WEB Comm Trans Safety Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Rick Hixson, City Engineer SUBJECT: Community Transportation Safety Plan AGENDA ITEM TYPE: Action MEETING DATE: May 18, 2015 RECOMMENDATION: Adopt the Community Transportation Safety Plan RECOMMENDED MOTION: Having considered public testimony and staff background information, I move to adopt the Community Transportation Safety Plan. BACKGROUND: In the fall of 2012 the City began preparation of a plan whose goal was to reduce the number of severe injury crashes in Bozeman. Funding for this effort was provided by the Montana Department of Transportation (MDT) as part of their Comprehensive Safety Plan program. The preparation of the plan was facilitated by Ms. Audrey Wennink, of Cambridge Systematics, a professional transportation planning firm. A broad coalition of volunteers were indispensible in this effort, and deserve all of the credit. Some of the local safety interest groups who worked on the plan were the Pedestrian and Traffic Safety Committee (PATSC), Bozeman Area Bicycle Advisory Board (BABAB), Greater Gallatin Buckle Up, Western Transportation Institute/ Safe Rotes to School, DUI Task Force, Collin's Coalition and Child Care Connections. The Bozeman Police Department, Public Works Department, Street Department, City Commission (Mayor Sean Becker), MDT and Montana State University also contributed time and expertise to the plan. Collectively these citizens constituted the Transportation Safety Advisory Committee (TSAC). The TSAC set a goal of reducing severe traffic fatalities and injuries by 25% in the first five years of the plans implementation. The TSAC reviewed Bozeman crash data provided by MDT's Safety Management System and combined with member input and expertise, identified three emphasis areas: inattentive driving, lack of occupant protection usage and bicycle and pedestrian crashes. 450 These emphasis area groups developed implementation strategies for their respective emphasis areas. The strategies they developed are accompanied by guidance on their implementation including action steps, stakeholder group identification, leaders and resources. Upon adoption of the plan, it is anticipated that the leaders of each of the emphasis areas will utilize the resources and team members available and implement the strategies of the plan.
