HomeMy WebLinkAbout15- 05-20-15 UCD RFQ Questions and Answers• NSURB - What’s the NSURB role? it looks like they’re providing funding for the North 7th work, but to what extent will they be involved in project management, product review, contract administration, stakeholder involvement, and plan/zoning implementation? Yes, NSURB has funds earmarked funds for this effort. A representative from the NSURD will be involved, but as with most projects of this nature, the members will be advisory. . Project management will be a coordinated effort between the professional staff in the Bozeman Community Development Department and Economic Development. We (consultant and City staff) will work closely with the NSURB Board through the evaluation, development, and adoption of the code. The NSURB is highly motivated to bring phase 1 to fruition. In addition, we will create a stakeholder working group to provide feedback and assist with the public outreach. • Part 1 funding – if there are any details about the level and nature of funding, such details would be useful in developing the tasks and considering what project resources could be made available to the effort. The RFQ requests that the responder provide an estimate of cost to complete the work as generally described. We look forward to getting your estimate. • Stakeholders - Is there a stakeholder committee already in place for North 7th? How about for the citywide code update effort? Does the City expect intense stakeholder involvement as a part of these efforts? Stakeholder committee will be created for phase 1 and 2. They have not been identified at this time. We have had numerous discussions regarding the makeup and number that should/ought be on the committee. We would appreciate suggestions from you on how best address this. There will be a core group of individuals who will be involved throughout and a larger number will simply wait until all the work is done before commenting. • Draft preparation – The Phase 2 language emphasizes evaluation of the code, making recommendations and producing a revised code for adoption. Is it assumed that consultants will prepare an initial draft and staff will manage revisions through adoption, or will the consultant team be retained through adoption (at least as a resource)? Yes, we need your help evaluating, developing proposed code amendments, and it is our desire at this time to retain the selected consultant(s) as a resource through the adoption process. • Order of materials - It seems like it would make sense to have the work program information be provided before the cost stuff. Can we reorder the required submittal materials to have better flow? While I agree the content may be better organized we have created our criteria of evaluation to follow the stated organizational order. Please submit the content in the order described. • Page limit - Is there an overall page limit? The limitation for previous experience makes me think that brevity is important, but there’s nothing else to indicate it. With the exception of the firm’s qualifications there is no maximum, however, as suggested, brevity is appreciated as long as the content is included. • Number of employees – is this referring to the names of consultant staff involved in each project? Correct. • Fee – Can we assume there will there be an opportunity to revise our fee estimate based on what we might learn through the selection process? For example, we might learn of ways to save on process based on what comes out of the interview conversation. We released this as an RFQ instead of an RFP so that we had flexibility to amend the scope of work based on discussions with the top ranked firm. • North 7th process - Can we presume the process for North 7th will also incorporate a strategic/master planning component? Are there other plans in place that might help short-cut that process? A corridor study has been performed, adopted and is being implemented. We are looking to codify a new zone district that will lead to redevelopment and infill development within the TIF area.
