Bozeman Beautification Advisory Board DRAFT Minutes for
Wednesday, March 18, 2015
Meeting held at 4:30 pm, Conference Room 1, 20 E. Olive Street
Board members in attendance: Terry Quatraro, Charlotte Knighton, Jan Bergman, Ellie Staley,
Allyson Brekke (Staff liaison), I-Ho Pomeroy (Commission liaison). QUORUM MET
1. Called to Order at 4:40 p.m.
2. Approval of Minutes.
• Move to approve June 2014 and January 2015 minutes. CK motioned, JB
seconded. Minutes approved.
3. Disclosure of Information.
• None to report
4. Public Comment.
• No public was in attendance.
5. Items of Discussion.
a) Planning for 2015 Clean Up Day – April 25th
- Public Works Contribution: Allyson updated board about the significant
contribution to this year’s Clean Up Day from the City Public Works
Department; contribution will specifically help with marketing and
advertising efforts; that contribution will continue if the department can
demonstrate how the event can increase their profit through
trash/recycling customers; Allyson will keep us updated on their
involvement.
- Weather: Some employees in the Public Works Department have
concerns about the April date of Clean Up Day and the impact of
weather; Board doesn’t feel this is a concern; even when less than ideal
weather, great numbers show up at Bogert Park (always over 100 people,
typically close to over 200); Board would like to keep Clean Up Day in
late-April for several reasons: a) consistency for community knowledge,
b) college student and student group involvement, c) landscaping/grass is
not maturing which helps with trash pick up, d) Earth Day overlap; Terry
mentioned that Clean Up Day has only been postponed one year when
there was blowing snow.
- Terry mentioned that Clean Up Day has been a long-lived (20 year+)
annual event with sustainability fair/Gallatin Earth Celebration added a
few years back.
- Allyson mentioned that the Gallatin Earth Celebration logo and name
will be abandoned (this actually occurred somewhat last year).
- Trash Drop Off Sites: Allyson mentioned Public Works desire to
eliminate the neighborhood trash drop-off locations because they haven’t
been used over the last few years; instead, people can place trash in the

boulevard for pick-up; Board stated many concerns about this idea: a)
worries it opens up people dropping anything and everything, b) how will
this be advertised and explained to the public?, c) what if people drop off
trash on other days outside of Clean Up Day (like the following
Sunday/Monday)?, d) will trash be collected on all street boulevards?
(local too); e) only city limits?, f) how will we prevent prohibited items
from being placed in boulevard (sofas, tvs, etc), g) poor weather causing
trash to blow, disperse in boulevard, h) how can raffle tickets be
dispersed if no neighborhood drop off sites?, i) will this possibly upset
people because it’s inviting trash to be left in front of people’s houses?;
Board wants to be aware of unintended consequences that may occur
with this change; Terry mentioned that this was actually how trash was
initially collected for Clean Up Day and it changed because there were so
many problems with it; Ellie mentioned how happy and impressed she
has been with City Sanitation and maybe they are confident they can pick
up all the trash left in the boulevards; Board agrees that if this is the way
we proceed this year, Sanitation will have to be ok with picking up trash
left anywhere in the boulevards through the entire Clean Up Day
weekend and potentially following week.
- Advertising: Board very thankful to Public Works for contribution
toward graphic team helping with advertising and marketing of Clean Up
Day event; Board does wonder how the changes mentioned above will
be advertised and dispersed to the public; how it is explained to the
public on how and where to leave trash is very important (suggest to
include statements like: litter/trash collected in public spaces and parks;
bagged and easy to transport trash, etc.; Terry and Ellie volunteered to
meet with the graphic/marketing team working for Public Works to
ensure advertising for event is done well and so the Board can reiterate
the same message to the public who participate in the event.
- Raffle prizes: Board members to help get these; due by next Board
meeting on April 15th !
- Allyson doing inventory/order for clean up supplies (bags, gloves, etc…)
and confirming with Clark’s Fork that they are able to donate breakfast
goodies and coffee for morning of Clean Up Day.
b) Adopt a park program update
- Need to reach out to additional community groups in order to make this
a successful program.
- Sponsorship signage wasn’t approved.
- Terry is requesting a Co-chair committee with some additional Park &
Recreation advisory board participation.
- Terry would really like to see this program move forward and will keep
us updated on the progress with the city and the Parks and Recreation
Advisory Board.
