SUBJECT: Authorize Chris Kukulski to sign agreement with Montana Department of Transportation (MDT) to receive Select Traffic Enforcement Funds to provide additional DUI
enforcement efforts.

RECOMMENDATION: Authorize Chris Kukulski to sign agreement with MDT to receive $13,500 in overtime funding for Select Traffic Enforcement geared toward identifying impaired
driving and enforcing driver and occupant protection.
BACKGROUND: For over 11 years, the City of Bozeman has received funding to augment
current patrol efforts toward addressing un-safe driving issues, in particular driving under the influence of alcohol, failing to wear safety belts and identifying and enforcing other traffic violations that are un-safe or dangerous. This funding pays for overtime efforts of uniform
officers working additional hours or shifts with a focus on these unsafe driving behaviors.
With this funding, our officers have provided additional, focused enforcement during national
mobilization periods (Winter holidays, Memorial Day and Labor Day), high risk time frames and events (4th of July, Sweet Pea week, football games) and during other special events or evenings where impaired driving is likely to occur.
This program has been beneficial to the citizens in identifying unsafe and impaired drivers that
would otherwise not be located and providing immediate safety intervention in the form of a
citation or arrest. This program has been a great partnership with MDT and has been a safety “force multiplier” since its onset.
UNRESOLVED ISSUES: None.
ALTERNATIVES: Not accept the funding.
FISCAL EFFECTS: The City of Bozeman administers the program, provides the training,
vehicles and equipment to conduct the enforcement and has administrative costs related to prosecution. MDT funds the overtime (with fringe) of the officers conducting the enforcement. The City of Bozeman keeps all fines and fees related to the enforcement actions. These fines are
easily higher than these administrative costs.
