Re Appointments BID Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: (Re) appointments to the Downtown Business Improvement District Board (BID) MEETING DATE: June 1, 2015 MEETING TYPE: Action RECOMMENDED MOTION: I move to reappoint Eric Sutherland to the term expiring June 30, 2015 and appoint one new applicant to the vacancy that expires June 30, 2015 on the Downtown Business Improvement District Board. BACKGROUND: Eric Sutherland’s term on the BID expires June 30, 2015. He has reapplied. One vacancy with a term expiring June 30, 2015 exists and two applications have been received. Upon both terms being (re)appointed this evening, the new expiration dates will be June 30, 2019. Montana Code stipulates that BID Board members be owners of property within the district. In the past, several applicants were appointed to the board as "property owner representatives" because their property title named a corporation as the owner rather than the individual. For many years the City Commission has honored this precedent by appointing property owner representatives to the BID Board. The BID was originally created by Resolution No. 3361 and Ordinance No. 1517, per MCA 7-12-1121, in May of 2000. In June of 2010, the BID was extended/recreated by Resolution No. 4263 for an additional ten years. The board shall be comprised of not less than five, nor more than seven, owners of property within the district. Members are appointed for staggered four-year terms. The BID currently has one expiring term with one member reapplying and one expiring vacant term with two applicants applying. As ayoung member in the community I think I can bring a fresh perspective to the boardas well as a different view point. As a life time resident I am familiar with thechanges and improvements that Downtown Bozeman has undergone over the past30 years and think I can be a valuable asset for the board looking forward to thefuture development of downtown Bozeman. I have a strong background inaccounting and financial/resource management which will allow me to bring insight 392 and guidance from a financial perspective. Mr. Nelson owns Thinktank Design Group and the associated property at 33 North Black Avenue and 122 West Main Street. Mr. Nelson’s term would expire June 30, 2019. I also recommend the re-appointment of Eric Sutherland to an additional term on the BID Board. Mr. Sutherland is a partner in West Main Holdings LLC which owns downtown property at 20 and 40 East Main Street. Mr. Sutherland’s term would expire June 30, 2019. BACKGROUND: As required by Montana Code, the Downtown Business Improvement District (BID) Board shall be comprised of not less than five, nor more than seven, owners of property within the district. EFFECTS: The appointment of Mr. Nelson will fill the only vacant seat on this seven person board. The current vacancy is the result of Buck Taylor’s recent resignation.
