WetlandsCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: Appointment(s) to the Wetlands Review Board MEETING DATE: March 23, 2015 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint Eric Nyquist to the Weed Consultant vacant term with an expiration of December 31, 2016 and Robert Sain to the Biologist vacant term with an expiration of December 31, 2016 on the Wetlands Review Board. BACKGROUND: The Wetlands Review Board has three vacancies with term expirations of December 31, 2016. Two applicants have applied. Mr. Nyquist complies with the requirements as a Weed Consultant and Mr. Sain complies with the requirements as a Biologist. This City Clerk’s Office recommends that both applicants be appointed to the applicable positions. The Wetlands Review Board is established to prepare functional assessments of regulated wetlands that may be impacted by proposed regulated activities, evaluate the impacts proposed regulated activities may have on delineated wetlands and to provide wetlands protection, mitigation and/or enhance recommendations regarding such proposals to the Community Development Director and City Commission. The Wetlands Review Board will be convened as necessary to review proposals that involve regulated activities and may impact regulated wetlands based on the provisions contained in Chapter 18.56, BMC. In selecting the members, the City Commission shall give preference to residents of the City of Bozeman. However, where a qualified resident is not available to serve, the City Commission may appoint a member who practices professionally, owns property or owns a business within the City. The WRB shall consist of six members. An appointment to a term of service on the WRB is for two years. Members shall be degreed in their respective disciplines and/or otherwise licensed or certified by their respective professional authorities. If appointed one vacant position will remain for a Geology major. I have vast experience with wetland delineation, impact analysis, mitigation design, mitigation monitoring. I have worked for engineering firms in Bozeman in their environmental divisions and have been involved with planning and identification of potential environmental impacts associated with commercial and residential 186 developments. I feel like I could provide a professional perspective to the review board for wetland and environmental issues. I have worked in the stream and wetland biology business for over 15 years. During this time, I have worked for non-profits, state and federal governments, private consulting firms, and most recently for a large ranches owner. I run a stream and wetland restoration program for the corporate ranch company based here in Bozeman--the company runs three ranches in Montana. I have delineated hundreds of 188 streams and wetlands; conducting physical and biological studies. I stay current on regulations. Many of my former consulting experience consisted of working for real estate clients, so I feel that would be an advantage having a better understanding of the permittee perspective. I would consider myself a pragmatic thinker whom is not too quick to jump to conclusions-- preferring decisions based on both sound science and common sense. I understand that there are three positions still open, my education and experience would best fit me into the "biologist" position. Although I would consider myself a good resource with expertise in stream restoration and watershed hydrology as well.. How did you hear about us?: Deborah Stevenson recommended I look into it 189
