SUBJECT: Appointment to the Beautification Advisory Board

RECOMMENDED MOTION: I move to appoint Judith Locker to the Beautification Advisory Board for the term ending June 30, 2017.
BACKGROUND: The Beautification Advisory Board currently has five ongoing vacancies.
One member has applied who is a resident “having an in interest in the City by virtue of working
in the city, owning property in the city, or entering the city frequently for any lawful purpose.” The Beautification Advisory Board was created under Ordinance No. 1360, Chapter 2.84,
Bozeman Municipal Code. The board consists of up to nine members, to be appointed to
staggered three-year terms. Persons must be of legal age. A majority of the members must be
residents of the city; and non-resident members shall “have some interest in the city by virtue of working in the city, owning property in the city, or entering the city frequently for any lawful purpose.”
The board is to identify, investigate, and recommend community beautification projects and
programs; investigate and pursue possible funding sources for beautification projects, in coordination with City staff; and advise the Commission concerning beautification of City-owned properties and facilities.
The Beautification Advisory Board currently has five vacancies with three expiring terms
of June 30, 2017 and two expiring terms of June 30, 2018 and one applicant. Applicant: Judith Locker

Please explain your relevant qualifications, interests and experiences. *: The position that I am
interested in is the city's Beautification Advisory Board (not bicycle). I have been in the design business for almost 30 years, graduating at Iowa State University and working in my own design
business, Inside/Out Design. I specialize in inside and outside consulting. I have an ASID, which

is the highest trade standard available. I love design and think I could be a valuable member of
the board. I moved here from the Bay Area where I practiced. I am the past President of the
Gallatin Empire Garden Club of Bozeman the last two years (2014 and 2015).
