Summit Housing Group1 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Wendy Thomas, Community Development Director SUBJECT: Summit Housing Group, Inc’s request for a letter of support from the City to the Montana Board of Housing (Low Income Housing Tax Credit Program) for the property located at the northwest corner of Tschache Lane and North 27th Avenue MEETING DATE: September 28, 2015 RECOMMENDATION: Authorize the City Manager to sign a letter supporting the Summit Housing Group’s application to the Montana Board of Housing for low income housing tax credits for the proposed Rose Park Senior Apartments. BACKGROUND: Summit Housing Group, Inc. has submitted a request for the City’s support of the group’s application to the Montana Board of Housing for low income housing tax credits. Summit Housing Group, Inc. is proposing the construction of a 42 unit senior affordable apartment complex on a lot within the West Winds Subdivision that is deed restricted for affordable housing. Summit Housing Group will be submitting an application for the allocation of funds from the Affordable Housing Fund for the payment of a portion of the impact fees for the project. A development review application has not been submitted, however Summit Housing provided the attached conceptual site plan. The project will be required to submit for site plan approval before it is authorized for construction. To be known as the Rose Park Apartments, the units will be leased to senior households earning less than 60% of area median household income. The application for payment of impact fees indicates that the following income categories will be served: 5 units at 40% AMI or less 26 units at 50% AMI or less 11 units at 60% AMI or less The Community Housing Advisory Board (CAHAB) will review the application for impact fee funding at their October 14, 2015 meeting. During the adoption of the FY 16 budget, the Commission set aside $50,000 of affordable housing funds for the purpose of payment of impact fees for affordable rental housing. 117 2 UNRESOLVED ISSUES: None at this time. Front St., Ste. 1 Missoula, MT 59802 RE: Summit Housing Group, Inc.’s LIHTC application to the Montana Board of Housing for the creation of affordable rental housing on the property legally described as Lot 5A, of the amended plat of Lot 5, Block 8 of the West Winds Subdivision Phases 2A & 2B Dear Mr. Long, On behalf of the City of Bozeman, please accept this letter as an expression of the City’s strong support for the Low Income Housing Tax Credit (LIHTC) application Summit Housing Group is submitting to the Montana Board of Housing for the development of Rose Park Apartments, a 42 unit affordable senior housing apartment building. The development will provide the City with additional affordable rentals, particularly senior housing units where we are experiencing unprecedented low vacancy rates. The site currently carries a Land Use Restriction that requires multifamily development for persons making 65% or below the Area Median Income. We wholeheartedly support your efforts to provide new affordable housing in this area of Bozeman. The site is close to shopping, transit and two large parks which makes it ideal for a LIHTC development. The City of Bozeman earmarked funding in the FY 16 budget to assist LIHTC developers by paying a portion of the impact fees for housing developed for households earning less than 60% of Area Median Income. Summit Housing has applied for funding under this set aside and staff is recommending the City Commission allocate funding to support this development. As this City continues to experience rapid growth, affordable housing is in short supply. Your proposed project will help meet the need of small and large families at or below 60% of the median income.
