POINT OF CONTACT NAME c. POINT OF CONTACT TELEPHONE NUMBER City of Bozeman Brit Fontenot, Director of 406-582-2258 Economic Development Morrison-Maierle was engaged by the Northeast Urban Renewal Board (NURB) in 2011 to rehabilitate specific roadway corridors within the Northeast Urban Renewal District(NURD). These corridors included East Peach Street, East Tamarack Street, Front Street, East Aspen Street and North Ida Avenue. These projects included extensive topographic and boundary survey work to accurately determine the location of existing features, property lines, and easements. As part of the rehabilitation of these corridors, MMI was asked to solve complex design issues related to narrow rights-of-way, existing improvements/encroachment, and storm water challenges. Traffic, pedestrian travel ways, and low impact storm water solutions are very important to the board and we recognize this first and foremost. As part of the design, we worked with the i Montana Department of Transportation (MDT)to I ; ' coordinate the locations of proposed ► 'i I r improvements to reduce the amount of expenditures the NURB would incur. We also worked with MDT to solve intersection issues as part of separate but adjacent projects. The NURB is passionate about maintaining they, , •i character of their neighborhood; M M I is --- committed to solving infrastructure concerns in prudent, ethical, and cost effective ways. Low impact infrastructure solutions are important to the board and we have worked hard to explore solutions that impact the environment as little as ' possible. We have explored numerous non- = ,r •. standard solutions for complex infrastructure issues that will maintain the character of the — + - - . ", fie•.. lot neighborhood. ; t. i 1;_j_II_"L Creating a safe environment for the residents and _ I' _ ._ visitors of this neighborhood is crucial. Pedestrian flri i I r routes and lighting are critical to this. We have extensive experience creating pedestrian and lighting solutions that benefit neighborhoods in a - positive way. Our experience designing and constructing new sidewalks and lighting improvements with the North 71n Urban Renewal Board demonstrates our ability to complete positive improvements that benefit a district. Telecommunications are vital to the businesses and residents within a neighborhood. We live in a connected world, which means providing the most applicable means of communication as possible. We have entrusted Design Nine, a qualified consultant, to assist with the planning and design of a robust telecommunications backbone within this district. 24. We have designed and constructed roadway lighting and pedestrian connectivity for a portion of the corridor and continue to work on future phases of the project. We are excited to see our work benefiting the businesses and residents of the district. This Tax Increment Financing (TIF) District has been active in encouraging businesses to invest within the district. This is a great way to improve the viability of the neighborhood while increasing pedestrian movements. Greater pedestrian movements mean increased vitality within the neighborhood. Attracting appropriate commercial businesses will follow. Our experience with LED lighting on this project, and others within the city, gives MMI the experience to implement some of the most cost effective and beautiful lighting solutions for your neighborhood. During the study, we evaluated future traffic conditions and intersection operations, as well as identified and evaluated alternative interchange configurations for environmental review. k A Our multi-disciplinary team designed the ---- $16.5 million compressed diamond interchange, including a new crossroad and connections, reconstruction of old Highway 10, two interstate bridges, railroad shoofly and underpass structure, two-lane roundabouts at the proposed interchange ramp termini with high-intensity activated crosswalk beacons, intersection signalization and illumination, and extensive storm drainage improvements. Stakeholders involved in the project included the Montana Department of Transportation, Federal Highway Administration, Gallatin County, the City of Belgrade, the Gallatin Airport Authority, and the general public. Funding for the project came from Montana's Federal Aid funds, two congressional earmarks, a US Department of Transportation 2012 Transportation Investment Generating Economic Recovery (TIGER) discretionary grant, and significant local agency funds. Morrison-Maierle, Inc. also worked with the Gallatin Airport Authority to design new terminal and parking lot access roads. A portion of the $3.9 million project will serve as a north side Belgrade by-pass road that is an extension of the 1-90 interchange project. The road design included a single lane roundabout, storm drain, roadside lighting, and numerous intersections. Construction of both projects is ongoing, with completion currently scheduled for late fall of 2014. 24.
