RE: Proposed Arterial and Collector Streets Special District
To Whom It May Concern:
The U.S. General Services Administration(GSA) is in receipt of the City of Bozeman's(City)
notice for a proposed Arterial and Collector Streets Special District(Proposed Special District).
While GSA does not protest the Proposed Special District's creation, GSA wants the City to
understand that the Federal Government is exempt from contributing to the fund because it is an
assessment and assessments may not be exercised against the Government. See City of
Cincinnati v. U.S. Court ofFedei•al Claims, 39 Fed, Cl. 271, 274(1997).
