Box 1230 Bozeman, Montana 59718 City Clerk: As a community member and tax paying citizen of Bozeman and Gallatin County, I am writing in regards to the "Arterial and Collector Street Special District Protest/Support Form." I originally had marked the "Protest" box because many property owners in the city (including myself and my husband) are already included in one or multiple SID's that the entire community, including county residents, directly benefit from. Finding an overall equity in the distribution of financial burdens rather than creating localized SID's would distribute the impact over a larger amount of people and thus decrease the perception that a few are "taking the hit." The notice of the formation of the SID sent out did not elaborate on the fact that there was a matching requirement for the use of previously collected impact fees in relation to the future funds collected by the proposed SID. This information would be helpful for residents to have at their finger tips so that they can make an informed decision about either protesting or supporting the SID. i After much discussion with constituents and fellow alternative transportation advocates, I have changed my mark to "Support" with the hopes that the future connectivity of transportation networks in the area is an important issue to the city and the county and that the planning process with the Parking &Transportation Plan involve the discussion of issues such as alternative transportation options, bike networks, transit, and pedestrian facilities in addition to standard level of service and engineering issues.
