SUBJECT: Appointment to the Bozeman Area Bicycle Advisory Board

RECOMMENDED MOTIONS:
I move to appoint one applicant to the vacant position on the Bozeman Area Bicycle Advisory
Board that expires on December 31st, 2015.
BACKGROUND: One term will expire on this board December 31st, 2015. This vacancy due
to a recent resignation. One new application has been received.
Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission in
September 1990 (Resolution No. 2817). Its purpose is to recommend safe bicycle practices
throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle
education and safety programs, and other matters relating to bicycling in the Bozeman area.
Bozeman Municipal Code Sec. 2.05.2510 Membership.
A. The bicycle advisory board shall consist of up to 11 voting members and one non-voting liaison to be appointed
by the city commission. One member shall be a student of Montana State University. One member
representing the county may be recommended by the county commission and appointed by the city
commission. One additional non-voting liaison shall be a student of Bozeman High School. Members of this
board shall serve two-year staggered terms. Each member may be reappointed without any limitation on the
number of reappointments. Vacancies shall be filled in the same manner as original appointments for the
balance of the term remaining.
B. With the exception of the non-voting high school liaison, only persons of legal age may be appointed to the
board. High school representatives under age 18 must provide a signed consent from a legal guardian stating
they may participate in board activities. A majority of the board shall be residents of the city. Nonresident
members of the board shall have some interest in the city by virtue of working in the city, owning property in
the city, or entering the city frequently for any lawful purpose. In addition, the members should be
knowledgeable of bicycling and/or traffic safety in the Bozeman area.
This board has one vacancy with a term expiring December 31, 2015. There is one new
application.

Please explain your relevant qualifications, interests and experiences. *: I love bikes.I’ve been biking daily for transportation since I moved to Bozeman four years ago. Iride year round. Needless to say, I’m familiar with the travails of bike transportationin Bozeman. I have been volunteering with the Bozeman Bike Kitchen for about 3years and have been a staff member since 2013. I’ve pulled the mobile Bike Kitchento farmers markets, bike to work events, and even to bike valet parking for MSUfootball. I love seeing people on bikes and I love sending our clients out the doorwith newly repaired bikes. However, I persistently feel that I’m releasing cyclists into
a dangerous environment. By serving on BABAB, I hope to persuade citycommissioners, planners and engineers to create a safer riding environment. I’m anMSU graduate student and employee, active on the MSU bike task force, and will bean effective liaison between BABAB and the university.

Other Info: I’ve had close calls with drivers, encounters with road hazards, andfrustrations with infrastructure. Despite our complete streets ordinance, we havebike lanes that start and stop without warning. Bike lanes become snow storage inwinter. Complying with traffic laws can be dangerous and in some situationsimpossible. I believe that better bike infrastructure and clear expectations for cyclistsare critical to increased ridership, better behavior among cyclists, and safer streetsfor all users.

Mr. Mayor and Commissioners,
As a current member of the Bozeman Area Bicycle Advisory Board I would like tooffer up my opinion regarding a slot on the Bike Board that will open soon and theone current applicant slated to fill the position.

In December I wrote a message to the Commission voicing my approval of theaddition of Anthony LeBaron to the board but for reasons unbeknownst to me theCommission opted to choose two other individuals. The two members selected arequality choices but now that there will yet another slot opening I would like to makemy suggestion and recommendation again. Anthony has attended many of ourmeetings regardless of his not being an official, voting member since that time. Ihave volunteered alongside Tony for a number of years and am aware of his abilitiesand the positive attributes he would bring to the Bike Board and would therefore liketo recommend you select him for the position slated to open this summer. Thankyou, Mr. Mayor and Commissioners for your service to our community and for yourtaking the time to consider my suggestion and recommendation.
