John is the office manager for the Bozeman office and has more than eight years of experience working with communities throughout Montana and North Dakota as an AICP-certified planner. / - DUSTIN JOHNSON, PE KLJ BOZEMAN OFFICE 406 582 6222 1982 STADIUM DRIVE SUITE 3 DUSTIN.JOHNSON@KLJENG.COM BOZEMAN, MT 59715-0697 ( J ---_ I• .••. _ _ _ _'_:.�—.._�.---ram-. -_ _ PROJECT UNDERSTANDING The Northeast Urban Renewal District (NURD) is located in an area of Bozeman rich in history;the district contains some of the most historic - - - structures in the city.What makes the NURD area unique is the variety of uses still occuring in the district.The majority of the district is zoned Historic Mixed Use (HMU),which allows for uses from residential to manufacturing. Those who work and live in the district take pride in the uniqueness of their neighborhood. Since NURD was created, efforts have been made to make sure projects do not disrupt the neighborhood's character. Projects such as Depot Park and improved pedestrian trails have helped connect people with their surroundings.The projects have been met with resounding approval from the community. KLJ's goal is to build upon these projects and create a vision that / includes a consensus approach from the Board and neighborhood to continue improving the district,especially before the Tax increment _ financing (TIF) ends.The Northeast Neighborhood is surrounded by areas that are on the cusp of dramatic change. Development of Story Mill Park and the inevitable redevelopment of the Idaho Pole site will have a dramatic impact on the Northeast Neighborhood. Other future improvements impacting the neighborhood include upgrades to the fairgrounds, continued growth in the downtown area, reconstruction of Rouse Avenue and redevelopment of the current Montana Department of Transportation (MDT) yard on Rouse Avenue. All changes in and around the Northeast Neighborhood clearly demonstrate the area is the center of what is happening in Bozeman. - NURB will be a key driver in defining how growth and development in and around the neighborhood will impact the area. By establishing key investments in infrastructure now, future development will follow the examples set. _ We understand what makes this area of Bozeman special and do not — want to promote development that will degrade the neighborhood's history and character.We will assist NURB in creating a vision and defining priorities and future projects that will shepherd the district's future development in a positive manner. 1 I � • t 2 APPROACH TO SERVICES We will create a consensus with NURB members = � where everyone envisions the district in terms of long-range planning and improvements. Since our f team, particularly Dustin Johnson and John How, already have a good working relationship with the Board and City staff,we can begin immediately. Our first course of action will be to discuss the \\ current budget, previous budgets and all adopted guiding documents with Board members.We will f ask each Board member what projects they are most proud of and what projects they want to see accomplished. During the visioning process, no ( project is too big or too small to be considered; we will encourage members to think about what they would like the district to be in zo years.We will then assemble all ideas to gauge the breadth of priorities; all responses will be anonymous in order to encourage open debate. ( The intent of this exercise is to build on the Board's ( short-term budgets and goals to create a master capital improvements plan (CIP) with prioritized rankings.We will work through projects in the CIP to Q determine if they build upon each other or whether projects do not match the vision for the district. Considerations such as cost, schedule and overall feasibility will need to be evaluated at this time to refine the Board's overall mission. It is important to us that we not disrupt the work and what has already been accomplished with the Board.We recognize efforts have been made to plan for a pedestrian bridge at Aspen Street, and full construction drawings have been prepared for improvements to key streets within the district. Projects such as these have proven to be important to the Board, and we will continue to build upon these plans to make sure previous efforts are incorporated into new documents.As the projects and priorities are identified and prioritized,we will group potential projects together to reduce costs.When we proceed to construct the pedestrian bridge, it may be possible to include other trail improvements, storm water improvements or creek restoration. i The completed capital improvements project list will be a dynamic document that will evolve with the Board over the next several years.As tax revenue changes, grant funding becomes available or changes in the district occur,the master list will need to evolve. The next course of action will be to coordinate with City staff and other agencies to determine available revenue as the Board moves ahead. Many smaller projects can be completed with funds on hand, but larger projects will require bonding or other sources ( ' of revenue beyond TIF. Based on the annual operating budget alone, it is highly unlikely the board can construct a significant ( infrastructure improvement without bonding against TIF's future. Our recommendation is to find the appropriate project in size, scope and budget that will be NURB's marquee project.The North 7th Urban Renewal District has taken a similar approach for their lighting improvements along the corridor and are considering bonding against TIF and completing improvements all the way to Main Street. ( 3 WIN Construction will begin once the budgets have been better defined and the projects have been prioritized. It cannot be understated that KLJ's primary goal is to see projects constructed within the district. Up to this point the Board has done an incredible job laying the groundwork and drafting plans for the district;our mission will be to see these plans through to construction. The Board will dictate the schedule leading up to construction. KLJ is prepared to dedicate as much staff and effort as the Board is comfortable with to see these projects through. ESTABLISHCREATE 'k IDENTIFYREFINE MASTER POTENTIAL • PROJECTS PROJECTS RANGE BASED ON IMP• • WORKINGVEMENTS PROJECTSWITHIN THEBUDGET AND i DISTRICT BUDGET FEASIBILITY LIST PROJECT MANAGEMENT KLJ project managers are assigned to individual projects based on technical experience and ability to effectively oversee the project and communicate with the Board and City staff. Our project manager, Dustin Johnson,will maintain open lines of communication with all parties involved, provide progress reports and identify potential issues before they have significant impacts on any potential projects. ; Quality, budget and schedule management are essential elements to our success P R O � ICJ �T as well as the success of our clients' projects. KLJ establishes early and consistent f communication with each client to determine alternatives that will suit both project needs I M A N A G F M E N I and client expectations. DEFINING SUCCESS NURB has set itself up to be a valuable asset for the northeast neighborhood in the coming years.The guiding documents and plans will serve as a solid foundation for projects moving ahead. KLJ is eager to serve NURB and this unique corner of Bozeman. The scope is broad in services being sought; KLJ is a firm large enough to carry any project combination called out within the scope,yet has local staff with established working relationships with NURB, City staff and the northeast neighborhood. Our goal for fulfilling this term contract is to keep the energy and enthusiasm of the Board moving ahead and to assist the Board in completing at least one marquee project; the project may come in the form of a pedestrian bridge,street upgrades or depot improvements. KLJ sees endless potential for the term contract and associated projects.The opportunity to work with a group of neighbors and volunteers to plan and construct improvements in the neighborhood is exciting.We look forward to speaking more about how we envision KLJ assisting in the process. 4 We have identified a preliminary list of key future projects and potential challenges impacting the district in coming years on the map below.As the projects are prioritized and realized,we will document the projects on a similar map to showcase what the board has ( accomplished. In addition,visualizing projects on a map helps the district, community members and City officials see improvements ( and what projects will be completed. Our goal is to provide a master project map that will remain long after our contract is completed so the Board and district can visual their accomplishments. Lastly, mapping is a much easier way to illustrate potential projects and ( their impacts to the district.We will work with the Board to expand and refine this initial map, especially as projects are realized. KLJ (formerly Stelling Engineers) was retained in 2004 to provide preliminary design to support the re-evaluation of the Environmental Impact Statement (EIS).After the re-evaluated EIS was signed in 2oo6, KLJ proceeded into final road and ROW design services,even though no project funding was identified.As funding became available, KLJ assisted MDT to develop 13 stand-alone segments for construction.As Of 2014, nine segments are complete ($48 million in construction) with the final four segments scheduled to begin construction in 2o15. KLJ provided road,structures and hydraulics design for eight miles of new four-lane roadway including four stream crossings,six interchanges and five roundabouts (to facilitate interim funding and at city streets). Design also includes nine miles of separated bike path, bike path bridges and tunnels, noise walls, signalized intersections,traffic access and circulation and complex storm drainage meeting state regulations for MS4 treatment. ROW design was completed in accordance with M DT standards and covered more than 28o parcels. Design has included three miles of reconstructed (or new) city streets,15 city/county street intersections, lighting, bikepath connections, project and regional drainage detention facilities. KLJ has led public involvement efforts since 2006, including county and city coordination. The hydrologic and hydraulic design for Alkali Creek Road Phase 3 was a challenging task that included relocating the stream channel without adversely affecting the floodplain and floodway.The design process was iterative and necessitated detailed coordination between geotechnical, roadway geometry and hydraulic engineers and regulatory agencies including US Army Corps of Engineers (USACE), FEMA and Montana Department of Natural Resource and Conservation (DNRC).Since the project included significant topographic and environmental constraints, hydrologic and hydraulic modeling and design was also completed in coordination with nearby landowners, other permitting agencies and the City of Billings to make sure the FEMA map modifications process satisfied all stakeholder requirements and the revised floodplain had zero net elevation increase. Street improvements to both urban and rural typical sections included a bulb-out to protect pedestrians, a new drop-off lane and new signage to calm traffic.The project also involved construction of a shared-use pedestrian path and retaining walls, slope stabilization and stream relocation and underground municipal utility improvements consisting of water main,sanitary sewer and storm sewer.A storm water drainage master plan was completed for the entire drainage area contributing runoff to the project corridor. Extensive environmental documentation was included and addressed permitting requirements,environmental impacts and mitigation. KLJ coordinated with a number of organizations including MDT, NEPA and FEMA throughout the project to facilitate environmental and permitting compliance. The project team created a plan to stabilize the slide and relocate the stream bed to prevent future slides using sophisticated hydrologic and hydraulic design methods.
