Policy Discussion on Demo Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Chris Saunders, Policy and Planning Manager Wendy Thomas, Community Development Director SUBJECT: Consider whether to schedule a policy discussion on demolition and historic structures, revisions to approved structures without City approval, application review and the use of variances and deviations, and the options and application of enforcement provisions in the municipal code relating to land use actions, and setting a date. MEETING DATE: May 18, 2015 AGENDA ITEM TYPE: Action RECOMMENDATION: Discuss the option to set a date for a policy discussion and set the subjects for consideration. RECOMMENDED MOTION: “I move to schedule a policy discussion on July 13, 2015 on demolition and historic structures, revisions to approved structures without City approval, application review and the use of variances and deviations, and the options and application of enforcement provisions in the municipal code relating to land use actions.” BACKGROUND: In the spring of 2015, several developers took action to unilaterally alter the design of City approved structures or scope of work. These later came to the City for sanction and after the fact approval of the changes. The City Commission in consideration of one of these items on May 11th expressed the desire to have a policy discussion on this subject. The elements identified for possible discussion included how best to resolve such unauthorized changes, how certain City review procedures and standards should be applied, and what alternatives for enforcement already exist in the municipal code and how they might best be utilized. This agenda item is to specifically identify a date for the policy discussion and the subjects the Commission wishes to address. July 13th is the first agenda which is not already full. UNRESOLVED ISSUES: None ALTERNATIVES: Dates or subjects as suggested by the City Commission.
