Box 1230 Bozeman, MT 59771-1230 Re: Ridge PUD Pre-Application/Concept Plan Review City of Bozeman Community Development Department: The Ridge Athletic Club is interested in amending its existing Planned Unit Development(Project#Z- 06260) and would like to submit this Planned Unit Development (PUD) Pre-Application/Concept Plan as required in order to obtain the City's feedback prior to commencing with the formal PUD Preliminary Plan application and materials. Attached is the required application/checklist and supporting materials. While we understand that these amendments constitute a "major change" to the existing PUD under the terms of the City's PUD regulations, (primarily due to the addition of land area to the PUD and changes in the location of buildings and some open space), it is our sincere hope that the City will view these changes as logical, natural changes to accommodate the continued success and growth of the Ridge Campus. Overall, it is our desire to stay within the previously approved PUD design program and previously permitted land uses. It should also be pointed out that we intend to proceed with amending the existing PUD prior to the submittal of a formal subdivision application for the project.This is driven by the desire to immediately proceed, (following PUD amendment approval),with the expansion of the existing Ridge Athletic Club building. This is being done in order to enhance the Ridge fitness facilities and to further incorporate Bozeman Deaconess Hospital operations into the existing building (versus construction of a separate building on existing pad site 2 as shown on the previously approved PUD plan). The key amendments to the existing PUD that the Ridge Athletic Club is proposing: 1. The addition of the 2.7 vacant acres lying immediately west of the existing campus (Lot 2C of Minor Sub 365)to the PUD as this property is now under the ownership of the Ridge LLC. 2. The incorporation of three (3) additional building pad sites (identified as buildings 11, 12 and 13) on that acreage as shown on the submitted site plan(s). 3. Combining Pad sites 1 and 2 of the existing PUD to allow Bozeman Deaconess Hospital to incorporate its desired operations into the existing building (as shown on the submitted site plan) and to allow for the enhancement/expansion of the Ridge Health Club facilities. Once this PUD amendment is approved, a boundary line adjustment/lot aggregation would be completed to amend/eliminate the existing lot boundary between existing pad sites 1 and 2. 4. Relocation of the "Active Recreation Open Space" in the middle of the existing parking lot to the west.This includes replacing/enhancing this space with improved connectivity and amenities. This feature is not currently utilized to its desired or full intent due to the current location within the existing parking lot. 5. Elimination of existing pad site 7 (currently identified for-either office or car wash uses) and conversion of this area to some of the required open space for the project. Attached is a copy of the previously approved PUD "Development Guidelines", including revised Site, Landscaping and Open Space Plans, that detail/incorporate the changes we are proposing. The new building/pad square footages are approximate and could change slightly as the project is further defined. One item to note is that the previous PUD CADD plans and development guidelines are no longer available.Therefore,the plans contained in the previously approved PUD Development Guidelines (Site Plan, Landscape Plan and Open Space Plan) included in this submittal have been recreated to match the previous plans to the greatest degree possible. Under the terms of Section 38.20.050 BMC,we are also requesting that the Planning (Community Development) Director authorize the elimination of the standard PUD Preliminary Plan Information and allow the submittal of just the revised development guidelines and associated plans for the formal preliminary PUD application review since this is an existing PUD and we are not changing the overall PUD program. In addition, it should be noted that individual buildings will be further reviewed by the City (as a Sketch Plan as required in the current PUD guidelines) prior to construction. As previously noted, we would be following the PUD amendment approval with the required subdivision application to accommodate the proposed changes on the new property to the west (i.e. to create those three (3) new pad sites).
