Dear Mr. Watkins:
Attached are the gas and electric Efficiency Phis Rebate applications and supporting
documentation for our water treatment plant project. As we discussed on the phone, the project
is complete with the exception of some building related punch list items. All of the components
included in these applications have been installed, accepted and are in operation. I have attached
a copy of the last pay request we made on the project. It was for a partial release of retainage.
The remaining will be paid to the contractor upon completion of the punch list items.

Purpose of Form
An individual or entity (Form W-9 requester) who is required to file an information

Steps to Participate

2. Identify which of these measures apply to your facility. For assistance, please call (800) 823-5995.
3. Obtain bids from several contractors.
4. Hire the contractor of your choice or do the work yourself.
5. Complete and sign the E+ Commercial Natural Gas — New Construction application.
6. Attach originals or legible copies of the following:
• Invoice from contractor or receipt for materials purchased.
• Contractor invoice should include: invoice date: invoice number: name and address of contractor: address
where work was performed; brand, model number, and AFUE or TE of equipment installed; and itemized cost
of all installed materials.
• If EMS Optimization was performed include commissioning report.
• Current NorthWestern Energy bill for address where work was performed.
• Completed W-9 form is required for payment.

Terms and Conditions
APPLICATION: This application must be filled out completely, truthfully and accurately. Participants are advised to retain a copy of
this application and any accompanying documentation submitted to NorthWestern Energy under this program. NorthWestern
Energy will not be responsible for lost documentation pertaining to this application request. Funds for incentives are limited and
available on a first-come, first-served basis. Details of this program, including incentives, are subject to change without prior notice.
ELIGIBILITY: Incentives are available to approved applicants who are NorthWestern Energy commercial and industrial customers
NorthWestern Energy natural gas "Choice" customers are not eligible for the program. Final determination of eligibility shall rest
solely with NorthWestern Energy.
VERIFICATION: Participant's contractor will verify that the installed energy saving measures meet program standards and State of
Montana codes. Participant's facility may also be selected for post -installation verification prior to incentive payment. No warranty is
implied by this verification. NorthWestern Energy's inspection of installed equipment or energy saving measures is for the sole
purpose of assuring that it has been installed and program criteria have been satisfied, and it is not for the purpose of inspecting
materials or quality of work. NorthWestern Energy makes no representations of warranties concerning adequacy of materials or
qualify of the work by virtue of its inspection.
PAYMENT: The incentives will be paid within 4-6 weeks upon: (i) completion of the Efficiency Plus (E+) Rebate Program saving
measures, (ii) verification of the measures, and (iii) submission of this completed application with all required information attached.
PROOF OF PURCHASE: The invoices accompanying this application must itemize the products purchased and/or work performed
This proof of purchase must show: (1) the date of purchase and itemized price paid, (2) the size, type, make, model or part number
for the products, and (3) a description of any installation or other labor charges.
INCENTIVE AMOUNT: Incentives for the Efficiency Plus (E+) Rebate Program savings measures completed as set forth in this
application are limited to the amounts set forth in this application and may not exceed the purchase price.
TAX LIABILITY: NorthWestern Energy is not responsible for any tax liability imposed on Participant as a result of payment of these
incentives.
SAFETY & BUILDING CODES: Participant represents that: (i) all products installed and work performed complies with all federal,
state and local safety, building and environmental codes, and (ii) products are UL listed, if applicable, and installed per
manufacturer's instructions. NorthWestern Energy is not responsible for wiring, piping, appliances, chimneys, flues or venting,
and/or equipment on Participant's premises beyond the appropriate service meter or other points of connection with NorthWestern
Energy's service connection at which point the responsibility of NorthWestern Energy shall cease.
NO ENDORSEMENT: NorthWestern Energy does not endorse any particular manufacturer, contractor or product in promoting the
Efficiency Plus (E+) Rebate Programs. The fact that names of particular manufacturers, contractors, products or systems may
appear on this application does not constitute an endorsement. Manufacturers, contractors, products or systems not mentioned are
not implied to be unsuitable or defective in any way. NorthWestern Energy or its agents do not sell energy conservation products
directly to customers.
PROPERTY RIGHTS: Participant represents that Participant has the right to perform the rebated saving measures on the property
on which those measures are performed and that any necessary landlord's consent has been obtained.
ACCESS & EVALUATION: Northwestern Energy and/or its representatives may request access to the property and may review
and evaluate the project during and after completion for up to 2 years. Participant agrees to provide reasonable access to the
property for the purposes described herein.
ENERGY INFORMATION RELEASE: Participant authorizes NorthWestern Energy to access energy usage data for the project's
specified electric account at the physical address of the project. Participant agrees to provide other reasonable assistance to obtain
such information.
INFORMATION RELEASE: Participant agrees that NorthWestern Energy may include services and resulting energy savings in
reports or other documentation submitted to the Montana Public Service Commission. NorthWestern Energy will treat all other
information gathered in evaluations as confidential and report it only in the aggregate.
ELIGIBLE PRODUCTS: Products must meet energy efficiency specifications of NorthWestern Energy. These specifications may
be found on the Web at www.NorthWesternEnerg�.com/EPlus. If you, or your contractor, are not sure of the specifications, please

the Bozeman Hyalite/Sourdough WTP project.
1. The Entering and Leaving water temperatures will be set for the specified temperatures.
The temperatures can be set and changed on the integral boiler control panel.
2. The boiler will be provided with High Altitude. Greater than 3000'.
The boiler will operate at the required output with altitude taken into consideration.
3. We do not offer a UV detecting flame sensor.
Lochinvar offers a flame rod microamp signal to detect flame rectification.

Provide information to verify the following specification requirements:
1. Entering and leaving water shall be 145 DegF and 180 DegF respectively.
2. Verify the heating output is rated for the altitude at the site.
3. The boiler shall use a UL approved flame safeguard ignition control system using
UV detection flame sensing. The UV detector shall be air cooled to prevent
condensate formation and so designed as to prevent misalignment.
4. The boiler shall be down fired counter flow such that formed condensate always
moves toward a cooler zone to prevent re -evaporation.
5. An aluminum corrosion resistant condensate drain designed to prevent pooling and
accessible condensate trap shall be provided.
6. Boiler shall be able to vent a horizontal distance of 80 equivalent FT with a vent
diameter equivalent to the combustion chamber outlet diameter.
7. Gas Burner:
a. The burner flame shall burn horizontally and be of the pre -mix type with a forced
draft fan.
b. Burner shall fire to provide equal distribution of heat throughout the entire heat
exchanger.
c. The burner shall be easily removed for maintenance without the disruption of any
other major component of the hniler
d. A window view port shall be provided for visual inspection of the boiler during
firing.
e. Ignition components: The ignition hardware shall consist of electrodes and UV
sensing tube permanently arranged to ensure proper ignition electrode and UV
alignment.
f. Verify the rated capacity of the boiler shall be capable of operating at rated
capacity with gas pressures as low as 2 IN W.C. at the inlet to the burner gas
valve.
g. The burner shall be capable of maximum efficiency without exceeding a NOx
reading above 11 ppm.
8. The burner and gas train shall be provided with the following trim and features:
a. Safety Controls: Energize ignition, limit time for establishing flame, prevent
opening of gas valve until pilot flame is proven, stop gas flow on ignition failure,
and allow gas valve to open.
b. Burner Controls:
1) Digital flame safeguard with UV rectification.
2) Flame safeguard capable of both pre and post purge cycles.
9. Gas Train:
a. Two manual ball type gas valves.
b. Main gas valve (solenoid).
c. Manual test and check valves.
d. Pilot gas pressure regulator.

Typical Specification for Lochinvar a Knight XL Heating Boiler
Models 399,000 - 800,000 Btu/Hr
The BOILER shall be a LOCHINVAR KNIGHT XL Model KB(N,L) KB N having a modulating input rating of
600 , &WoBtu/Hr, an output of 120 Btu/Hr and shall be operated on (Natural Gas) (L.P. Gas). The BOILER shall be
capable of full modulation firing down to 20% of rated input with a turndown ratio of 5:1.
The BOILER shall bear the ASME "H" stamp for 160 psi working pressure and shall be National Board listed. There shall
be no banding material, bolts, gaskets or "O" rings in the header configuration. The 316L stainless steel combustion chamber
shall be designed to drain condensation to the bottom of the heat exchanger assembly. A built-in trap shall allow
condensation to drain from the heat exchanger assembly. The complete heat exchanger assembly shall carry a ten (10) year
limited warranty.
The BOILER shall be certified and listed by C.S.A. International under the latest edition of the harmonized ANSI Z21.13
test standard for the U.S. and Canada. The BOILER shall comply with the energy efficiency requirements of the latest
edition of the ASHRAE 90.1 Standard and the minimum efficiency requirements of the latest edition of the BTS2000
Standard. The BOILER shall operate at a minimum of 93% thermal efficiency at full fire on 399,999 and 500,000 Btu/hr
models and at a minimum 94% thermal efficiency at full fire on 600,000, 700,000 and 800,000 Btu/hr models. All models
shall operate up to 98% thermal efficiency with return water temperatures at 100°F or below. The BOILER shall be certified
for indoor installation. The BOILER's Thermal Efficiency shall be verified through third party testing by the Hydronics
Institute Division of AHRI and listed in the AHRI Certification Directory.
The BOILER shall be constructed with a heavy gauge steel jacket assembly, primed and pre -painted on both sides. The
combustion chamber shall be sealed and completely enclosed, independent of the outer jacket assembly, so that integrity of
the outer jacket does not affect a proper seal. A burner/flame observation port shall be provided. The burner shall be a
premix design and constructed of high temperature stainless steel with a woven metal fiber outer covering to provide
modulating firing rates. The BOILER shall be supplied with a gas valve designed with negative pressure regulation and be
equipped with a variable speed blower system, to precisely control the fuel/air mixture to provide modulating boiler firing
rates for maximum efficiency. The BOILER shall operate in a safe condition at a derated output with gas supply pressures as
low as 4 inches of water column. The BOILER shall be equipped with leveling legs.
The BOILER shall utilize a 24 VAC control circuit and components. The control system shall have an electronic display
for boiler set-up, boiler status, and boiler diagnostics. All components shall be easily accessed and serviceable from the front
and top of the jacket. The BOILER shall be equipped with; a temperature/pressure gauge, high limit temperature control
certified to UL353, ASME certified pressure relief valve, outlet water temperature sensor, return water temperature sensor, a
UL 353 certified flue temperature sensor, outdoor air sensor, low water flow protection and built-in adjustable freeze
protection.
The BOILER shall feature the "Smart System" control with a Multi -Colored Graphic LCD display with Navigation Dial and
Soft Keys for, password security, three loop temperature setpoints with individual outdoor air reset curves, pump delay with
adjustable freeze protection, pump exercise, domestic hot water prioritization with DHW modulation limiting and USB PC
port connection. The BOILER shall be capable of controlling a variable speed boiler pump to keep a constant Delta T at all
modulation rates. The BOILER shall have the capability to accept a 0-10 VDC input connection for BMS control of
modulation or setpoint, enable disable of the boiler, variable system pump signal and a 0-IOVDC output of boiler modulation
rate. The Boiler shall have a built-in "Cascade" with sequencing options for "lead lag" or "efficiency optimized" modulation
logic, with both capable of rotation while maintaining modulation of up to eight boilers without utilization of an external
controller. Supply voltage shall be 120 volt / 60 hertz / single phase.
The BOILER shall be equipped with two terminal strips for electrical connection. A low voltage connection board with 42
data points for safety and operating controls, i.e., Auxiliary Relay, Auxiliary Proving Switch, Alarm Contacts, Runtime
Contacts, Manual Reset Low Water Cutoff, Flow Switch, High and Low Gas Pressure Switches, Tank Thermostat, Three
Wall Thermostat/Zone Controls, System Supply Sensor, Outdoor Sensor, Building Management System Signal, Modbus
Control Contacts and Cascade Control Circuit. A high voltage terminal strip shall be provided for supply voltage. The high
voltage terminal strip plus integral relays are provided for independent pump control of the System pump, the Boiler pump
and the Domestic Hot Water pump.
The BOILER shall be installed and vented with a (select one):
(a) Direct Vent Sidewall system with a horizontal sidewall termination of both the vent and combustion air. The flue shall
be PVC, CPVC or Stainless Steel sealed vent material terminating at the sidewall with the manufacturers specified vent
termination. A separate pipe shall supply combustion air directly to the BOILER from the outside. The air inlet pipe may be
PVC, CPVC, ABS, Galvanized, Dryer Vent, or Stainless Steel sealed pipe. The air inlet must terminate ori the same sidewall
with the manufacturer's specified air inlet cap. The BOILER's total combined air intake length shall not exceed 100
equivalent feet. The BOILER's total combined exhaust venting length shall not exceed 100 equivalent feet. Foam Core
pipe is not an approved material for exhaust piping.
(b) Direct Vent Vertical system with a vertical roof top termination of both the vent and combustion air. The flue shall be
PVC, CPVC or Stainless Steel sealed vent material terminating at the roof top with the manufacturers specified vent
termination. A separate pipe shall supply combustion air directly to, the BOILER from the outside. The air inlet pipe may be
PVC, CPVC, ABS, Galvanized, Dryer Vent, or Stainless Steel sealed pipe. The air inlet must terminate on the roof top with
the manufacturer's specified air inlet cap. The BOILER's total combined air intake length shall not exceed 100 equivalent
feet. The BOILER's total combined exhaust venting length shall not exceed 100 equivalent feet. Foam Core pipe is not an
approved material for exhaust piping.
(c) Sidewall Vent with Room Air system with a horizontal sidewall termination of the vent with the combustion air drawn
from the interior if the building. The flue shall be PVC, CPVC or Stainless Steel sealed vent material terminating at the
sidewall with the manufacturers specified vent termination.. The BOILER's total combined exhaust venting length shall not
exceed 100 equivalent feet. Foam Core pipe is not an approved material for exhaust piping.
(d) Vertical Vent with Room Air system with a vertical rooftop termination of the vent with the combustion air drawn from
the interior of the building. The flue shall be PVC, CPVC or Stainless Steel sealed vent material terminating at the rooftop
with the manufacturers specified vent termination. The BOILER's total combined exhaust venting length shall not exceed
100 equivalent feet. Foam Core pipe is not an approved material for exhaust piping.
(e) Vertical Vent with Sidewall Air system with a vertical rooftop termination of the vent with the combustion air being
drawn horizontally from a sidewall. The flue shall be PVC, CPVC, or Stainless Steel sealed vent material terminating at the
roof top with the manufacturers specified vent termination. A separate pipe shall supply combustion air directly to the
BOILER from the outside. The air inlet may be PVC, CPVC, ABS, Galvanized, Dryer Vent, or Stainless Steel sealed pipe.
The air inlet must terminate on a sidewall using the manufacturers specified air inlet cap. The BOILER's total combined air
intake length shall not exceed 100 equivalent feet. The BOILER's total combined exhaust venting length shall not exceed
100 equivalent feet. Foam Core pipe is not an approved material for exhaust piping.
The BOILER shall have an independent laboratory rating for Oxides of Nitrogen (NO,) of 20 ppm or less corrected to 3%
02. The manufacturer shall verify proper operation of the burner, all controls and the heat exchanger by connection to water
and venting for a factory fire test prior to shipping.
The BOILER shall operate at altitudes up to 4,500 feet above sea level without additional parts or adjustments.
The BOILER shall be suitable for use with polypropelene glycol, up to 50% concentration without contingencies.
Maximum unit dimensions shall be: Length 36 114 inches, width 15 1 /2 inches and Height 42 1 /2 inches.
Maximum unit weight shall be 340 pounds.
The Firing Control System shall be M9 (Options Below).

Terms and Conditions
APPLICATION: This application must be filled out completely, truthfully and accurately. Participants are advised to
retain a copy of this application and any accompanying documentation submitted to NorthWestern Energy under this
program. NorthWestern Energy will not be responsible for lost documentation pertaining to this application request.
Funds for incentives are limited and available on a first-come, first-served basis. Details of this program, including
incentives, are subject to change without prior notice.
ELIGIBILITY: Incentives are available to approved applicants who are NorthWestern Energy commercial and
industrial customers. NorthWestern Energy large USB "Choice" customers are not eligible for the program. Final
determination of eligibility shall rest solely with NorthWestern Energy.
VERIFICATION: Participant's contractor will verify that the installed electric saving measures meet program
standards and State of Montana codes. Participant's facility may also be selected for post -installation verification prior
to incentive payment. No warranty is implied by this verification. NorthWestern Energy's inspection of installed
equipment or energy saving measures is for the sole purpose of assuring that it has.been installed and program
criteria have been satisfied, and it is not for the purpose of inspecting materials or quality of work. NorthWestern
Energy makes no representations of warranties concerning adequacy of materials or qualify of the work by virtue of
its inspection.
PAYMENT: The incentives will be paid within 4-6 weeks upon: (i) completion of the Efficiency Plus (E+) Rebate
Program saving measures, (ii) verification of the measures, and (iii) submission of this completed application with all
required information attached.
PROOF OF PURCHASE: The invoices accompanying this application must itemize the products purchased and/or
work performed. This proof of purchase must show: (1) the date of purchase and itemized price paid, (2) the size,
type, make, model or part number for the products, and (3) a description of any installation or other labor charges.
INCENTIVE AMOUNT: Incentives for the Efficiency Plus (E+) Rebate Program savings measures completed as set

the project's specified electric account at the physical address of the project. Participant agrees to provide other
reasonable assistance to obtain such information.
INFORMATION RELEASE: Participant agrees that NorthWestern Energy may include services and resulting energy
savings in reports or other documentation submitted to the Montana Public Service Commission. NorthWestern
Energy will treat all other information gathered in evaluations as confidential and report it only in the aggregate.
ELIGIBLE PRODUCTS: Products must meet energy efficiency specifications of NorthWestern Energy. These
specifications may be found on the Web at www.NorthWesternEnergy.com/EpLu—s. If you, or your contractor,

RECOMMENDATION: Authorize acceptance of the Northwestern Energy Incentives for
installation of energy efficient components.
BACKGROUND: Attached is a copy of the Efficiency Plus (E+) Rebate Program
Applications which have been submitted to Northwestern Energy for the Water Treatment Plant.
After completion of the project, our consultants HDR became aware of this program that was
being offered by Northwestern Energy. The boiler and variable speed drive pumps that were
installed on the project are eligible for the incentive program, so the attached applications were
prepared and submitted. The incentive could total $97,807.45 based on the pump motor
horsepower and boiler input rating. This consent item is being submitted in accordance with
Administrative Order No. 2014-01 — Adoption of Grant Application and Reception Policy.
UNRESOLVED ISSUES: None
ALTERNATIVES: If the Commission chooses not to accept the incentive, any checks
received will be returned to Northwestern Energy.
FISCAL EFFECTS: Potential Incentive/Rebate of $97,807.45
