DRB Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: (Re) Appointments to the Design Review Board MEETING DATE: August 3, 2015 MEETING TYPE Action RECOMMENDED MOTIONS: I move to reappoint Bill Rea and appoint Richard Brown and Charles Franklin to the three termed out Architect positions on the Design Review Board with updated terms ending June 30, 2017. I move to (re) appoint up to one applicant to the one termed out Architectural Historian position on the Design Review Board with an updated term ending June 30, 2017. BACKGROUND: The Design Review Board has four terms that expired June 30, 2015. Two the Architect Position terms are currently vacant and One Architect Position has termed out and the existing Board Member has reapplied. There are three new applicants and one re-applying applicant. The Design Review Board was created under Section 18.62 of the Bozeman Municipal Code. Members are appointed to staggered two-year terms. The Board is charged with the design review of certain plans and proposals and should be comprised of six professional and two non-professional members. Professional members should be degreed in their respective disciplines and/or otherwise licensed or certified by their respective professional authorities. They shall include 4 Architects, 1 Architectural historian, 1 Landscape architect/designer, and 2 non- professional members. At least one of the professional members shall have a demonstrated expertise in urban design. The non-professional members shall have an interest in, or knowledge of, architecture, urban design, or historic preservation. No member shall serve as a member of the City Planning Board or the Zoning Commission concurrently. The Board is generally advisory to the City Planning Board, Board of Adjustment, and the City Commission, although it does make the final decisions on some minor applications. 138 There are four expired terms and four reapplying members. Since returning I have leadhistorical tours of the Cooper Park district, been a member of the Bozeman HistoricalPreservation Advisory Board, and participated in the HABS evaluation of the OsbornBlock - which was damaged by the Main Street Gas Explosion and subsequentlyrazed. I live in a 1909 home in the Cooper Park Historic District which I have beenrestoring and, last month, received the Historical Preservation Award for a garage“respecting Bozeman’s architectural and cultural history”. After college, I had two 140 careers: An art director in advertising, animation, and theme parks and, after 25years, transitioned into architecture as project manager for forensic architectural firm- eventually worked for a conventional architect. In my present semi-retirement Iteach in the Design Drafting Department at Gallatin College. Additionally, I havebegun to pursue a Masters in History at MSU concentrating primarily on the span ofMontana history between 1858 and 1880. I am interested in being in a position tomonitor Bozeman's development and I would like to contribute my experience tothat end. Thank you for you time. While I am not aqualified architect, I have undergraduate training in landscape architecture design,and have 10 years of experience conducting design reviews with architecturestudents. I having been living in Bozeman for just over a year and am fascinated byits unique urban development patterns. I am interested in learning more about thebuilding issues here and in helping to promote sustainable growth for its future. Throughout the years, I haveseen the city develop and evolve into what I consider to be the best place to raisemy young family. I have an extensive background in the construction industry bothas a contractor (10 yrs), and now as an architect (7 yrs). In the architecturalcommunity I have worked on significant projects with Prugh & Lenon Architects andnow with SMA Architects. This experience has given me a firm knowledge in all theplaning that is involved with larger developments, and large architectural projects 144 that take place in and around Bozeman. I believe responsible growth, and welldesigned neighborhoods are key components to the continued well being of the cityof Bozeman. I believe in community service and am an active member of the SpecialOlympics family as a men's basketball coach. Being a member of the Design ReviewBoard would combine my desire to help our community grow and thrive for futuregenerations,my knowledge of the construction industry, and my belief that gooddesign can make a positive difference in peoples lives. While I fully support new members and theenergy they bring I also feel it’s important to have members with institutionalmemory. We can learn from some of the misssteps we have taken over the years. In addition continuity is important given the changes with the planning staff over thepast couple of years. The DRB is critical to the City’s mission and I am sure the workby the DRB has resulted in a more livable and economically viable place to live anddo business.
