Dear Evaluation Committee Members:
As City of Bozeman residents, DOWL understands and supports the City’s goal of improving the
transportation and communication network in the area. DOWL has assembled a great team that will
help lead stakeholders, City personnel, and the public in creating well thought-out plans and projects,
which are refined to address long term function, flexibility, budget and/or maintenance costs. DOWL
will service the project locally from our Bozeman office, and will coordinate with our team members.
Consulting Design Studio has experts in lighting planning and design and Design Nine, Inc. is well
known for its fiber optic planning and design services throughout the country.
The Montana offices of DOWL have worked in this area for nearly 60 years, and the Bozeman office
just recently celebrated its 25th year in existence. Within the enclosed proposal, DOWL and our
team will assist the City of Bozeman and Northeast Urban Renewal Board with professional services
covering a broad range of disciplines, including concept planning, public involvement, utility,
irrigation and stormwater design, lighting, right-of-way acquisition, environmental permitting,
materials testing and construction inspection. Your projects will be primarily served by DOWL’s
Bozeman Office, unless specialized expertise is required from any of our 425 professional staff in our
other 25 offices.
Our team is well versed with the challenges that roadway corridor projects involve and is excited to
assist the community with this project. We keenly understand the relationship between engineering
analysis, design, functionality of road networks, and public needs and are committed to providing the
best service possible while solving safety and operational issues in the NEURD. We believe that
selecting our team will lead to outstanding project outcomes for the City of Bozeman and the NEURB
as well as for all users of the public transportation network. As this SOQ demonstrates, many of our
team’s previous projects closely resemble the types of projects the NEURD will be constructing.

Introduction
DOWL has been providing a full range of engineering, planning, and surveying services in Environmental and Land Development,
Water/Water Resources, Transportation, Civil Engineering, and Geo-Construction for clients across the western United States for nearly 60
years. We are over 400 employees strong and have a solid western U.S. regional presence with 25 offices spread throughout Washington,
Oregon, Alaska, Colorado, Arizona, Montana, North Dakota, and Wyoming. Our Bozeman office has been open for 28 years and offers the
ideal mix of staffing and engineering services to effectively meet the needs and requirements of the City of Bozeman. The NEURD’s project
will be staffed with long-time employees that have worked with City of Bozeman Planning, Engineering, Parks, Roads, & Utility Departments
for almost 20 years.
Consulting Design Studio (CDS) began in the summer of 2007. It is a mechanical and electrical consulting engineering firm focusing on the
design of mechanical and electrical systems for buildings. For over eight years, projects have been successfully completed in Montana,
South Dakota and Alaska.
Since 1994 Design Nine (DN) has specialized in broadband planning, network design, and network construction management services. DN
has completed over 200 projects in twenty states, Canada, and the Caribbean.
Relevant DOWL Team Members
Clint Litle, P.E. is a Senior Civil Engineer, Project Manager and Bozeman Office Manager for DOWL and has over 25 years of experience. Mr.
Litle completes and or oversees the analysis, design and construction management for municipal and private roadway, storm drainage,
water, sewer, site development and subdivision projects.
Phil Odegard, P.E. is a senior engineer and the Western Montana Region Manager for DOWL with over 35 years of experience. Phil has
provided project management, planning, and engineering services on projects throughout Montana. He is intimately familiar with planning
and public involvement processes.
Tony Becken-Gaddo, P.E. has over 9 years of experience in roadway design and analysis, right-of-way acquisition, pedestrian and bicycle
facility projects, and serves as the lead design coordinator with the Montana Department of Transportation (MDT).
Cody Salo, P.E. has worked on high-profile, fast-track urban projects throughout Montana. His design knowledge with signalized and
roundabout intersections is complemented by actual construction experience with a varied background including wetland design, lighting
design and traffic analysis.
Shae Zanto, E.I. Shae has 3 years of experience in transportation design. Her responsibilities include creating road design drawings,
documents, and plans; right of way design; ADA compliance; developing permit applications and assisting in the permitting process;
developing planning documents and reports; and civil engineering.
Zach Lowe, P.E. has designed numerous road and parking lot improvement projects at
MSU, several commercial and educational building site plans as well as entire
subdivisions. Other responsibilities include surface transportation, municipal, and
surveying. Duties also include water, sewer, site planning, survey and construction
inspection.
Brandon Duffey, P.E. has worked as a land development engineer for seven years at
DOWL. He has gained experience on numerous site development projects including facility
planning, overall site grading, water, sewer and storm drainage designs as well as septic system
designs, re-writes and permits.
Bill Dreyer, P.E. has over a decade of engineering project management experience from
inception through cons3truction. Projects include various sized wastewater and water
treatment facilities, subdivision, specifications, site design, and water/sewer design.
Tim Reed, P.E. specializes in geodetic control networks, topographic surveys, boundary
surveys, subdivision and survey plats, ALTA surveys, as-built surveys, and construction stakeout
projects. Tim is proficient in using Trimble and Leica GPS, Total Station, Auto CAD, Civil 3D, and
Land Desktop.
Emily Peterson is an environmental specialist for DOWL. Emily specializes in environmental
compliance documentation, environmental permitting, wetland delineations and jurisdictional
determinations, Storm Water Pollution Prevention Plans, visual analysis, Section 4(f) analysis,
and conducting public and agency involvement. She has written multiple Categorical Exclusions
and Environmental Assessments and has participated in the preparation of Environmental
Impact Statements.
Jim Potts is responsible for hydrogeologic investigations; system design, permitting, water
right applications, permit approvals, contractor over site, installation of groundwater supply
and remediation systems; on-site wastewater disposal systems design, permitting and
installation over site; and underground utilities design and permitting. Jim is also responsible
for project management and construction inspection.

Relevant Sub-Consultant Team Members
Scott Elders, P.E. Scott is an electrical engineer, with CDS, with over 6 years of experience in building electrical system design. Electrical
design experience includes power systems, lighting systems, fire alarm, intercom, close circuit television systems, voice-enhancing systems,
low-voltage cabling, and access control systems. Scott has acted as the lead electrical engineer on the design of these systems for a wide
variety of projects.
Sid Boswell, P.E. is a Senior Network Engineer for DN with extensive experience with the design, development, and management of
broadband networks. Boswell will be the lead network designer and will be the primary contact for DOWL. Boswell will work closely with
DOWL staff to develop any needed technical specifications for broadband infrastructure, will coordinate and manage the activities of any
other DN staff needed to get work done, and will maintain the project work schedule, task assignments, and will provide regular status
reports to DOWL and/or the client as needed.
Capability to Meet Project Schedule and Budget Requirements
DOWL understands the importance of schedule and budget to our clients and their projects. The work required for this SOQ encompasses
DOWL’s expertise and will utilize local staff to complete the tasks required by this contract. DOWL has partnered with CDS and DN to
enhance the team’s ability to provide NEURD with the best service possible. The proposed DOWL project team is currently available to
start work immediately for NEURD. In addition, these individuals are supported by 41 employees in the Western Montana Region, and 425
employees company-wide--should the need arise.
Street, Intersection, Transportation, and Stormwater Engineering
QUALIFICATIONS
Project Management: The DOWL team has a thorough approach to developing work plans and managing large, complex, and multi-
faceted projects. Our proven method starts with development of a project-specific Critical Path Method (CPM) Schedule for all project
development and design activities. Development of the CPM schedule provides an intimate understanding of the inter-dependencies to
ensure that items are addressed in the proper sequence and in a timely manner to support future activities. Examples of a few of these
activity relationships highlighted by development of the CPM schedule are: survey control to support mapping development which in turn
supports detailed design; or early coordination between hydraulics and jurisdictional agencies to support permitting efforts that in-turn will
influence design features.
DOWL actively uses Deltek Enterprise Management System to manage staff resources across the company and Newforma to manage
project information, files, and correspondence. Deltek is an integrated planning and resource management tool that provides real-time
reporting of staff resources and project expenditures, providing us the ability to identify planned work hours at the individual staff person
level on a week-by-week basis. Newforma allows DOWL to effortlessly transfer and share project files for quick action, mark-ups, and
documentation.

Quality Control / Quality Assurance
Team Dynamic – The best plans still fail if all of the pieces do not work together. The team DOWL has assembled has a history of
working together. Many of our team members are located in Bozeman as well as being located in Helena. Our team is familiar with
the area, the desires of the community, the needs of the stakeholders, and the requirements of the City.
DOWL team members are skilled at responding to shifting project demands while maintaining or even accelerating project schedules. An
unexpected urgent shifting of project demands can be caused by any number of factors including re-design due to right-of-way acquisition,
unanticipated field conditions (groundwater, soil, utilities, hazardous waste), or the availability of funding. We are flexible in
accommodating the City’s need to deliver this project in a timely manner and can adapt to issues that may cause schedule changes. Based
on the funding options available to the City, DOWL can prepare the project in phases or as a complete package. Following preliminary
development of construction cost estimates, we recommend identifying potential funding alternatives and considering possible phasing of
improvements along the corridor.
Transportation: DOWL offers practical knowledge and experience for all types of transportation improvements from urban highway design
and roundabouts to rural roads and parking lots. DOWL will provide concepts and techniques that will lead to the long-term success of
projects within Bozeman. DOWL provides all in-house services that are necessary for any successful transportation engineering project.
Traffic: DOWL transportation and traffic engineers understand the need for well-thought-out and detailed traffic simulation, modeling, and
analysis. Traffic modeling often determines the basic geometry of a project, from number of lanes needed at a segment, to the traffic
control needed at intersections. For a project to be successful, it is essential that the modeling and analysis completed at these stages can
be trusted and easily referred to by the project design team. Our traffic engineers are experts with the industry’s leading traffic modeling
software packages. Using VISSIM traffic simulations and AutoCAD Civil 3D we able to create realistic traffic simulations that will show the
expected future conditions, in sharable drive through videos. These can be powerful tools for public outreach on controversial projects or
for alternative intersection and interchange designs, such as displaced left-turns, diverging diamond interchanges, or single point diamond
interchanges.

ADA: DOWL staff is intimately familiar with the Code of Federal Regulations (28 CFR 35 Nondiscrimination on the Basis of Disability in State
and Local Government Services), Title II of the ADA Section 504 of the Rehabilitation Act of 1973, Public Rights-of-way Accessibility
Guidelines (PROWAG), and ADA Accessibility Guidelines (ADAAG). Our staff has successfully completed a number of projects involving ADA
inventory on facilities and public rights-of-way, and has recently developed a statewide ADA transition plan for the MDT. Our recent
experience and strong working knowledge of applicable regulations will enable us to provide cost-effective, timely services for the City of
Bozeman. DOWL was recently selected to complete the inventory component of the MDT ADA transition plan. Our team will be travelling
throughout the state gathering rights-of-way inventory data for the state. The data will be used to prioritize highway projects and building
updates for MDT. DOWL can provide ADA and PROWAG expertise to any project.
Construction Management and Materials Testing: DOWL offers a wide range of RPR services, inspection/testing capabilities relevant
to projects to be completed for the NEURD. We can consult with City staff and act as the City of Bozeman’s representative during
construction. If the City desires, we can provide instructions to the Contractor. Our technicians are highly skilled and possess significant
experience performing materials testing both in the laboratory and in the field. Additionally, many of our senior-level technicians have
provided inspection services in the past and—combined with our resident engineers in Bozeman—we can address all of your inspection
needs.
Survey: DOWL will provide survey control referenced to the City of Bozeman’s coordinate system. Both conventional and GPS survey
techniques will be used. Our team provides quality surveying within established timelines. To provide the best services possible, all
surveying will be completed by our experienced, highly trained surveyors including Tim Reed, PLS. For complicated fast-paced projects,
DOWL can draw on survey resources from our other regional offices.
Right-of-Way: DOWL is skilled at right-of way design and has completed right-of-way for several urban road design projects in the
Bozeman area including the Rouse Avenue project and the Livingston Railroad Grade Separation project. A preliminary design analysis will
be developed for the entire project during the pre-design phase to provide proper planning opportunities to ensure the necessary right-of-
way will be acquired for the project. The final right-of-way design will follow the project phasing as determined by the City of Bozeman and
DOWL. The DOWL RES group is intimately familiar with the fundamentals of acquiring private property for public purposes, as set out in
federal statute 49 CFR, “Uniform Relocation Assistance and Real Property Acquisition Regulations for Federally Assisted Programs” as
amended (frequently referred to as the “Uniform Act”). Coordination with Tony Becken-Gaddo, the City’s right-of-way acquisition
consultant, will be paramount to a successful project delivery.
Environmental and Permitting: DOWL’s environmental staff has provided environmental services for state departments of
transportation and local and tribal governments to successfully complete NEPA compliance documentation (including Environmental
Impact Assessments and Categorical Exclusions) for hundreds of projects. Our Environmental Specialists have a thorough understanding of
the NEPA environmental compliance process and will get the job done right. DOWL’s documentation and environmental reports are clear,
concise, and legally defensible in accordance with the requirements of current governing federal, state, and local regulations. The DOWL
team knows how to move your project through the environmental/permitting process, so you can move on to design and construction.
Geotechnical: DOWL provides in-house experts on a wide range of geotechnical services including subsurface exploration, geotechnical
laboratory, slope evaluation & stabilizing, pavement design & subgrade evaluations, seismic design & analysis, and foundation
recommendations & analysis. DOWL also has the ability to complete pavement section designs for both flexible and rigid pavement
sections utilizing in-house proprietary software based on the AASHTO Guide for Design of Pavement Structures.
Stormwater: DOWL provides storm drainage analysis, design, and construction services from drainage planning, to site specific designs.
Stormwater management in Montana is a complex undertaking in order to comply with the extensive regulatory code pertaining to
stormwater, sensitive areas, and the environment as a whole. Our Bozeman civil group specializes in site development for both public and
private clients. DOWL has past experience with providing stormwater master planning and design services for communities throughout
Montana. DOWL provided a 1300 master planning evaluation including three stormwater drainage basins within Great Falls, MT. The
project is currently in phase 5 of 9 of the design process.
Public Involvement: DOWL also has extensive public involvement and participation experience and we use a proactive approach to public
involvement, whereby we take the project to the public early and speak from a position of strength rather than as a reaction. DOWL has
prepared and implemented detailed public involvement plans for past road and drainage improvement and transportation projects,
including for projects in Bozeman. Local projects requiring public involvement include Rouse Avenue Reconstruction and Bridge Canyon
Corridor Study.
Basic Criteria Street, Transportation, and Stormwater Project Experience
North 7th Avenue Lighting Project: DOWL currently is working with the City of Bozeman under a term contract to provide R/W
acquisition services and was asked for assistance with this project. DOWL’s role for the North 7th Avenue lighting project includes
conducting property ownership research, property owner coordination, easement acquisition services, and team coordination with all of
the project team members. One of the challenging R/W aspects of this project is the coordination and negotiation of acquiring donated
public access easements to allow the public facilities to be installed on over thirty separate parcels. Relevant Project Team Members: Tony

Livingston Railroad Grade Separation: DOWL was retained by the City of Livingston and MDT to construct a new city street that passes
under a new MRL Railroad bridge thereby providing access to a growing west side area of Livingston which can now be accessed only

through a difficult at grade crossing in another part of the city. DOWL also prepared a Categorical Exclusion for this locally-led project.
Under this contract, DOWL facilitated a public meeting to present preliminary design concepts, discuss anticipated impacts, and provide a
forum for meeting attendees to ask questions or voice concerns. By explaining technical information in understandable terms and
addressing concerns regarding project impacts, our planning staff assisted in building support for this project. DOWL is also assisting in
preparing the application for a TIGER grant for this project. Relevant Project Team Members: Shae Zanto, Emily Peterson, Jim Potts, Cody
Salo, Jessica Salo, Tony Becken-Gaddo, Phil Odegard
Underpass Avenue Improvements: DOWL is providing conceptual analysis of a complicated urban intersection in Billings for MDT. The
project includes challenging drainage conditions, a wet well and pump house, constrained intersection geometry and heavy traffic. The
project will analyze the issues and prepare recommendations for intersection improvements including a signalized and roundabout
configuration, storm drain improvements, pedestrian connectivity, and other related design challenges. Public involvement will include an
open house meeting to determine other areas of concern and other potential improvements that the public perceive. Relevant Project
Team Members: Shae Zanto, Emily Peterson, Cody Salo, Jessica Salo, Tony Becken-Gaddo.
Great Falls Storm Drainage Master Plan: DOWL prepared a master planning evaluation of 1300 acres for the City of Great Falls. The
project included collecting data, mapping and preparing a master planning survey. The report included proposed alternatives and
preliminary cost estimates associated with a general piping infrastructure plan to be utilized as a basis for future construction level planning
and project development. This project was completed on time and under budget, it also evolved into a four piece Great Falls Storm
Drainage Improvement Project.
Complex Criteria Street, Transportation, and Stormwater Project Experience
Rouse Avenue Reconstruction: DOWL prepared the Environmental Assessment and is currently developing the design and for total
reconstruction of two miles of the Rouse Avenue urban arterial in Bozeman, MT. The existing roadway is a narrow, two-lane roadway with
intermittent sidewalks and informal on-street parking. The work will include widening of the roadway to accommodate center turn lane
and to include additional turn lanes at major intersections, boulevards, signalization, retaining walls, bike lanes and pedestrian paths,
handicap-accessible ramps, curbs and gutter, utility adjustments and relocation, signing and pavement markings. Additional services
provided by DOWL include comprehensive corridor survey and mapping, traffic analysis and traffic report, right-of-way plan preparation,
analysis of the Bozeman Creek flood plain relative to improvements, corridor drainage design including water quality treatment, structural
design of Bozeman Creek crossings, and preparation of construction documents. Relevant Project Team Members: Shae Zanto, Emily
Peterson, Cody Salo, Tim Reed, Jim Potts, Paul Yackawich, Phil Odegard, Jessica Salo, Bill Dreyer, Tony Becken-Gaddo, Brandon Duffey, Zach
Lowe.
8th and Cleveland Street Reconstruction: DOWL provided utility improvements on the blocks of 8th and Cleveland street on the MSU-
Bozeman campus. Elements of the project included ADA compliance, designing a new center median in 8th Avenue, road realignment, new
sidewalk installation, designing a retaining wall, as well as landscaping and irrigation elements.
Lake County Connectivity Project: The Lake County Montana Connectivity Project (MTCP) consists of the reconstruction of 2.7 miles of
a county street known as Skyline Drive, between 14th Street East in the City of Polson, south to Caffrey Road. Project includes intersection
improvements within the construction area consisting of urban and rural road design; relocation of existing and/or installation of new
water and sewer lines; construction of a pedestrian path connecting the Polson community to Highway 93 between Polson and Pablo; and
the construction of multiple MSE and gravity block retaining walls. This project is largely funded by the TIGER Grant (Traffic Investment
Generating Economic Recovery). Relevant Project Team Members: Shae Zanto, Tim Reed, Phil Odegard.
Great Falls Storm Drainage Design: DOWL was retained to complete a 1300 acre master planning evaluation including three
stormwater drainage basins within Great Falls, MT. DOWL is currently through phase 5 of 9, and includes over 13,305 feet of pipe ranging
from 12-inch concrete to 60-inch steel casing pipe. Permitting was a large effort throughout the project. Permits for the outfalls into the
Missouri River included US Army Corps, US Fish and Wildlife, Montana Fish and Wildlife, and Cascade County Flood Plain permitting. In
addition, the bore and Jack installed for the Railway required BNSF Railway permitting. Two detention ponds with controlled release of 16
acre feet and a 1.5 acre feet detention pond have been designed.
Shiloh Conservation Area: The Shiloh Conservation Area (SCA), located on the west end of the City of Billings, transforms an
undeveloped 66-acre site into a conservation area providing water quality treatment, stormwater detention, and recreational
opportunities. The site is located at the confluence of Hogan's Slough and the Shiloh Agricultural Drain, the two large drainages that collect
the majority of the runoff west of Shiloh Road. A primary goal of the project is to improve water quality through pre-sedimentation basins,
open water ponds, and treatment wetlands. The conservation area also provides storm runoff control through a series of detention ponds,
and provides recreation benefits including fish ponds and trails for use by the community.
Intersection Improvement Project Experience
Bridger Canyon Legends II Intersection: DOWL provided the design of an intersection reconfiguration and signalization improvement
at the Rouse Avenue and Griffin Drive intersection. The preliminary design included analysis of a roundabout as an alternative to
signalization.
Oak Street and Rouse Avenue Signalized Intersection: This project involved upgrading a stop controlled intersection to an urban
signalized intersection. The new turn lane expansion required additional R/W in an area bordered by an existing building, a private
residence, and commercial properties. Our team designed and assisted in construction of the signalized intersection, in addition to

negotiating R/W purchases from a private residential and commercial property. Small property transfers were required at two of the
intersection quadrants to allow new signal equipment to be installed. The intersection was constructed on schedule and within the confines
of the existing and new R/W. The success of the property negotiations allowed the project to be completed without delay, meeting the
needs of the client, city and state. Relevant Team Members: Clint Litle, Phil Odegard, Tony-Becken-Gaddo, and Brandon Duffey.
Rowe Road Design: This five-way intersection at the corner of Montana Street and Rowe Road was reconstructed to improve traffic flow
and drainage. Curb and gutter, drainage structures, and a traffic signal were added at the intersection and one entrance to the intersection
was blocked to increase overall safety. This project also required careful coordination between the Montana Department of Transportation,
Butte-Silver Bow, BNSF, Northwestern Energy and a National Historic Site. The project included intersection and pavement design, traffic
study, certificate of survey, property research, alternative analysis, signalization, storm drain design, geotechnical, and construction
oversight. Tight design requirements were met to avoid impacts in this urban environment.
Lighting Improvements
CDS provides lighting services for commercial, industrial and high-end residential projects. CDS uses Photometric Calculation(s) for normal
and emergency egress lighting Energy design services including full, detailed energy analysis have been completed for many projects. CDS
has completed projects for American Federal Savings Banks, Montana Department of Transportation, Montana State University, Montana
Fish Wildlife and Parks, Copper Spring Ranch, Bozeman School District, City of Helena, Butte Silver Bow Water and Sewer District, Thriftway
Stores of Montana, Montana Department of Corrections – Boulder, City of Bozeman, Bridger Bowl Ski Area and Big Sky Resorts. CDS
provides full project services including early schematic design and consultation, development of design documents and full construction
administration including construction oversight.
Meadow Creek Subdivision Expansion: CDS worked with DOWL to provide lighting services for the Meadow Creek Subdivision
Expansion. The project added two (2) additional street light fixtures and four (4) walk-way bollards to expand the subdivision. The street

in work. Our specific role was to design the site lighting system; light fixtures, lighting controls, and conduit and conductors to supports the
light fixtures and provide design within construction documents to be bid and built by electrical contractors.
West Winds Subdivision Expansion: CDS worked with DOWL to provide lighting services for the West Winds Subdivision Expansion
project. The project added four (4) additional street light fixtures to expand the subdivision on their own separate electrical service and
lighting controls. The project consisted of $38,960.00 in work. CDS’s specific role was to design the site lighting system; light fixtures,
lighting controls, and conduit and conductors to supports the light fixtures and provide design within construction documents to be bid and
built by electrical contractors.
Telecommunication Improvements
DN’s approach of analyzing local business, residential, and institutional needs gives them a unique perspective when it comes to

DN’s mapping work may include study of telecom service provider coverage areas, lot and parcel distribution in a community, road
layout, and identification of pertinent buildings, easements and rights of way. Their in-house GIS and mapping systems are
interoperable with all common GIS and CAD systems.
DN’s experience designing and building fiber and wireless networks has resulted in successful projects. DN provides detailed network
architecture specifications for backbone/core network routes, local distribution networks for business parks and downtown areas, and
fiber connections to businesses and residences. We have created both passive (PON) and active fiber network designs, and have
extensive experience with WiFi and WiMax network design.
DN provides pre-engineering studies, including detailed estimates of costs (e.g. both aerial and underground fiber deployments).
DN identifies and details alternative network designs and deployment options, including use of multiple technologies and platforms.
DN has a well-defined project management (PM) process that is used in every planning effort. More than 120 staff years of experience
with technology and community broadband projects enables them to manage and track projects effectively.
Bozeman Fiber Initiative: DN completed a Broadband Master Plan for the City, including network design, fiber route layouts, conduit and
handhole locations and specifications, cabinet and patch panel locations and specifications, and cost estimates. We worked closely with
several City of Bozeman departments, including Economic Development, Public Works, and IT. DN is currently developing a conduit,
handhole, and fiber master plan for both the Downtown TIF District and the North 7th TIF District. That work includes site surveys,
technical specifications, engineered drawings for telecom infrastructure, and construction specifications for the telecom infrastructure.
Charles City County Fiber/ Wireless Project: DN developed a fiber and wireless master plan for the County. Work included
identification of areas of need, fiber route layouts in a local business park, adjacent roads, and FTTH design for a nearby neighborhood.
Construction was approved in December, 2014, and DN is currently managing build out, including fiber strand mapping, GIS/CAD mapping
for network infrastructure, equipment specifications, equipment installation, configuration, and testing.

secondary flood detention and also provide recreational and aesthetic opportunities. A system of trails and bridges allows

The City of Bozeman, in conjunction The North 7th Urban Renewal
Board (NSURB), plans to construct the North 7th Avenue Lighting
Improvements project. This project will be making streetscape
updates to the business corridor including replacing or installing
new sidewalks, approaches, and decorative street luminaires. As
typically required with similar projects, new right-of-way (R/W) is
required to expand the transportation facilities.
DOWL currently is working with the City of Bozeman under a term
contract to provide R/W acquisition services and was asked for
assistance with this project. DOWL’s role for the North 7th Avenue
lighting project includes conducting property ownership research,
property owner coordination, easement acquisition services, and
team coordination with all of the project team members. One of
the challenging R/W aspects of this project is the coordination and
negotiation of acquiring donated public access easements to allow
the public facilities to be installed on over thirty separate parcels.
The scope of this project includes acquiring public access and utility
easements for the North 7th Avenue corridor from W. Main Street
to Juniper Street. The North 7th Avenue Lighting Improvements
project plans and documents split the project into four separate
phases of the project: Phase 1: I-90 to Juniper Street (completed);
Phase 2: Juniper Street to Durston Road; Phase 3: Durston Road to
W. Beal Street; Phase 4: W. Beal Street to W. Main Street. For this
R/W acquisition project, DOWL will obtain easements for 33
properties, 5 of which are in Phase 2 and 28 in combined Phases 3
and 4.

collaborative design-build effort for the new 57,000 sf Hyalite Elementary School. Aspects of the project included a

DOWL prepared the Environmental Assessment and is currently developing the design and for total reconstruction of two
miles of the Rouse Avenue urban arterial in Bozeman, MT. The existing roadway is a narrow, two-lane roadway with
intermittent sidewalks and informal on-street parking. The work will include widening of the roadway to accommodate
center turn lane and to include additional turn lanes at major intersections, boulevards, signalization, retaining walls, bike
lanes and pedestrian paths, handicap-accessible ramps, curbs and gutter, utility adjustments and relocation, signing and
pavement markings.
The Environmental Assessment for the project addressed congestion and safety concerns along this physically constrained
urban route. Issues include Environmental Justice, 4(f) impacts to parks and historic structures, Bozeman Creek, an adjacent
school, and construction impacts to homes and businesses along this route.
Major transportation improvements within urban corridors require much more of a balancing act between preserving
community character and achieving necessary design standards. DOWL provided a proactive public involvement program for
this project to communicate the opportunities and constraints within this corridor and to collaboratively develop the desired
solutions with the public and agencies involved. This project has required extensive coordination with the State Historic
Preservation Office with regard to potential impacts to historic properties, as well as several state and federal regulatory
agencies to discuss means of avoiding, minimizing, and mitigating impacts to Bozeman Creek which lies in immediate
proximity to the roadway.
Additional services provided by DOWL include comprehensive corridor survey and mapping, traffic analysis and traffic report,
right-of-way plan preparation, analysis of the Bozeman Creek flood plain relative to improvements, corridor drainage design
including water quality treatment, structural design of Bozeman Creek crossings, and preparation of construction documents.

DOWL updated MSU's road and utility infrastructure in the northwest corner of campus. The utility improvements involved
replacing three blocks of new water line, including two large meter vaults, and one block of new sanitary sewer line. Four
blocks of compact, urban streets and drainage systems were also reconstructed to improve the driving surfaces while
updating the road section for current needs. One aspect of the project involved re-installing the median within South 8th
Avenue with an updated road section; DOWL worked with the City of Bozeman to determine the best design that will be
implemented in the future when the City replaces its portion of 8th Avenue from Harrison Street to Main Street. The project
also included installing new colored concrete crosswalks and
sidewalks with an adjacent retaining wall. DOWL performed
the design survey and geotechnical investigation for the
project, then presented the University several design options
for the project. Once an option was chosen, DOWL proceeded
with construction documents and assisted the University
during the bidding process, which came in 40% under
budget. During construction, DOWL provided on-site
inspection and testing services for the University. Elements of
the project included ADA compliance, road realignment, new
sidewalk installation, designing a retaining wall, as well as
landscaping and irrigation elements.

Rouse Avenue and Griffin Drive: DOWL provided the design of an intersection reconfiguration and signalization improvement
at the Rouse Avenue and Griffin Drive intersection. The preliminary design included analysis of a roundabout as an alternative
to signalization.
Oak St. and Rouse Avenue Signal: This project involved upgrading a stop controlled intersection to an urban signalized
intersection. The new turn lane expansion required additional R/W in an area bordered by an existing building, a private
residence, and commercial properties. Our team designed and assisted in construction of the signalized intersection, in
addition to negotiating R/W purchases from a private residential and commercial property. Small property transfers were
required at two of the intersection quadrants to allow new signal equipment to be installed. The intersection was constructed
on schedule and within the confines of the existing and new R/W. The success of the property negotiations allowed the
project to be completed without delay, meeting the needs of the client, city and state.

DOWL prepared a rail crossing feasibility study and developed a categorical exclusion along with preliminary design for the
City of Livingston and MDT. The existing rail line bisects the City of Livingston and the two at-grade rail crossings present
challenges for traffic flow within the growing city. The proposed grade-separated railroad crossing site is located on the
western edge of Livingston and will connect Star Road with the I-90 Business Route (Highway 10). The crossing location was
identified in coordination with the City and County based upon growth patterns, the elevation of the railroad relative to
Highway 10, and its relation to the existing transportation network. The study evaluated current and anticipated conditions
relative to vehicle traffic, rail traffic, and pedestrian and bicycle traffic. A traffic analysis and update of the City's traffic model
confirmed that a railroad crossing at the proposed Star Road location would benefit the City's transportation system by
reducing congestion and decreasing emergency vehicle response times. Further, no significant environmental issues
associated with the crossing site have been identified through an environmental documentation process.

CDS: The project consisted adding four (4) additional street light fixtures to expand the subdivision on their own separate
electrical service and lighting controls. The project consisted of $38,960.00 in work. Our specific role was to design the site
lighting system; light fixtures, lighting controls, and conduit and conductors to supports the light fixtures and provide design
within construction documents to be bid and built by electrical contractors.
DOWL: DOWL provided full development services to the West Winds Planned Unit Development (PUD) including master
planning, land surveying, infrastructure design, material testing and construction administration services. The West Winds
PUD is a 160-acre 900 unit mixed-use residential community that provides a wide range of housing, including apartments,
townhouses, single family and senior facilities. Approximately one-quarter of the project is dedicated to a senior campus
with approximately 300 units that provide a full range of senior living from total independent condominium units to senior
independent apartments. The project also includes extensive linear and neighborhood parks.

Design Nine completed a Broadband Master Plan for the City, including network design, fiber route layouts, conduit and
handhole locations and specifications, cabinet and patch panel locations and specifications, and cost estimates. We worked
closely with several City of Bozeman departments, including Economic Development, Public Works, and IT. Design Nine is
currently developing a conduit, handhole, and fiber master plan for both the Downtown TIF District and the North 7th TIF
District. That work includes site surveys, technical specifications, engineered drawings for telecom infrastructure, and
construction specifications for the telecom infrastructure. Current cost estimate is approximately $5 million dollars, with pre-
construction engineering underway.

Introduction
DOWL has been providing a full range of engineering, planning, and surveying services in Environmental and Land Development,
Water/Water Resources, Transportation, Civil Engineering, and Geo-Construction for clients across the western United States for
nearly 60 years. We are over 400 employees strong and have a solid western U.S. regional presence with 25 offices spread
throughout Washington, Oregon, Alaska, Colorado, Arizona, Montana, North Dakota, and Wyoming. Our Bozeman office has been
open for 28 years and offers the ideal mix of staffing and engineering services to effectively meet the needs and requirements of the
City of Bozeman. The NEURD’s project will be staffed with long-time employees that have worked with City of Bozeman Planning,
Engineering, Parks, Roads, & Utility Departments for almost 20 years.
Consulting Design Studio (CDS) began in the summer of 2007. It is a mechanical and electrical consulting engineering firm focusing
on the design of mechanical and electrical systems for buildings. For over eight years, projects have been successfully completed in
Montana, South Dakota and Alaska.
Since 1994 Design Nine (DN) has specialized in broadband planning, network design, and network construction management
services. DN has completed over 200 projects in twenty states, Canada, and the Caribbean.
Relevant DOWL Team Members
Clint Litle, P.E. is a Senior Civil Engineer, Project Manager and Bozeman Office Manager for DOWL and has over 25 years of
experience. Mr. Litle completes and or oversees the analysis, design and construction management for municipal and private
roadway, storm drainage, water, sewer, site development and subdivision projects.
Phil Odegard, P.E. is a senior engineer and the Western Montana Region Manager for DOWL with over 35 years of experience.
Phil has provided project management, planning, and engineering services on projects throughout Montana. He is intimately familiar
with planning and public involvement processes.
Tony Becken-Gaddo, P.E. has over 9 years of experience in roadway design and analysis, right-of-way acquisition, pedestrian and
bicycle facility projects, and serves as the lead design coordinator with the Montana Department of Transportation (MDT).
Cody Salo, P.E. has worked on high-profile, fast-track urban projects throughout Montana. His design knowledge with signalized
and roundabout intersections is complemented by actual construction experience with a varied background including wetland
design, lighting design and traffic analysis.
Shae Zanto, E.I. Shae has 3 years of experience in transportation design. Her
responsibilities include creating road design drawings, documents, and plans; right
of way design; ADA compliance; developing permit applications and assisting in the
permitting process; developing planning documents and reports; and civil
engineering.
Zach Lowe, P.E. has designed numerous road and parking lot improvement projects at
MSU, several commercial and educational building site plans as well as entire
subdivisions. Other responsibilities include surface transportation, municipal, and
surveying. Duties also include water, sewer, site planning, survey and construction
inspection.
Brandon Duffey, P.E. has worked as a land development engineer for seven years at
DOWL. He has gained experience on numerous site development projects including
facility planning, overall site grading, water, sewer and storm drainage designs as well as
septic system designs, re-writes and permits.
Bill Dreyer, P.E. has over a decade of engineering project management experience from
inception through cons3truction. Projects include various sized wastewater and water
treatment facilities, subdivision, specifications, site design, and water/sewer design.
Tim Reed, P.E. specializes in geodetic control networks, topographic surveys, boundary
surveys, subdivision and survey plats, ALTA surveys, as-built surveys, and construction
stakeout projects. Tim is proficient in using Trimble and Leica GPS, Total Station, Auto
CAD, Civil 3D, and Land Desktop.
Emily Peterson is an environmental specialist for DOWL. Emily specializes in
environmental compliance documentation, environmental permitting, wetland
delineations and jurisdictional determinations, Storm Water Pollution Prevention Plans,
visual analysis, Section 4(f) analysis, and conducting public and agency involvement. She
has written multiple Categorical Exclusions and Environmental Assessments and has
participated in the preparation of Environmental Impact Statements.

Jim Potts is responsible for hydrogeologic investigations; system design, permitting, water right applications, permit approvals,
contractor over site, installation of groundwater supply and remediation systems; on-site wastewater disposal systems design,
permitting and installation over site; and underground utilities design and permitting. Jim is also responsible for project
management and construction inspection.
Relevant Sub-Consultant Team Members
Scott Elders, P.E. Scott is an electrical engineer, with Consulting Design Solutions, Inc. (CDS), with over 6 years of experience in
building electrical system design. Electrical design experience includes power systems, lighting systems, fire alarm, intercom, close
circuit television systems, voice-enhancing systems, low-voltage cabling, and access control systems. Scott has acted as the lead
electrical engineer on the design of these systems for a wide variety of projects.
Sid Boswell, P.E. is a Senior Network Engineer for DN with extensive experience with the design, development, and management of
broadband networks. Boswell will be the lead network designer and will be the primary contact for DOWL. Boswell will work closely
with DOWL staff to develop any needed technical specifications for broadband infrastructure, will coordinate and manage the
activities of any other DN staff needed to get work done, and will maintain the project work schedule, task assignments, and will
provide regular status reports to DOWL and/or the client as needed.
Capability to Meet Project Schedule and Budget Requirements
DOWL understands the importance of schedule and budget to our clients and their projects. The work required for this SOQ
encompasses DOWL’s expertise and will utilize local staff to complete the tasks required by this contract. DOWL has partnered with
CDS and DN to enhance the team’s ability to provide NEURD with the best service possible. The proposed DOWL project team is
currently available to start work immediately for NEURD. In addition, these individuals are supported by 41 employees in the
Western Montana Region, and 425 employees company-wide--should the need arise.
Street, Intersection, Transportation, and Stormwater Engineering
QUALIFICATIONS
Project Management: The DOWL team has a thorough approach to developing work plans and managing large, complex, and
multi-faceted projects. Our proven method starts with development of a project-specific Critical Path Method (CPM) Schedule for all
project development and design activities. Development of the CPM schedule provides an intimate understanding of the inter-
dependencies to ensure that items are addressed in the proper sequence and in a timely manner to support future activities.
Examples of a few of these activity relationships highlighted by development of the CPM schedule are: survey control to support
mapping development which in turn supports detailed design; or early coordination between hydraulics and jurisdictional agencies
to support permitting efforts that in-turn will influence design features.
DOWL actively uses Deltek Enterprise Management System to manage staff resources across the company and Newforma to manage
project information, files, and correspondence. Deltek is an integrated planning and resource management tool that provides real-
time reporting of staff resources and project expenditures, providing us the ability to identify planned work hours at the individual
staff person level on a week-by-week basis. Newforma allows DOWL to effortlessly transfer and share project files for quick action,
mark-ups, and documentation.

Team Dynamic – The best plans still fail if all of the pieces do not work together. The team DOWL has assembled has a history
of working together. Many of our team members are located in Bozeman as well as being located in Helena. Our team is
familiar with the area, the desires of the community, the needs of the stakeholders, and the requirements of the City.
DOWL team members are skilled at responding to shifting project demands while maintaining or even accelerating project
schedules. An unexpected urgent shifting of project demands can be caused by any number of factors including re-design due to
right-of-way acquisition, unanticipated field conditions (groundwater, soil, utilities, hazardous waste), or the availability of funding.
We are flexible in accommodating the City’s need to deliver this project in a timely manner and can adapt to issues that may cause
schedule changes. Based on the funding options available to the City, DOWL can prepare the project in phases or as a complete
package. Following preliminary development of construction cost estimates, we recommend identifying potential funding
alternatives and considering possible phasing of improvements along the corridor.
Transportation: DOWL offers practical knowledge and experience for all types of transportation improvements from urban highway
design and roundabouts to rural roads and parking lots. DOWL will provide concepts and techniques that will lead to the long-term
success of projects within Bozeman. DOWL provides all in-house services that are necessary for any successful transportation
engineering project.
Traffic: DOWL transportation and traffic engineers understand the need for well-thought-out and detailed traffic simulation,
modeling, and analysis. Traffic modeling often determines the basic geometry of a project, from number of lanes needed at a
segment, to the traffic control needed at intersections. For a project to be successful, it is essential that the modeling and analysis
completed at these stages can be trusted and easily referred to by the project design team. Our traffic engineers are experts with
the industry’s leading traffic modeling software packages. Using VISSIM traffic simulations and AutoCAD Civil 3D we able to create
realistic traffic simulations that will show the expected future conditions, in sharable drive through videos. These can be powerful
tools for public outreach on controversial projects or for alternative intersection and interchange designs, such as displaced left-
turns, diverging diamond interchanges, or single point diamond interchanges.
ADA: DOWL staff is intimately familiar with the Code of Federal Regulations (28 CFR 35 Nondiscrimination on the Basis of Disability
in State and Local Government Services), Title II of the ADA Section 504 of the Rehabilitation Act of 1973, Public Rights-of-way
Accessibility Guidelines (PROWAG), and ADA Accessibility Guidelines (ADAAG). Our staff has successfully completed a number of
projects involving ADA inventory on facilities and public rights-of-way, and has recently developed a statewide ADA transition plan
for the MDT. Our recent experience and strong working knowledge of applicable regulations will enable us to provide cost-effective,
timely services for the City of Bozeman. DOWL was recently selected to complete the inventory component of the MDT ADA
transition plan. Our team will be travelling throughout the state gathering rights-of-way inventory data for the state. The data will be
used to prioritize highway projects and building updates for MDT. DOWL can provide ADA and PROWAG expertise to any project.
Construction Management and Materials Testing: DOWL offers a wide range of RPR services, inspection/testing capabilities
relevant to projects to be completed for the NEURD. We can consult with City staff and act as the City of Bozeman’s representative
during construction. If the City desires, we can provide instructions to the Contractor. Our technicians are highly skilled and possess
significant experience performing materials testing both in the laboratory and in the field. Additionally, many of our senior-level
technicians have provided inspection services in the past and—combined with our resident engineers in Bozeman—we can address
all of your inspection needs.
Survey: DOWL will provide survey control referenced to the City of Bozeman’s coordinate system. Both conventional and GPS
survey techniques will be used. Our team provides quality surveying within established timelines. To provide the best services
possible, all surveying will be completed by our experienced, highly trained surveyors including Tim Reed, PLS. For complicated fast-
paced projects, DOWL can draw on survey resources from our other regional offices.
Right-of-Way: DOWL is skilled at right-of way design and has completed right-of-way for several urban road design projects in the
Bozeman area including the Rouse Avenue project and the Livingston Railroad Grade Separation project. A preliminary design
analysis will be developed for the entire project during the pre-design phase to provide proper planning opportunities to ensure the
necessary right-of-way will be acquired for the project. The final right-of-way design will follow the project phasing as determined
by the City of Bozeman and DOWL. The DOWL RES group is intimately familiar with the fundamentals of acquiring private property
for public purposes, as set out in federal statute 49 CFR, “Uniform Relocation Assistance and Real Property Acquisition Regulations
for Federally Assisted Programs” as amended (frequently referred to as the “Uniform Act”). Coordination with Tony Becken-Gaddo,
the City’s right-of-way acquisition consultant, will be paramount to a successful project delivery.
Environmental and Permitting: DOWL’s environmental staff has provided environmental services for state departments of
transportation and local and tribal governments to successfully complete NEPA compliance documentation (including Environmental
Impact Assessments and Categorical Exclusions) for hundreds of projects. Our Environmental Specialists have a thorough
understanding of the NEPA environmental compliance process and will get the job done right. DOWL’s documentation and
environmental reports are clear, concise, and legally defensible in accordance with the requirements of current governing federal,
state, and local regulations. The DOWL team knows how to move your project through the environmental/permitting process, so
you can move on to design and construction.
Geotechnical: DOWL provides in-house experts on a wide range of geotechnical services including subsurface exploration,
geotechnical laboratory, slope evaluation & stabilizing, pavement design & subgrade evaluations, seismic design & analysis, and
foundation recommendations & analysis. DOWL also has the ability to complete pavement section designs for both flexible and rigid
pavement sections utilizing in-house proprietary software based on the AASHTO Guide for Design of Pavement Structures.
Stormwater: DOWL provides storm drainage analysis, design, and construction services from drainage planning, to site specific
designs. Stormwater management in Montana is a complex undertaking in order to comply with the extensive regulatory code
pertaining to stormwater, sensitive areas, and the environment as a whole. Our Bozeman civil group specializes in site development
for both public and private clients. DOWL has past experience with providing stormwater master planning and design services for
communities throughout Montana. DOWL provided a 1300 master planning evaluation including three stormwater drainage basins
within Great Falls, MT. The project is currently in phase 5 of 9 of the design process.
Public Involvement: DOWL also has extensive public involvement and participation experience and we use a proactive approach
to public involvement, whereby we take the project to the public early and speak from a position of strength rather than as a
reaction. DOWL has prepared and implemented detailed public involvement plans for past road and drainage improvement and
transportation projects, including for projects in Bozeman. Local projects requiring public involvement include Rouse Avenue
Reconstruction and Bridge Canyon Corridor Study.
Basic Criteria Street, Transportation, and Stormwater Project Experience
North 7th Avenue Lighting Project: DOWL currently is working with the City of Bozeman under a term contract to provide R/W
acquisition services and was asked for assistance with this project. DOWL’s role for the North 7th Avenue lighting project includes
conducting property ownership research, property owner coordination, easement acquisition services, and team coordination with
all of the project team members. One of the challenging R/W aspects of this project is the coordination and negotiation of acquiring
donated public access easements to allow the public facilities to be installed on over thirty separate parcels. Relevant Project Team

Livingston Railroad Grade Separation: DOWL was retained by the City of Livingston and MDT to construct a new city street that
passes under a new MRL Railroad bridge thereby providing access to a growing west side area of Livingston which can now be
accessed only through a difficult at grade crossing in another part of the city. DOWL also prepared a Categorical Exclusion for this
locally-led project. Under this contract, DOWL facilitated a public meeting to present preliminary design concepts, discuss
anticipated impacts, and provide a forum for meeting attendees to ask questions or voice concerns. By explaining technical
information in understandable terms and addressing concerns regarding project impacts, our planning staff assisted in building
support for this project. DOWL is also assisting in preparing the application for a TIGER grant for this project. Relevant Project Team

Underpass Avenue Improvements: DOWL is providing conceptual analysis of a complicated urban intersection in Billings for
MDT. The project includes challenging drainage conditions, a wet well and pump house, constrained intersection geometry and
heavy traffic. The project will analyze the issues and prepare recommendations for intersection improvements including a signalized
and roundabout configuration, storm drain improvements, pedestrian connectivity, and other related design challenges. Public
involvement will include an open house meeting to determine other areas of concern and other potential improvements that the
public perceive. Relevant Project Team Members: Shae Zanto, Emily Peterson, Cody Salo, Jessica Salo, Tony Becken-Gaddo.
Great Falls Storm Drainage Master Plan: DOWL prepared a master planning evaluation of 1300 acres for the City of Great Falls.
The project included collecting data, mapping and preparing a master planning survey. The report included proposed alternatives
and preliminary cost estimates associated with a general piping infrastructure plan to be utilized as a basis for future construction
level planning and project development. This project was completed on time and under budget, it also evolved into a four
piece Great Falls Storm Drainage Improvement Project.
Complex Criteria Street, Transportation, and Stormwater Project Experience
Rouse Avenue Reconstruction: DOWL prepared the Environmental Assessment and is currently developing the design and for
total reconstruction of two miles of the Rouse Avenue urban arterial in Bozeman, MT. The existing roadway is a narrow, two-lane
roadway with intermittent sidewalks and informal on-street parking. The work will include widening of the roadway to
accommodate center turn lane and to include additional turn lanes at major intersections, boulevards, signalization, retaining walls,
bike lanes and pedestrian paths, handicap-accessible ramps, curbs and gutter, utility adjustments and relocation, signing and
pavement markings. Additional services provided by DOWL include comprehensive corridor survey and mapping, traffic analysis and
traffic report, right-of-way plan preparation, analysis of the Bozeman Creek flood plain relative to improvements, corridor drainage
design including water quality treatment, structural design of Bozeman Creek crossings, and preparation of construction documents.

8th and Cleveland Street Reconstruction: DOWL provided utility improvements on the blocks of 8th and Cleveland street on the
MSU-Bozeman campus. Elements of the project included ADA compliance, designing a new center median in 8th Avenue, road
realignment, new sidewalk installation, designing a retaining wall, as well as landscaping and irrigation elements.
Lake County Connectivity Project: The Lake County Montana Connectivity Project (MTCP) consists of the reconstruction of 2.7
miles of a county street known as Skyline Drive, between 14th Street East in the City of Polson, south to Caffrey Road. Project
includes intersection improvements within the construction area consisting of urban and rural road design; relocation of existing
and/or installation of new water and sewer lines; construction of a pedestrian path connecting the Polson community to Highway 93
between Polson and Pablo; and the construction of multiple MSE and gravity block retaining walls. This project is largely funded by
the TIGER Grant (Traffic Investment Generating Economic Recovery). Relevant Project Team Members: Shae Zanto, Tim Reed, Phil
Odegard.
Great Falls Storm Drainage Design: DOWL was retained to complete a 1300 acre master planning evaluation including three
stormwater drainage basins within Great Falls, MT. DOWL is currently through phase 5 of 9, and includes over 13,305 feet of pipe
ranging from 12-inch concrete to 60-inch steel casing pipe. Permitting was a large effort throughout the project. Permits for the
outfalls into the Missouri River included US Army Corps, US Fish and Wildlife, Montana Fish and Wildlife, and Cascade County Flood
Plain permitting. In addition, the bore and Jack installed for the Railway required BNSF Railway permitting. Two detention ponds
with controlled release of 16 acre feet and a 1.5 acre feet detention pond have been designed.
Shiloh Conservation Area: The Shiloh Conservation Area (SCA), located on the west end of the City of Billings, transforms an
undeveloped 66-acre site into a conservation area providing water quality treatment, stormwater detention, and recreational
opportunities. The site is located at the confluence of Hogan's Slough and the Shiloh Agricultural Drain, the two large drainages that
collect the majority of the runoff west of Shiloh Road. A primary goal of the project is to improve water quality through pre-
sedimentation basins, open water ponds, and treatment wetlands. The conservation area also provides storm runoff control through
a series of detention ponds, and provides recreation benefits including fish ponds and trails for use by the community.
Intersection Improvement Project Experience
Bridger Canyon Legends II Intersection: DOWL provided the design of an intersection reconfiguration and signalization
improvement at the Rouse Avenue and Griffin Drive intersection. The preliminary design included analysis of a roundabout as an
alternative to signalization.
Oak Street and Rouse Avenue Signalized Intersection: This project involved upgrading a stop controlled intersection to an
urban signalized intersection. The new turn lane expansion required additional R/W in an area bordered by an existing building, a
private residence, and commercial properties. Our team designed and assisted in construction of the signalized intersection, in
addition to negotiating R/W purchases from a private residential and commercial property. Small property transfers were required
at two of the intersection quadrants to allow new signal equipment to be installed. The intersection was constructed on schedule
and within the confines of the existing and new R/W. The success of the property negotiations allowed the project to be completed
without delay, meeting the needs of the client, city and state. Relevant Project Team Members: Clint Litle, Phil Odegard, tony
Becken-Gaddo, and Brandon Duffey.
Rowe Road Design: This five-way intersection at the corner of Montana Street and Rowe Road was reconstructed to improve
traffic flow and drainage. Curb and gutter, drainage structures, and a traffic signal were added at the intersection and one entrance
to the intersection was blocked to increase overall safety. This project also required careful coordination between the Montana
Department of Transportation, Butte-Silver Bow, BNSF, Northwestern Energy and a National Historic Site. The project included
intersection and pavement design, traffic study, certificate of survey, property research, alternative analysis, signalization, storm
drain design, geotechnical, and construction oversight. Tight design requirements were met to avoid impacts in this urban
environment.
Lighting Improvements
CDS provides lighting services for commercial, industrial and high-end residential projects. CDS uses Photometric Calculation(s) for
normal and emergency egress lighting Energy design services including full, detailed energy analysis have been completed for many
projects. CDS has completed projects for American Federal Savings Banks, Montana Department of Transportation, Montana State
University, Montana Fish Wildlife and Parks, Copper Spring Ranch, Bozeman School District, City of Helena, Butte Silver Bow Water
and Sewer District, Thriftway Stores of Montana, Montana Department of Corrections – Boulder, City of Bozeman, Bridger Bowl Ski
Area and Big Sky Resorts. CDS provides full project services including early schematic design and consultation, development of
design documents and full construction administration including construction oversight.
Meadow Creek Subdivision Expansion: CDS worked with DOWL to provide lighting services for the Meadow Creek Subdivision
Expansion. The project added two (2) additional street light fixtures and four (4) walk-way bollards to expand the subdivision. The
street light fixtures and the walk-way bollards are fed from a dedicated electrical service and lighting controls. The project consisted
of $36,175.00 in work. Our specific role was to design the site lighting system; light fixtures, lighting controls, and conduit and
conductors to supports the light fixtures and provide design within construction documents to be bid and built by electrical
contractors.
West Winds Subdivision Expansion: CDS worked with DOWL to provide lighting services for the West Winds Subdivision
Expansion project. The project added four (4) additional street light fixtures to expand the subdivision on their own separate
electrical service and lighting controls. The project consisted of $38,960.00 in work. CDS’s specific role was to design the site lighting
system; light fixtures, lighting controls, and conduit and conductors to supports the light fixtures and provide design within
construction documents to be bid and built by electrical contractors.
Telecommunication Improvements

DN’s mapping work may include study of telecom service provider coverage areas, lot and parcel distribution in a community,

DN’s experience designing and building fiber and wireless networks has resulted in successful projects. DN provides detailed
network architecture specifications for backbone/core network routes, local distribution networks for business parks and
downtown areas, and fiber connections to businesses and residences. We have created both passive (PON) and active fiber
network designs, and have extensive experience with WiFi and WiMax network design.
DN provides pre-engineering studies, including detailed estimates of costs (e.g. both aerial and underground fiber
deployments).
DN identifies and details alternative network designs and deployment options, including use of multiple technologies and
platforms.
DN has a well-defined project management (PM) process that is used in every planning effort. More than 120 staff years of
experience with technology and community broadband projects enables them to manage and track projects effectively.
Bozeman Fiber Initiative: DN completed a Broadband Master Plan for the City, including network design, fiber route layouts,
conduit and handhole locations and specifications, cabinet and patch panel locations and specifications, and cost estimates. We
worked closely with several City of Bozeman departments, including Economic Development, Public Works, and IT. DN is currently
developing a conduit, handhole, and fiber master plan for both the Downtown TIF District and the North 7th TIF District. That work
includes site surveys, technical specifications, engineered drawings for telecom infrastructure, and construction specifications for
the telecom infrastructure.
Charles City County Fiber/ Wireless Project: DN developed a fiber and wireless master plan for the County. Work included
identification of areas of need, fiber route layouts in a local business park, adjacent roads, and FTTH design for a nearby
neighborhood. Construction was approved in December, 2014, and DN is currently managing build out, including fiber strand
mapping, GIS/CAD mapping for network infrastructure, equipment specifications, equipment installation, configuration, and testing.
