Final Plat for Hanson One-Lot Minor Subdivision, Application P15004 and Authorization of the Director of Public Works to Execute the same on behalf of the City of Bozeman Subject to Review and Approval by the City Attorney (Davis) 9. Appoint Deputy Mayor Taylor and Commissioner Andrus to review the Depository Bonds and Pledged Securities as of June 30, 2015 (Clark) Bozeman City Commission Agenda, July 27, 2015 Page 2 of 4 10. Special Permit for the Sweet Pea a Festival of the Arts of Bozeman, Montana to sell Beer and Wine at Lindley Park, 900 E Main Street from August 7, 2015 through August 10, 2015 (Clark/Standish) Consider the motion: I move to approve Consent Items 1-10 as submitted. E. Public Comment - Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. There will also be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to three minutes. F. Action Items 1. Resolution 4618, Bozeman Pond Park Expansion Master Plan and Additional Funding Allocation for Initial Park Project Construction (Poissant) Consider the motion: In consideration of all public input and information received to date, I hereby move to approve Resolution 4618, in order to approve the Bozeman Pond Park Expansion Project Master Plan as presented by staff; and authorize additional funding in the amount of $105,000 from the Trails, Open Space, and Parks Bond Fund premium revenues for construction of the paved, stubbed portion of Pond Row, gravel access drive, and gravel parking lot and associated infrastructure improvements as part of the Bozeman Pond Park Expansion Project. 2. Amendment 1 to the Professional Services Agreement with DHM Design for Design, Engineering, and Construction Administration Services for the Bozeman Pond Park Expansion TOP Bond Project (Poissant) Consider the motion: Having considered public input and reviewed materials submitted by staff, I hereby authorize the City Manager to sign Amendment 1 of the Professional Services Agreement with DHM Design for design, engineering, and construction administration services for the Bozeman Pond Park Expansion TOP Bond Project, for an additional amount of $14,335 ($97,575 total contract amount). 3. Resolution 4619 and Provisional Adoption of Ordinance 1918, Annexation of 80.325 Acres and amendment of the City Zoning Map for the Establishment of a Zoning designation of PLI, Public Lands and Institutions District, located at 4600 Baxter Lane, SW of the intersection of Baxter Lane and Flanders Mill Road, The Sports Complex Annexation and Zone Map Amendment Application Number 15251 (Saunders) Bozeman City Commission Agenda, July 27, 2015 Page 3 of 4 Recommended Annexation Motion: Having reviewed and considered the staff report, application materials, public comment, and all information presented, I hereby adopt the findings presented in the staff report for application 15251 and move to approve the Sports Complex Annexation and Resolution 4619. Recommended Zoning Motion: Having reviewed and considered the staff report, application materials, public comment, and all information presented, I hereby adopt the findings presented in the staff report for application 15251 and move to provisionally adopt Ordinance 1918, the Sports Complex Zone Map Amendment. 4. A Request for Annexation of .263 Acres with an associated 0.67 Acres of Right of way; and Amendment of the City zoning Map for the Establishment of an Initial Zoning Designation of R-2, Residential Medium Density Two-Household District, Application 15270, located at 2521 West Babcock Street (Saunders) Recommended Annexation Motion: Having reviewed and considered the staff report, application materials, public comment, and all information presented, I hereby adopt the findings presented in the staff report for application 15270 and move to approve the 2521 W. Babcock Street Annexation with recommended terms of annexation, and direct staff to prepare an annexation agreement for signature by the parties. Recommended Zoning Motion: Having reviewed and considered the staff report, application materials, public comment, and all information presented, I hereby adopt the findings presented in the staff report for application 15270 and move to approve the 2521 W. Babcock Street Zone Map Amendment with contingencies required to complete the application processing. 5. A Request for Annexation of 20.62 Acres and a Zone Map Amendment of the City Zone Map for the Establishment of a Zoning Designation of R-4, High Density Residential District, Located at 3000 Stucky Road, Stucky Road Annexations 15-232 and 15-233 (Rogers) Recommended Annexation Motion: Having reviewed and considered the staff report, application materials, public comment, and all information presented, I hereby adopt the findings presented in the staff report for application 15-232 and move to approve the Stucky Road Annexation with recommended terms of annexation, and direct staff to prepare an annexation agreement for signature by the parties. Recommended Zoning Motion: Having reviewed and considered the staff report, application materials, public comment, and all information presented, I hereby adopt the findings presented in the staff report for application 15-233 and move to approve the Stucky Road Zone Map Amendment with contingencies required to complete the application processing. Appointment to the Library Board of Trustees (Michalson) Consider the motion: I move to confirm the Mayoral appointment of one applicant to the Library Board of Trustees with a term ending June 30, 2020. 7. (Re) Appointments to the Community Affordable Housing Advisory Board (CAHAB) (Michalson) Consider the motion: I move to reappoint Melvin Howe to the expired term position for an Interested Citizen and appoint Sharon Southard to the Real Estate Financier position on the Community Affordable Housing Advisory Board with terms ending June 30, 2018.
