projects: The Empire Parking Garage design-build project and their team, City sewer line rehabilitation and its consultant and the Northern Hotel rehabilitation project and its contractor. In addition to this Utility Relocation. ($1.2 Mill Place holder)

overhead power, telephone, communications as well as underground natural gas raw water and sewer. Power and natural gas were re-routed around the site and across WYDOT R.O.W. by open cut construction. CTA Civil coordinated the effort
with WYDOT, City of Cody, Qwest, Energy West, Bresnan and two separate construction projects for the utility relocations. On site Storm water is designed to be treated and retained on site and where it will infiltrate back into the aquifer. Utility
relocation only costs $358,000 Role: Design Engineer/Utility Coordinator.

2,300 ft of 8” force main, 2,300 ft of 14” force main, 7,500 ft of 18” gravity sewer, 1 wastewater lift station, 3-800 foot river crossings of the Stillwater River by the use of Horizontal Directional Drilling (HDD), 8 trenchless crossings of HWY 93,
11,200 ft of 14” Water transmission line. Constructed in Montana State Highway 93 right of way. A Preliminary Engineering report with Alternative Analysis was prepared first for City, MDT and DEQ approval prior to Design. Permitting agencies
included 10; US Army Corps of Engineer, Flathead County Conservation district, MT-DNRC, MT Fish Wildlife and Parks, Federal Fish Wildlife and Parks, Flathead Co. Flood Administrator, City of Kalispell, MT-DOT, MT-DEQ Construction cost
was slightly under budget at 3.8 million dollars.

Description: Responsible for utilities engineering including; 12 to 30-inch diameter storm water system, 31x51-inch RCP Arch suburban ditch piping, sewer improvements and King Avenue water improvements. The project generally replaced
an aging roadway 3,500 feet in length with all new water storm and sewer utilities within a 3-lane roadway section including sidewalks and a parallel bike path with improvements to provide safe student drop-off of pick-up facilities for
Newman Elementary school. Underground and overhead Utilities including: Power, Phone, Natural gas and Fiber Optic were relocated and paid separately. Civil roadway and municipal utilities cost was $2,037,000 Role: Project engineer

the collected runoff from the new frontage road. Construction costs of $3.4 million. Role: Civil Engineer

Description: Performed site design and construction administration for a building renovation and several new
outbuildings. To meet the current state stormwater regulations, multiple rain gardens were implemented down gradient from the buildings to provide treatment prior to infiltration. Design included a stormwater report meeting the Department
of Ecology 2005 Manual requirements. Construction costs of $7.34 million. Role: Civil Engineer

utilized multiple rain gardens located along the roadway edges to provide treatment prior to entering various detention ponds. Underground detention vaults comprised of recycled glass were constructed under the roadways. Challenges
included storm water analysis for a stepped stage storage underground vault and pond system. Role: Civil Engineer

powered LED luminaires. The luminaires selected for this test site are totally self-contained (no utility power required). They are equipped with a photovoltaic solar array, batteries, and control system that automatically reduces the light levels
to a 30 percent level late at night and early in the morning when the vehicular and pedestrian activity is low. An on-board occupancy sensor will automatically ramp the illumination level up to 100 percent when a vehicle or pedestrian

landscaping at the new Bozeman Public Library (one of the
termini) were also included, as well as the development of a
trailhead at Peets’ Hill. CTA LandWorks took the lead in
designing sustainable landscaping, irrigation, and lighting systems (LEED criteria), while CTA Civil Engineers
designed the horizontal and vertical alignments to meet
applicable standards for both bicycle and ADA criteria. CTA Civil Engineers also designed stormwater management facilities to address runoff. Hyalite Environmental performed necessary environmental engineering for the permitting of two bridges to be constructed as part of the
trail system. CTA has provided bidding support services to the City of Bozeman, and was on-site to provide construction administration throughout the construction, which occurred in early 2007. This project was financed by CTEP funds.

Organized in 1938, CTA has grown to provide
a wide variety of building services to its
clients. Each year CTA completes more than

Erik Garberg, PE
As a Civil Engineer, Erik’s background has touched on all aspects of Civil/Municipal Engineering and Land Development.
His 15 years of experience extends from working with solid waste districts to earthen dam inspection. While working for
groups as varied as local airport authorities to large scale private land developers.
In addition to his technical background, Erik has spent significant time developing public policy as a City Councilman/
Commissioner and on numerous planning and zoning boards. This work provides him insight into municipal finance and
budgeting, public process, and entitlements.
Doug Riley
Doug joined CTA as a Planner with over 22 years of local government planning experience in Montana, Colorado and
Michigan. While primarily focusing on development review and entitlement projects, his experience also includes several
special community planning efforts and updates to growth management plans.
Stephanie Ray
Stephanie’s background in public communication will directly benefit this effort. She is adept as using traditional means
such as local media outlets, as well as innovative outreach strategies such as open houses and creative stakeholder
meetings to maximize community involvement, input, and buy-in.
Kris Good, RCDD
With over 30 years in the telecommunications and
security industry, Kris, has been instrumental in assisting
customers define the key elements in infrastructure,
technology, and special systems projects. Focusing on
the design of these systems from start to finish, Kris has
helped customers find the correct systems to fit their
needs, while effectively managing budgets
and schedules.
At the leading edge of new technologies and trends,
Kris, has a unique perspective to see duplication of
systems, and vulnerabilities, and to suggest effective
design strategies that save time and money.
Kris, has watched as the industry has transformed from
the days of divestiture, to the beginning of IP based
systems to new wireless technologies, and fiber
optic design.
Related experience on similar projects
Section F of the SF 330 submittal, features 10 projects that highlight experience that is directly relevant to addressing
and meeting the general goals outlined by the Northeast Urban Renewal District. CTA’s integrated service sector
approach will allow us to efficiently bring a wide variety expertise to this effort. CTA’s team provides services as varied as
retail market analysis to drinking water treatment plant design.
In addition to the projects in our SF-330 additional relevant experience includes:
Gardiner Gateway Project
Gardiner, MT
CTA’s licensed professional land surveyors employ the
latest technology to provide the most accurate and
efficient surveys. Our goal is to produce surveys that
contain complete, accurate, and accessible information.
Licensed in multiple states, CTA staff is also able to
complete Certified Federal Surveys.
This project, funded primarily through the Federal
Lands Access Program, is focused on enhancing access
to Yellowstone Nation Park through the North Entrance
in Gardiner. CTA has been an integral part of this project
having completed a preliminary engineering report for
the portions of the work within Park County, providing
topographic survey of the project area, working
through rights-of-way issues and acting as Park County’s
representative on the project steering committee.
CTA also completed a drainage report as part of the
initial preliminary engineering report and is now in
the process of performing a Value Engineering review
of the 50% design completed by the Federal Highway
Administration.
South Kalispell Urban Renewal Plan
Kalispell, MT
CTA was hired by the City of Kalispell to complete this
large 700+ acre urban planning exercise to provide
guidance for the future development within the South
Kalispell Area, including the future of the City of Kalispell
Airport. The project team’s primary goal was to engage
the public using a variety of outreach methods to gain
as much community feedback as possible. The public
outreach process consisted of meeting individually with
primary stakeholders and interest groups, having public
open forum meetings, creating a project website (http://
southkalispellurbanrenewal.com/),conducting a public
survey using the project website as well as the open
meeting format, presenting emerging themes to the
public in a public charrette workshop. Other forms of
media were utilized as well, including radio, television, and
newspapers, and direct mailing.
Capability to meet project schedule and budget requirements
We understand that some of the projects associated with this effort are designated while others are not, therefore we will
approach this criteria generally, emphasizing our philosophy and track record of always respecting our clients’ time and often
limited funds. Without a specific project this criteria can only be addressed generally. CTA annually manages hundreds of
millions of dollars of construction for clients as varied as the Federal Government to “mom and pop” coffee shops. In addition
to our project approach description proved in Section H, the graphic below is meant to illustrate how CTA brings 3-dimesional

North Park | Bozeman, MT
Working with the City of Bozeman and Montana
Department of Natural Resources and Conservation,
CTA developed a long range master plan for the
project as well as a market feasibility assessment and
financial feasibility assessment for this 250 acre parcel.
This project proposes planning for light industrial,
commercial, flex office space, a hotel and meaningful
expansion of parks and open space. A planned bridge
across Interstate 90 links two sections of the City of
Bozeman along the parameter of the project. CTA has
developed the Preliminary Engineering Report for
the project.
