Rouse Ave. Bozeman, MT 59771 Dear Commissions I write to comment on the creation of the Arterial and Collector Streets Special District in Bozeman. I plan on writing more detailed comments to the City Commission regarding traffic and streets in the future, however, I felt it necessary to provide a few brief comments along with my protest/support form on why I chose to protest the creation of this district. One reason for my protest to the creation of the special district is timing. I feel it is inappropriate to ask for the creation of special district before the completion of the new Transportation Plan. I am not comfortable voting in favor of this district until this new plan is completed, and I have had a chance to review the plan and offer comments. } Second, though I am not opposed to funding my fair share of road maintenance in Bozeman, I am not in favor of lining the pockets of developers, nor encouraging the rapid destruction of my community due to unchecked and unplanned growth. I feel developers are responsible (financially) for putting in roads that meet the current the city's Transportation Plan and should bear the full cost. I am not willing to subsidize development in any manner! Lastly, I am protesting the creation of the special district because I live in Bozeman's Northeast Neighborhood and on an arterial/collector street. I feel the commission does not respect, acknowledge or work to maintain the unique character of this part of downtown, especially the fact the area is largely residential. People live in the Northeast Neighborhood and our homes, safety and quality of live is no less important than those who reside on the south side of town. Since I have moved to Bozeman, the commission has let the Lehrkind Brewery be destroyed; tried to put in a waste transfer station and install a cellphone tower in the Northeast Neighborhood and made repeated attempts to get rid of the BMX park and community gardens in proximity to my home. These types of or similar activities are never contemplated for the south side neighborhoods. Furthermore, there is never any discussion of minimizing traffic or its impacts on my street. Priority should be given to maintaining the residential character of all the downtown neighborhoods. Sincerely, Vickie Backus 601 North Willson Avenue Bozeman, MT 59715 (406) 600-2280
