Ethis Rev Full Memo Commission Memorandum REPORT TO: Honorable Mayor and City Commission PREPARED BY: Pearl Michalson, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: Reappointments to the Board of Ethics MEETING DATE: August 3, 2015 MEETING TYPE: Action RECOMMENDED MOTION: I move to reappoint Melissa Frost and Mary Jane McGarity to the Board of Ethics with updated terms expiring July 31, 2017. BACKGROUND: Two terms on the Board of Ethics expired July 31, 2015. Both members have reapplied for another term. Ordinance No. 1726, finally adopted in November 2007, established the creation of a three member Board of Ethics. In May of 2009, Ordinance no. 1759 was finally adopted which revised 1726. According to Ordinance 1759: A. There is created a Board of Ethics consisting of three (3) members who shall serve without compensation unless the governing body provides otherwise. Members of the Board of Ethics shall not be elected officials, full-time appointed officials whether exempt or nonexempt, or City employees, nor shall they be currently serving on any other City board or commission. B. Members of the Board shall be residents of the City. C. Board members shall be appointed by the governing body. An appointment to fill a vacancy shall be made by the appointing authority who appointed the member who formerly held the position which is vacant. E. Board members shall serve staggered terms of two (2) years. A member shall hold office until a member's successor is appointed. There are two terms expiring with both existing members reapplying. I have been a public employee, and took seriously my responsibility touphold the public’ s trust, a part of which is willingness and ability to be honest,transparent, accountable, and competent. I believe these are essential qualities inpublic employees and officials, who are the embodiment of "government." These 160 qualities allow the governed to maintain confidence and trust in government and itsactions. This is my 20th year living in Bozeman, and I am proud to call it my home.I enjoy giving back to my community through an issue that I believe is essential tothe health and vibrancy of a community. I have served on the Board of Ethics sinceit’s inception. We have made great progress toward the goals outlined in the Charterand Code of Ethics, but there is more work to do and I would love to be a part ofdoing it. I have a deep interest in ethics, and I am thoughtful, deliberative, andcurious. Over 30 years experience providing engineering services to private and public sector clients. Most recently, serve as Vice President of Development at Montana State University Alumni Foundation responsible for leading team in development of private philanthropy in support of MSU students, faculty, and programs. Experience in board and volunteer development. Recently completed first - three year term as Board of Ethics member and participated in updating handbook, providing recommended amendments to city code, and guiding development of ethics training for city staff ad volunteer boards.
