Historic Board appt Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: Reappointment to the Bozeman Historic Preservation Advisory Board MEETING DATE: September 14, 2015 MEETING TYPE: Action RECOMMENDED MOTION: I move to reappoint Patricia Jacobs to the Bozeman Historic Preservation Advisory Board as a professional architect representative. BACKGROUND: There are currently eight vacancies on this board with re-applicant who is a professional architect with a license in Indiana although she does not currently have a Montana or NCARB registration. If the commission were to consider this a barrier to appointment in the professional position, the applicant could be appointed as an at-large representative. The board does not currently have a member who is an architect holding Montana or NCARB registration as is written in the Ordinance that set up the board. The Bozeman Historic Preservation Advisory Board was created under Chapter 2.80 of the Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic preservation program designed to promote the preservation of historic and prehistoric sites, structures, objects, buildings, and historic districts by addressing historic preservation issues at the local level and integrating them into local, state, and federal planning and decision-making processes. The historic preservation program includes identification, evaluation, and protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985). The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City Commission, Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985). Members are appointed to staggered two-year terms. It is to be comprised of up to fifteen members: 195 (1) Three or four professional members with professional expertise in the disciplines of history, planning, archaeology, architecture, architecture history, historic archaeology, or other history preservation-related disciplines, such as cultural geography or cultural anthropology, provided, however, that at least one member shall be an architect holding Montana or NCARB registration; (2) Two to four members from historic districts; (3) One member from the Main Street commercial district, who "shall operate a business or own property in the neighborhood described as Main Street"; (4) Four to six at-large representatives. Residence within the City shall not be a prerequisite for professional members or at-large representatives. This board is considered advisory, although it is generally responsible for overseeing the operation of the Historic Preservation Office. This board currently has eight expired terms and one re-applicant.
