Dear Clark:
Per our discussions, I am willing to provide consulting planning services to the City of
Bozeman in support of the "Fast Track Process" for the Baxter Meadows Project. As an
independent contractor, I will perform the tasks listed in the attached Scope of Services,
which is based on the draft prepared by Andy Epple dated 1/11/01.
It is understood that the City of Bozeman also agrees to fulfill the responsibilities listed in
this Scope of Service.

My work will be billed to the City at the hourly rate of$ 75.00, plus reimbursement for
direct costs for any supplies, materials, copying, etc. as directly related to the . ~ '~'.
performance of the Scope of Service. Monthly billings will be sent to you with payment
due within 15 days of receipt.
In accepting this assignment, I recognize the challenge and the opportunity to help the .
City upgrade the public review process.

SCOPE OF SERVICES: BAXTER MEADOWS PROJECT
Consultant Responsibilities: As planning consultant to the City of Bozeman, R. Dale
Beland, LLC will perform the following work tasks:
Task 1: Work with developer's consulting team to facilitate preparation and
presentation to City ofBozernan (City) of complete application submittals
for annexation, one map amendment, subdivision and platting, and site
plan review. (The developer retains primary responsibility for diligent and
competent preparation of materials.) ;....
Task 2: Provide best efforts to ensure that all submitted application materials are
in compliance with all applicable regulations, ordinances and procedures
as established by the City and State of Montana.
Task 3: Prepare written staff reports in accordance with Office of Planning and
Community Development (OPCD) standards and procedures for
presentation to City Planning Board, City Zoning Commission and City
Commission.
Task 4: Present staff reports and preliminary findings at public hearings and
meetings as required by ordinance and regulation; be reasonably available
to answer questions from elected officials and others regarding same.
Task 5: Coordinate all aspects of application submittals with other consultants and
staff to facilitate continuity between planning and engineering review.
Task 6: Prepare all legal notices in accordance with standard OPCD policies and
procedures for City processing.
Task 7: Prepare draft resolutions and ordinances (for review by City Attorney),
including but not limited to: Resolution ofIntent to Annex, Resolution to
Amend Master Plan, Zone Map Amendment Ordinance, Subdivision
Findings of Fact, Improvements Agreements and SID Waivers.
Task 8: Coordinate the filing and recordation of documents as necessary.

City of Bozeman Responsibilities: As client to R. Dale Beland, LLC (Consultant),
the City will be responsible for the following items:
Item 1: Provide consultant with all necessary written forms, policies, procedures,
ordinances and regulations, GIS and/or CAD mapping, and where
available, digital files for such material.
Item 2: Establish filing system and formatted schedule for application procedures.
Item 3: Make space available for meeting and research between staff, the
developer, the developer's consultants and City's consultants as needed.
Item 4: Designate Andy Epple, Director ofOCPD, to act as liaison and point of
contact between the City and consultant; and to provide technical advice
and assistance as needed.
