The final deed exhibits will be filed with the clerk and recorder upon finalization of
acquisition agreements.
• QA/QC of deliverables

5_0 TITLE COMMITMENTS
• Title commitments will be secured for each parcel requiring property acquisition.
• Team coordination
'6.0 APPRAISALS AND REVIEW APPRAISALS
• Appraisals will be conducted for parcels 97B and 106 as shown on the attached Figure 1.
• Review appraisals will be conducted for each of the parcel appraisals by a second
appraisal subconsultant.
• Waiver evaluations will be conducted for parcels 97A, 98, 100, and 107 as shown on the
attached Figure 1.
• Team coordination

7_0 PREPARE CONTRACTS

9_0 R/W AND DESIGN PLAN UPDATES
• Based on acquisitions and agreements, updates to the preliminary deed exhibits will be
completed, if required.
• Modification of trail design plans is not included in this scope.
10.0 RELOCATION SERVICES
• Relocation services are not included in this scope.
11.0 CLOSING
• Prepare final title transfer documents, and schedule closing dates and meetings.
• Attend closing meetings.
12.0 PROJECT MANAGEMENT

CONTINGENCY
Due to the nature of property acquisition work, the time required to work with individual
property owners varies significantly. The scope of services as detailed in this document includes
all the necessary steps to acquire property from private owners, but much of that work relies on
good cooperation and timely responses from all parties. The contingency item serves to capture
the possible additional costs incurred during the acquisition process due to challenging situations
with property owners.
