Agreement for Capital Improvements Project Field Survey with Gaston Engineering and Surveying P.C.

RECOMMENDATION: Authorize the City Manager to sign Amendment No. 1 to
Professional Services Agreement for Capital Improvements Project Field Survey with Gaston
Engineering and Surveying P.C.
BACKGROUND: A new site access is being constructed to the Billion auto dealership on the
west side of Cottonwood Road as part of the construction project currently underway to widen
Cottonwood to a full arterial standard. The new access will provide full turning movements
thereby allowing left-in and left-out traffic flow for the Billion property. Prior to the current
roadway improvements, Billion had two full access points onto Cottonwood Road. These existing accesses will remain; however, they are being restricted to partial turning movements,
limited to right-in, right-out traffic flow, due to the construction of a raised center median with
the full arterial roadway section. The new access will provide the only means for northbound
traffic on Cottonwood to enter the Billion property by allowing left-in turns.
There is a platted 1’ no access strip on the existing Billion property where the new full access is
being constructed. The attached PSA amendment will have Gaston Engineering perform legal
land survey services to prepare an amended plat to remove the 1’ no access strip from the
property, thus providing legal access.
Gaston Engineering completed the original plat and subsequent plat amendments for the Billion
property. They are currently under contract to complete surveying services for capital
improvements projects being designed by Engineering Staff so an amendment to the contract is
provided herewith for the additional legal land surveying task.
The PSA amendment also includes task and fee to complete an Annexation Exhibit for the
Sourdough Tank property located along Sourdough Road at the intersection with Goldenstein

Lane. This property is currently situated in Gallatin County and is not within City Limits. The
annexation of this parcel will allow for the City to undertake future improvements on the land
pursuant to City of Bozeman land use regulations contained in the Bozeman Unified
Development Code as opposed to be being subject to County Zoning regulations as is the current situation.
FISCAL EFFECTS: Street Impact Fees for project SIF 48, widening of Cottonwood Road
from Alpha to Fallon, will fund Task 1 of the PSA amendment at a lump sum cost of $2,580.
The Annexation Exhibit preparation is Task 2 of the PSA amendment which is a lump sum of $1,200 funded from the Water Fund allocation to the FY16 Water Treatment Plant budget.
