HomeMy WebLinkAbout15- 03-23-15 REVISED Water Facility Plan RFP Master2015 Water Facility Plan Update RFP Page | 1 REQUEST FOR PROPOSALS 2015 WATER FACILITY PLAN UPDATE INTRODUCTION The City of Bozeman (“COB”) is seeking proposals from consultants qualified to provide professional engineering services to complete an update of its 2005 Water Facility Plan. The primary objectives of the 2005 plan have been largely been met and focused on evaluating the existing condition of water treatment and distribution facilities, as well as providing analysis of various alternatives for new treatment, distribution and storage infrastructure. The implementation framework for water system improvement recommendations in the 2005 plan involved five aspects: • New installation and replacement for water distribution and transmission mains • New water storage reservoir • New Hyalite/Sourdough water treatment plant • Expanded use of Lyman Creek system • Additional water supplies and water rights These five recommendations have been successfully implemented as highlighted below: • Significant annual capital investments have been and continue to be made to replace failed and/or undersized water distribution system piping. • The Hyalite raw water intake and transmission main was completed in 2005. • Valving improvements were completed on the Sourdough Transmission Main in 2009. • The Sourdough membrane filtration plant was completed in 2014 at a capacity of 22MGD, expandable to 34MGD. • Design was completed to upgrade the Sourdough raw water intake as part of membrane filtration plant. These improvements have not been constructed, however. • Improvements to the Lyman Creek spring box collection system, reservoir inlet control piping/valving, and instrumentation and controls were completed in 2009. • New water supply alternatives were evaluated with the 2013 Integrated Water Resources Plan. Preferred water supply alternatives were adopted by the City Commission to meet a 50-year projected water supply gap: o Water Conservation Program o Groundwater well field o Lyman Creek Expansion o Water storage in Sourdough Canyon o Purchase Hyalite Reservoir water shares o Hyalite Reservoir dam raise o Non-potable irrigation water system 2015 Water Facility Plan Update RFP Page | 2 • Established City policy requires new development projects to provide adequate water rights, or provide cash-in-lieu thereof. • Engineering design currently underway for a new 5.3MG finished water storage reservoir at the Sourdough membrane filtration plant site. A water distribution system model was completed with the 2005 plan using WaterCAD software by Bentley’s Haestad Methods. The model is out of date and requires an update. The updated model will migrate to the InfoWater platform by Innovyze®. The planning and service area for the water facility plan update will match the city’s adopted Community Plan boundary. The Community Plan boundary is the area used for the 2005 plan, as well as for the city’s Wastewater Facility Plan update which currently in process. A 20-year planning horizon will be used for the water facility plan update. PRELIMINARY SCOPE OF WORK The preliminary scope of work involved for this project is outlined below. Additional tasks and work elements may be added during contract negotiations. It is also possible that tasks or elements could be deleted through negotiation. In its proposal, the consultant may recommend addition/deletion of tasks or modification of tasks in describing its particular understanding and approach for the project. Proposals must clearly identify any elements of the proposed scope of work that would not be provided by the prime consultant. Any sub-consultants which comprise the overall consultant team must be identified along with a description of past working history between the firms. The COB desires to complete the proposed work in a diligent manner. Proposals must clearly indicate the consultant’s anticipated schedule given their staffing and current and projected work load commitments. Task 1 – Planning and Service Area Update Review and update the general information presented in Section 2 – Planning and Service Area of the 2005 plan as appropriate. Task 2 – Water Use Characterization Analyze the last 10 years of metered water consumption and water plant output data and update the water use characterization completed for the Integrated Water Facility Plan. Correlate water use patterns to historic precipitation, temperature, and evapotranspiration. Recommend planning values for average day per capita water use and factors for peak day and max hour per capita use. Task 3 – Water Distribution System Model Update Migrate the city’s existing Haestad WaterCAD distribution system model to the Innovyze® InfoWater platform. Costs for purchasing the Innovyze® InfoWater software and assisting with its deployment on the city’s computer system are part of the plan update. 3a) Provide recommendations for the Innovyze® InfoWater purchase and include any necessary add-ons or extensions required to obtain modeling functionality necessary to complete the model update and analyses requested in the plan. 2015 Water Facility Plan Update RFP Page | 3 3b) Update the water distribution system model using the Innovyze® InfoWater model platform. Determine data input requirements, identify data gaps and prepare any necessary resources to obtain data required to complete the modeling effort. Prepare model simulations for existing and future conditions. Deliver all electronic modeling files. Task 4 – Existing System Fire Flow Analysis Utilizing the updated water model, perform a fire flow analysis and identify pipe segments in the existing distribution system failing to meet minimum fire flow standards. Recommend strategic distribution system improvements to achieve minimum fire flow standards. Estimate costs of improvements. Task 5 – Pressure Zone and Pressure Reduction Study Utilizing the updated water model, prepare a pressure reduction study to evaluate alternatives that optimize the distribution system model and reduce zones of excessive pressure. Recommend strategic placement of new PRV stations and settings changes for existing PRVs. Evaluate instrumentation and controls options for the overall PRV system that integrate with the city’s existing SCADA network. Estimate annual water savings resulting from reduced distribution system leakage rates due to lower system pressures. Determine feasibility of producing power at PRV stations from pressure head reduction. Estimate costs of improvements. Task 6 – Water Audit Incorporate the city’s Water Audit report completed by M.E. Simpson into the facility plan update and estimate costs for pertinent capital and operations improvements recommended in the final audit report. The Water Audit is currently in progress and is not yet completed. Task 7 – Capital Improvements Program Develop a capital improvements program basing recommendations on infrastructure condition and criticality. The CIP will prioritize and estimate costs for critical pipeline condition assessments, strategic pipeline replacement and repair, new pipeline construction, and other capital improvements to improve water system resilience and reduce risks to water system level of service. The CIP will incorporate and schedule improvements recommended in Task 4, Task 5, and Task 6 into an overall CIP recommendation. Task 8 – Non-potable Irrigation Systems Study Use existing publicly available information to prepare an ArcGIS database that tabulates and maps existing water rights appurtenant to undeveloped tracts of land within the planning and service area boundary. Capture such attributes as point of diversion and place of use as well as delivery means from the POD to POU if readily ascertainable. Develop a non-potable irrigation infrastructure design standard and recommend annual operations and maintenance activities. The design standard will provide a method to calculate irrigation water demands based on landscaping type and coverage as well as provide construction standards and specifications for non-potable irrigation infrastructure. The study will prepare a financial analysis that evaluates capital and life-cycle O&M costs in an effort to compare non-potable irrigation system costs to current potable water supply system costs. Perform a legal review of state laws and local codes and summarize relative issues with respect to private and public ownership/operations of non-potable irrigation systems. Task 9 – Water Facility Plan Report Compile the work completed for the facility plan update into a bound report, as well as a searchable PDF, and deliver all InfoWater modeling files and ArcGIS files. Provide plan recommendations and implementation priorities and estimate costs for recommendations. 2015 Water Facility Plan Update RFP Page | 4 PROPOSAL REQUIREMENTS Five (5) copies of the proposal, and one electronic searchable PDF file, must be submitted no later than 5:00 pm on April 1, 2015 to the City Clerk at the physical address below. Proposals shall be individually bound and presented in a neat and orderly fashion. Please note that the USPS will not deliver mail to this location. Proposals must be shipped or hand delivered. Rouse Ave., Suite 202 Bozeman, MT 59715 Proposals shall, at a minimum, include the following items: • A narrative describing the consultant’s particular understanding and approach for the project. Specific challenges should be identified along with unique solutions proposed to complete project tasks and achieve project goals. • A proposed work plan indicating tasks to be accomplished, work schedule, consultant personnel and sub-consultants expected to perform each major task element, prior work history of consultant and sub- consultants, person-hours required to accomplish each task, and the involvement anticipated of COB staff (and timing and nature of that involvement). • Qualifications of key individuals assigned to the project, their availability during the relevant time periods, and their recent experience on similar projects. • References for whom key individuals of the consultant and sub-consultants have performed similar work within the last five years, and two examples of work produced under similar contracts (examples produced on projects utilizing the key personnel identified for this proposal are preferred). • A completed and signed Non-Discrimination Affirmation Form (see Attachment A). CONSULTANT SELECTION A consultant selection committee consisting of key COB staff will choose, in its opinion, the most qualified consultant to provide services required for the project. Proposals will be evaluated on the following criteria and the requirements of MCA 18-8-201 et seq. • The consultant’s specific project approach and understanding; • Qualifications of professional personnel to be assigned to the project; • Capability to meet project time and budget requirements; • Location of the consultant in relation to project; • Present and project workloads ; 2015 Water Facility Plan Update RFP Page | 5 • Related experience on similar projects; • Recent and current work for the COB. A determination of finalists to be interviewed will be made by the selection committee based on an evaluation of written proposals received. Award will be made following contract negotiations to the most qualified consultant at a price which the COB determines to be fair and reasonable taking into account the estimated value of services to be rendered, as well as the scope, complexity and professional nature thereof. If the COB is unable to negotiate a satisfactory contract with the consultant initially selected at a price the COB determines to be fair and reasonable, negotiations with that consultant will be formally terminated and the COB will select another consultant in accordance with MCA 18-8-204 and continue until an agreement is reached or the process is terminated.
