HomeMy WebLinkAbout15- 03-23-15 REVISED Lyman RFP MasterLyman Creek Expansion RFP Page | 1 REQUEST FOR PROPOSALS LYMAN CREEK WATER SYSTEM EXPANSION PRELIMINARY ENGINEERING REPORT INTRODUCTION The City of Bozeman (“COB”) is seeking proposals from consultants qualified to provide professional engineering services for the preparation of a Preliminary Engineering Report to evaluate various alternatives that increase the capacity of the Lyman Creek water supply system. The goal of the PER is to maximize the amount of water captured from Lyman Creek and optimize overall infrastructure operations. As currently operated, the Lyman Creek water source is designated by the Montana DEQ as ‘groundwater not under the influence of surface water’ and does not require water treatment. The existing capacity of infrastructure in place to divert, transmit, and store Lyman Creek water has an estimated firm yield of 1,790 acre-feet/year according to the COB’s Integrated Water Resources Plan. The COB has two water rights for the Lyman Creek source which together account for a legally available flowrate and volume of 5.95 cfs and 4,318 acre-feet respectively. Each water right shares four separate points of diversion. Two of these four PODs are actively operating to divert water from the source. The active diversion means are developed springs with spring box collection systems located in Section 21, T1S, R6E. Diverted flows from the developed springs vary widely by season and by year, ranging from 500 gpm during base flow periods to 2,500 gpm during times of peak flow. Average annual flow from the developed springs is approximately 1,100 gpm. Water is transmitted from the spring boxes to an inlet control building at the existing 5.3 MG Lyman Reservoir where it is disinfected and made available for distribution. The transmission pipe is operated using an overflow regime at the the spring box control structure to avoid air entering the pipe and causing problems with the inlet globe control valves at the Lyman Reservoir. The reservoir is about 500’ lower in elevation than the spring box diversion. The elevation of the Lyman Reservoir is roughly 100’ lower in elevation than the Sourdough Tank which sets the HGL for the city’s south pressure zone. The north and northwest pressure zones are controlled via PRV stations. The existing Pear Street Booster station provides pumping energy to place Lyman Creek water into the south zone of the distribution system. Lyman Creek gains water at lower elevations in the watershed. At the city’s lowest POD Lyman Creek is a perennially flowing stream with water physically and legally available for diversion. The water source at this location is considered surface water and must be treated. During base flow conditions, it is estimated that Lyman Creek flows at approximately 1 cfs at the lowest POD. Peak flows at this POD can exceed 10 cfs. Lyman Creek Expansion RFP Page | 2 PRELIMINARY SCOPE OF WORK The preliminary scope of work involved for this project is outlined below. Additional tasks and work elements may be added during contract negotiations. It is also possible that tasks or elements could be deleted through negotiation. In its proposal, the consultant may recommend addition/deletion of tasks or modification of tasks in describing its particular understanding and approach for the project. Proposals must clearly identify any elements of the proposed scope of work that would not be provided by the prime consultant. Any sub-consultants which comprise the overall consultant team must be identified along with a description of past working history between the firms. The COB desires to complete the proposed work in a diligent manner. Proposals must clearly indicate the consultant’s anticipated schedule given their staffing and current and projected work load commitments. Task 1 – Design Alternatives Develop and evaluate various design alternatives that increase the capacity of the Lyman Creek water supply system and optimize infrastructure operations. Alternatives must include various infrastructure options and operational configurations for water diversion, transmission, treatment, and storage. Alternatives considered will be compared to a ‘no action’ alternative in order to evaluate the relative benefits and costs of the alternatives. 1a) Water Diversion – Evaluate options for new water diversion infrastructure at existing points of diversion specified in the city’s existing water rights. Existing points of diversion may be unsuitable and thus new points of diversion should be explored. Estimate the quantity of water available for capture at the diversion locations. 1b) Water Transmission Main – Evaluate options for water transmission infrastructure from diversion locations to new water treatment and/or storage. 1c) Water Treatment – Evaluate options for water treatment suitable for the Lyman Creek source. Identify land requirements needed to construct and operate the facility and determine strategic locations for construction. Land acquisition may be required. 1d) Water Storage – Evaluate options for water storage. Identify land requirements needed to construct and operate the storage facility. Analyze options for strategic placement of water storage at an elevation matching the Sourdough Tank to eliminate the Pear Street Booster Station. Land acquisition may be required. 1e) Water Supply Main – Determine if existing water supply main from the Lyman Creek reservoir to its connection with the distribution system has sufficient capacity to deliver water from the design alternatives evaluated. Task 2 – Cost/Benefit Analysis Provide cost/benefit analyses for capitalization and life cycle O&M for each alternative developed. Task 3 – Legal Issues Identify any potential legal issues surrounding water rights and land acquisition for each alternative developed. Lyman Creek Expansion RFP Page | 3 Task 4 – Preliminary Engineering Report Prepare a preliminary engineering report documenting design alternatives considered, benefits/costs for each, and potential legal issues. Recommend a preferred alternative. PROPOSAL REQUIREMENTS Five (5) copies of the proposal, and one electronic searchable PDF file, must be submitted no later than 5:00 pm on April 1, 2015 to the City Clerk at the physical address below. Proposals shall be individually bound and presented in a neat and orderly fashion. Please note that the USPS will not deliver mail to this location. Proposals must be shipped or hand delivered. Specific challenges should be identified along with unique solutions proposed to complete project tasks and achieve project goals. • A proposed work plan indicating tasks to be accomplished, work schedule, consultant personnel and sub-consultants expected to perform each major task element, prior work history of consultant and sub- consultants, person-hours required to accomplish each task, and the involvement (and timing of that involvement) anticipated of COB staff. • Qualifications of key individuals assigned to the project, their availability during the relevant time periods, and their recent experience on similar projects. • References for whom key individuals of the consultant and sub-consultants have performed similar work within the last five years, and two examples of work produced under similar contracts (examples produced on projects utilizing the key personnel identified for this proposal are preferred). • A completed and signed Non-Discrimination Affirmation Form (see Attachment A). CONSULTANT SELECTION A consultant selection committee consisting of key COB staff will choose, in its opinion, the most qualified consultant to provide services required for the project. Proposals will be evaluated on the following criteria and the requirements of MCA 18-8-201 et seq. • The consultant’s specific project approach and understanding; • Qualifications of professional personnel to be assigned to the project; Lyman Creek Expansion RFP Page | 4 • Capability to meet project time and budget requirements; • Location of the consultant in relation to project; • Present and project workloads ; • Related experience on similar projects; • Recent and current work for the COB. A determination of finalists to be interviewed will be made by the selection committee based on an evaluation of written proposals received. Award will be made following contract negotiations to the most qualified consultant at a price which the COB determines to be fair and reasonable taking into account the estimated value of services to be rendered, as well as the scope, complexity and professional nature thereof. If the COB is unable to negotiate a satisfactory contract with the consultant initially selected at a price the COB determines to be fair and reasonable, negotiations with that consultant will be formally terminated and the COB will select another consultant in accordance with MCA 18-8-204 and continue until an agreement is reached or the process is terminated.
