SUBJECT: Approval of Regular City Commission Minutes from April 6, 2015, and April 13, 2015 and User Access to Linked Minutes.

RECOMMENDATION: Approve the Regular City Commission Minutes as submitted.
SUGGESTED MOTION: I move to approve the Regular City Commission Minutes from
April 6 and April 13, 2015 as submitted. BACKGROUND: In 2013, The Clerk’s Office identified goals related to the Commission’s
priority of Improving Technology Utilization and Proficiency.
Improvement of:
• Live streaming broadcast of the City Commission Meeting
• Meeting efficiency
• Better access of meeting information for Staff and the Public
• Time savings
• Streamlined approach to Citizen involvement and Public comment
AV Capture was chosen as the Vendor to perform these services and was implemented. Since
August of 2013, the City Commission Minutes have been linked with audio and video. Along
with the City Commission, other City Advisory Boards are beginning to utilize the system as well.
LOCATION: The AV Capture Archives and Live Streaming of City Commission Minutes and
Meetings can be found at www.bozeman.net by choosing the City Commission Icon, with links
located on the left hand side of the page under Watch Online!
VIEWING: For first time users of the system, they will be prompted to install Shockwave and
Silverlight to get the best viewing experience.
The user will then find the meeting that they would like to view in the archives, click to view
and then choose view session. The Draft Minutes from the meeting are located under the video in the Attached Documents area. The user will double click on the Word Document and the
minutes will then appear. The user then can click on each hyperlink to find the section that they
wish to view from the meeting. If the video does not automatically start at that point, the user
may need to press play on the video itself.
The City Commission Minutes are archived in a variety of ways due to State records retention
guidelines. They are part of the Commission’s Meeting Packets as a DRAFT and are finally
scanned with a wet signature and archived as a permanent record in electronic format. Both have
separate retention times.
