A. Call to Order—6 p.m.—Commission Room, City Hall, 121 North Rouse Mayor Krauss called the meeting to order. H. 06:15:03 PM Special Presentation—Fairgrounds Master Plan(Lori Cox, Fairgrounds General Manager) Fairgrounds General Manager Lori Cox gave the special presentation for the Fairgrounds Master Plan. 06:27:52 PM Commission questions for Staff The Commission discussed the Master Plan, Mayor would like it to be supported, nice communication, and it would be nice to have the City on the record, the concept of outdoor projection of sound, worth spending the money on this, impacts to surrounding neighborhoods, nice work, feasibility study, trade shows, how people get the information, and ways to use the space. I. 06:32:08 PM Action Items 1. 06:32:10 PM Request for Cash in Lieu of Parkland Dedication for the College & 23rd Apartment Site Plan, 2205 West College Street, File Z14125 (Davis) 06:32:36 PM Staff Presentation Heather Davis Staff Planner gave the staff presentation for a Request for Cash in Lieu of Parkland Dedication for the College & 23rd Apartment Site Plan, 2205 West College Street, File Z14125. 06:39:27 PM Commission Questions None. 06:39:38 PM Applicant Presentation The Applicant representative gave the staff presentation for a Request for Cash in Lieu of Parkland Dedication for the College & 23rd Apartment Site Plan, 2205 West College Street, File Z14125. 06:44:45 PM Commission Questions for Applicant The Commission and Applicant discussed the areas considered and distance from the project. 06:46:06 PM Public Comment Mayor Krauss opened public comment. No person commented. Mayor Krauss closed public comment. 06:46:13 PM Motion that having considered the information provided by staff, considered public comment, and considered all of the information presented, I hereby adopt the findings included in the staff memorandum for application Z14125 and Page 3 of 6 April 20,2015 Bozeman City Commission Minutes accept the provision of $25,092 cash in lieu as meeting the required parkland dedication. Commissioner- Cynthia Andrus: Motion Commissioner- I-Ho Pomeroy: 06:46:48 PM Commission Discussion Cr. Andrus stated that this is a situation of what was cited in the PROST plan. This is the best option in this circumstance Cr. Pomeroy stated that there are no parks in this area, she used to live around this area and spoke of the price of the land. She wants developer to pay the entire amount. Deputy Mayor Taylor wondered if we can accept more than what is required. This could be viewed as a settlement of a dispute. Mayor Krauss stated that he is uncomfortable with asking for more. He wondered why they are different. The project is like building downtown, building by the university, 06:54:47 PM Vote on the Motion that having considered the information provided by staff, considered public comment, and considered all of the information presented; I hereby adopt the findings included in the staff memorandum for application Z14125 and accept the provision of $25,092 cash in lieu as meeting the required parkland dedication. Mayor Krauss closed public comment. 07:03:13 PM Motion that having reviewed and considered the application materials, public comment, recommendation of the Zoning Commission, and all the information presented, I hereby adopt the findings presented in the staff reportfor application no. Z15036 and move to provisionally adopt Ordinance 1910, the Ghost Sign Municipal Code text amendment. Commissioner- I-Ho Pomeroy: Motion Deputy Mayor - Carson Taylor: 2nd 07:03:46 PM Commission Discussion Cr. Pomeroy stated that this is a good idea to preserve signs downtown. Deputy Mayor Taylor stated that he is glad that it is covered in the language. Good move forward. Mayor Krauss thanked staff and stated that there are people out there that still look at the signs and they add something to the built environment. 07:06:06 PM Vote on the Motion that having reviewed and considered the application materials, public comment, recommendation of the Zoning Commission, and all the information presented, I hereby adopt the findings presented in the staff report for application no. Z15036 and move to provisionally adopt Ordinance 1910, the Ghost Sign Municipal Code text amendment.
