AGENDA ITEM TYPE: Consent MEETING DATE: July 13, 2015 RECOMMENDATION: Authorize the City Manager to sign the Notice of Award for Montana Lines, Inc. BACKGROUND: The Lighting and Sidewalk Project is the highest priority project for the North Seventh Urban Renewal Board (NSURB). NSURB advertised for a firm to install and construct the second phase of the project between Juniper and Durston. Montana Lines, Inc. was the only firm that responded to the request for Bid and has been determined to be a responsible bidder. The project has been delayed by the process of acquiring right-of-way easements from property owners to allow for the installation of a green boulevard and a setback sidewalk. Most of the easements for this project have been acquired and negotiations are ongoing with the owners of five parcels. The NSURB wished to proceed with the project with the belief that most, if not all of these negotiations will be successful. The current plans, however, show curb walk and the maintenance of existing fixtures where easements have not yet been obtained. If easements are obtained, they will necessitate change orders to the project to provide for sidewalk setback and curb walk. UNRESOLVED ISSUES: None. 302 FISCAL EFFECTS: The budget approved by this board, presented to the City Commission on June 1, 2015, included the engineering estimate for the project of $551,955 with no allowance made for contingencies. A bid request for the project was in process at the time of the presentation. Staff received a single bid for the project from Montana Lines, Inc. for $584,873.38 (6% over the engineering estimate). It is, additionally, likely that change orders will occur for this project to add lights and sidewalks as right of way easements are acquired from a few additional property owners throughout the summer. Staff and the NSURB will seek an increase to the budget for this item of $32,919 to cover the higher cost of the bid for this project with an additional contingency for expected change orders. ALTERNATIVES: As suggested by the City Commission.
