Pearson The purpose of this task order is to allow Tetra Tech to continue semi-annual groundwater monitoring and monthly landfill gas (LFG) monitoring at the Bozeman Landfill through 2015. This task order also includes monitoring the LFG extraction system to insure optimal operation through 2015. The purpose of the monitoring activities is to maintain regulatory compliance. Groundwater monitoring wells were installed and a groundwater monitoring program was implemented beginning in 1981. Monitoring results have shown that groundwater quality has been impacted primarily by VOCs originating from the Bozeman Landfill's unlined waste cell. Ten additional monitoring wells were installed during 2014 and increased the total number of monitoring wells to 33. Of these, there will be 24 to 26 of these monitoring sites sampled in each monitoring event during June and December 2015. Monitoring results indicate a southwesterly to westerly groundwater flow. Tetrachloroethene has exceeded regulatory standards in groundwater, outside the landfill property. Update Groundwater Monitoring Sampling Analysis Plan Due to expansion of the monitoring well network and modification in monitoring frequency and scope of analysis of the monitoring wells, it is necessary to update Tetra Tech's Groundwater Monitoring Sampling Analysis Plan. The last update was performed September 17, 2010. Following the update, copies will be provided to City of Bozeman and Montana Dept. of Environmental Quality (DEQ). Task 2. June 2015 Groundwater Monitoring An assessment groundwater monitoring event will be conducted in June 2015 as part of the routine groundwater monitoring at the Bozeman Landfill. Tetra Tech will perform groundwater monitoring in accordance with Tetra Tech's Groundwater Monitoring Sampling Analysis Plan (September 17, 2010 or newer version). Groundwater monitoring will be conducted in existing groundwater monitoring wells or stations. A monitoring, sampling, and analysis matrix for the June 2015 monitoring event is presented in Table 1. Field parameter monitoring and collection of water samples will be conducted in 27 monitoring wells and three other monitoring sites as shown in Table 1. Water levels will be measured in all monitoring wells at the site. Wells will be purged prior to sampling. Field parameters including temperature, pH, specific conductivity, dissolved oxygen, and oxidation reduction potential will be measured at all stations where water samples will be collected. Field parameters will generally be measured during and at the conclusion of purging the monitoring wells. The purchase of a dedicated pump for one of the wells is included, in the event of a failure of one of the existing pumps. Water samples will be collected and shipped to Pace Analytical Laboratories (in Billings, Montana) for analysis of constituents shown in Table 1. The scope of analysis includes many of the constituents listed in Appendix I, 40 CFR Part 258 (July 1, 2008) in ARM 17.50.1306. Table 1 also reflects DEQ approved changes to the monitoring schedule of specified monitoring wells. Two quality assurance/quality control (QA/QC) samples will be collected and prepared during the June 2015 assessment monitoring event. These will be 1) a duplicate sample collected at a monitoring site and submitted for analysis of all constituents included in Table 1 and 2) a trip blank prepared by Pace Analytical Laboratories, shipped with the sample bottles, traveling with sample bottles in the field, and returned to the laboratory for analysis of VOCs. Task 3. December 2015 Groundwater Monitoring The second assessment groundwater monitoring event contained in this task order will be conducted in December 2015 as part of the routine groundwater monitoring at the Bozeman Landfill. Tetra Tech will perform groundwater monitoring in accordance with Tetra Tech's Groundwater Monitoring Sampling Analysis Plan (September 17, 2010 or newer version). Groundwater monitoring will be conducted in existing groundwater monitoring wells or stations. The scope of the monitoring event will be similar to the June 2015 monitoring event with the exception of four additional analyses for metals. A monitoring, sampling, and analysis matrix for the December 2015 monitoring event is presented in Table 2. Task 4 Landfill Gas Monitoring Task 2 includes seven months of landfill gas (LFG) monitoring activities (from June to December 2015). LFG will be monitored at a number of locations for a variety of parameters, in part due to DEQ's required methane monitoring of the landfill and maintaining operation of the LFG extraction system in the landfill's unlined cell. Hence, several subtasks are proposed. Subtask 4-1 Purchase of Landfill Gas Meter For continuation of LFG monitoring, without incurring rental fees, the purchase of a LFG meter is necessary. City of Bozeman had purchased a LFG (CEA Instruments Gas Data LMsx) meter in 1997. By June 2014 this meter could not be operated reliably. Therefore, Tetra Tech with permission from City of Bozeman began renting an LFG meter when necessary. Tetra Tech recommends the purchase of a Landtec GEM5000 LFG meter. This type of LFG meter comes highly recommended from Tetra Tech's landfill gas consultant group (Tetra Tech BAS). A quote for this type of meter is included in Attachment A. This quote would be minus the Calibration Gas Kit of $346. Therefore, the quote would be for $8,834.05. Subtask 4-2 Monthly Perimeter Methane Monitoring Methane monitoring will be continued in landfill perimeter methane monitoring wells (designated BLG- wells) on a monthly schedule. Gas in these wells will be monitored for methane, carbon dioxide and oxygen (with remaining balance as nitrogen) in percent by volume using a LFG meter. Monitoring results will be entered into a database and forwarded to DEQ - Solid Waste Bureau and City of Bozeman, following each monitoring event. Subtask 4-3 Landfill Gas Extraction System Monitoring — Monthly Flare and Well Field Monitoring To evaluate and maintain optimal operation, the LFG extraction system will be monitored each month, from June to December 2015. This will likely necessitate several site visits per month to monitor and adjust operation and re -start the flare (following weather events). The LFG meter will be used to measure concentrations of methane, carbon dioxide, oxygen, nitrogen, and other gas parameters at the flare and in individual LFG extraction wells (labeled GW- wells) in the Unlined Cell. Following each monthly monitoring event, Tetra Tech Solid Waste Remediation Specialists will review monitoring data and provide oversight/recommendations for maintaining optimal system operation. Tetra Tech personnel will conduct adjustments to the flare and individual LFG extraction wells. Subtask 4-4 Landfill Gas Extraction System Monitoring — Gas Sampling at Flare There will be two sampling events where a LFG sample will be collected at the flare station. These will occur during June and December 2015 to maintain compliance with the Bozeman Landfill's Air Quality Permit. In each monitoring event, LFG at the flare (before thermal destruction), will be sampled using a six liter SUMMA canister from an access port located between the blower and flare. A dedicated half-hour flow controller will be connected to the canister and access port. Samples had formerly been collected using Tedlarl bags, however, in consideration of VOC constituents in soil gas and whether the landfill gas contains a particular constituent, landfill gas contained within a six liter SUMMA canister will result in a lower analytical detection limit. Each sample will be submitted for laboratory analysis of parameters listed in Table 1 of Air Quality Permit # 2951-00 (not included in this task order). Upon receiving the landfill gas analytical results, Tetra Tech will forward a copy of the lab report to the City of Bozeman and DEQ - Air and Waste Management Bureau. Task 5 Project Management, Statistical Analysis, and Reporting Project management will include, scheduling of personnel, monitoring equipment/meters, and activities; communication with City of Bozeman and DEQ; data management; administration/invoicing; and task order preparation for 2016 monitoring activities. Following the completion of each groundwater monitoring event and receipt of laboratory results, DEQ will also be notified, in a letter, as to which monitoring stations have regulatory exceedances of VOCs, metals, and/or inorganic constituents. Monitoring data will be entered into the project database and a report will be prepared summarizing results of each monitoring event. A statistical analysis of analytical constituents exceeding the groundwater protection or regulatory standards. The statistical analysis will be conducted in accordance with DEQ requirements (ARM 17.50.1305 (7-11)). When the statistical analysis is complete, then preparation of a report summarizing the results of the December 2014 groundwater monitoring will be conducted. The report will also contain interpretations of the data. ("LANDTEC") will provide the customer with warrantable service including parts and labor. Work will be performed at LANDTEC's facility. The Diamond Service Agreement includes the following: 1) One factory calibration incident by a LANDTEC trained service technician. 2) Service is recommended once every twelve (12) months after the date on the manufacturers issued calibration certificate. 3) A factory calibration and replacement of the Oxygen Cell, if required. 4) Three (3) year manufacture warranty ("Standard Warranty") from the time of purchase. Customer will be notified of all non -warranty repairs, which must be approved prior to service and are billable to the customer. Non -warranty repairs would include, but are not limited to, physical damage, water ingress or abuse. PRE- WARRANTY INSPECTION FEE: For an instrument to be eligible for the Diamond Service Agreement, the instrument must be covered under the Standard Warranty (as purchased) and been inspected and serviced at our facility within the previous ninety (90) days. For all others LANDTEC will charge a Pre -Warranty Inspection Fee of $350.00 plus shipping & handling. The instrument will be inspected to factory functional specifications and the Oxygen Cell replaced, if required. A factory calibration of the instrument will NOT be performed as a part of the Pre -Warranty Inspection. If non -warranty repairs are necessary, the customer will be notified. These repairs will be required prior to the instrument being certified as warrantable under the Diamond Service Agreement. The Pre—Warranty Inspection Fee is in addition to the Diamond Service Agreement Fee. Please provide all pertinent Customer billing and contact information, the instrument serial number, and describe any specific problem(s) experienced. CUSTOMER OBLIGATIONS: Customer must follow proper operating procedures as described in the Operating Manual. Any repairs necessary as a result of misuse or damage caused by customer will be performed by LANDTEC for a fee, which must be approved in advance by customer. Customer shall be responsible for all shipping & handling charges, including full value insurance for any instruments. Customer shall agree to pay for repairs and/or lost or damaged loaner or rental instruments and accessories. LIMITATIONS OF LIABILITY: CUSTOMER AGREES THAT LANDTEC SHALL NOT BE LIABLE FOR ANY SPECIAL, DIRECT, INDIRECT OR CONSEQUENTIAL DAMAGES INCLUDING WITHOUT LIMITATION, LOSS OF ANTICIPATED PROFITS OR OTHER ECONOMIC LOSS, PERSONAL INJURIES, OR PROPERTY DAMAGE, HOWEVER CAUSED. APPLICABLE LAW: This Diamond Service Agreement shall be governed by the laws of the State of California and is the entire and only Agreement between the parties and may not be amended except in writing.
