Authorize the Absence of Deputy Mayor Taylor Consider the motion: I move to authorize the absence of Deputy Mayor Taylor. D. Minutes from the Regular City Commission Meetings on August 3, August 17 and August 31, 2015. Consider the motion: I move to approve the Regular City Commission minutes from August 3, August 17 and August 31, 2015 as submitted. E. Public Service Announcement- Upcoming Interchange Symposium Event (Tate Chamberlin) F. Consent 1. Authorize Payment of Claims for Goods and Services (LaMeres) 2. Acknowledge and Approve Receipt of a Street/Alley Vacation Request from Kenneth J. and Kristin VanDewalle to vacate a portion on Pear Street between Interstate Highway Right-of-way, on the west end and Northern Pacific Railroad Mill Spur line on East End (Ulmen) 3. Release and Reconveyance of Easement to Remove an Existing Water Easement from Property owned by Timothy Barnard at 701 Gold Avenue and a new Water Pipeline and Access Easement and Agreement with Timothy Barnard as Grantor for a Water Main and Fire Hydrants located at the 701 Gold Avenue Property (Heaston) 4. Final Plat for the Baxter Square Phase 3 Major Subdivision Final Plat, Application P15016 and Authorization of the Director of Public Works to Execute September 14, 2015 Bozeman City Commission Agenda Page 2 of 3 the Same on Behalf of the City of Bozeman upon Review and Approval by the City Attorney’s Office (Cooper) Consider the motion: I move to approve Consent Items 1-4 as submitted. G. Public Comment- Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. There will also be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to three minutes. H. Special Presentation- Montana State University (MSU) President's Commission on Substance Abuse Prevention (Chris Kearns and Matt Caires) I. Action Items 1. A Preliminary Plat Application for a Subsequent Minor Subdivision to allow the further Subdivision of an Existing Lot of 0.649 Acres into Two Lots, Zoned R-3, located at 661 Rosa Way, Little Tree Subsequent Minor Subdivision (Davis) (Quasi- Judicial) Consider the motion: Having reviewed and considered the application materials, public comment, and all the information presented, I hereby adopt the findings presented in the staff report for application 15354 and move to approve the preliminary plat with conditions and subject to all applicable code provisions. 2. Resolution 4632, Creation of Special Improvement Lighting District 729 for The Lakes at Valley West Subdivision, Phases 1 & 2 Durston Road (Rosenberry) Consider the motion: I move to approve Resolution 4632, Creation of Special Improvement Lighting District 729 for the Lakes at Valley West Subdivision, Phases 1 & 2 on Durston Road. 3. Resolution 4639, Adopting a Statement of Blight as a Basis for the Expansion of the North Seventh Avenue Urban Renewal District to include Property Adjacent to the original Urban Renewal Area (from August 24, 2015) (Fine) Consider the motion: I move to approve the updated Resolution 4639, adopting the Statement of Blight to provide a basis for the expansion of the North Seventh Avenue Urban Renewal District. Memorandum of Agreement with Gallatin County for the Preliminary Development of the Law and Justice Center Site (Winn) Consider the motion: Having considered public comment and the information presented by staff, I hereby move to approve the Memorandum of Agreement with Gallatin County for the Preliminary Development of the Law and Justice Center Site. 5. Appointments to the Cemetery Advisory Board (Michalson) Consider the motion: I move to appoint new applicants James Korth and Katie Tennille to the existing vacancies expiring December 31, 2017 on the Cemetery Advisory Board. 6. Appointment to the Community Affordable Housing Advisory Board (CAHAB) (Michalson) Consider the motion: I move to appoint Hattie Baker Graham to the Community Affordable Housing Advisory Board to the vacant position of Real Estate Sales with a term ending June 30, 2018. 7. Reappointments to the Bozeman Tourism Business Improvement District (BTBID) Board of Trustees (Michalson) Consider the motion: I move to reappoint Larry Lambert and Carl Solvie to the Bozeman Tourism Business Improvement District Board of Trustees with updated terms expiring July 31, 2019. 8. Reappointment to the Bozeman Historic Preservation Advisory Board (Michalson) Consider the motion: I move to reappoint Patricia Jacobs to the Bozeman Historic Preservation Advisory Board as a professional architect representative with an updated term ending June 30, 2017.
