SUBJECT: Appointment to the Northeast Urban Renewal Board
MEETING DATE: March 23, 2015

RECOMMENDED MOTION: I move to appoint John Usher to one of the vacant non- voting positions with a term expiration of July 31, 2017 on the Northeast Urban Renewal Board. BACKGROUND: The Northeast Urban Renewal Board currently has 4 vacant non-voting
positions. Two of the positions expire on July 31, 2015 and two expire on July 31, 2017. The
Clerk’s Office is recommending appointing Mr. Usher to one of the 2017 expirations since the expiration of the nearest positions will be occurring soon thus eliminating the need for an additional application process in July for this individual.
This board is established under Section 7-15-4232 of the Montana Code Annotated. It consists
of five members who serve staggered four-year terms after the initial appointment. The board shall consist of 5 voting members and not more than 4 non-voting members. The preferred composition of the voting members shall be:
2 business owners of businesses within the district;
2 residents from within the district;
1 member at-large. Voting members must reside within city-limits or own property within the district. The board shall be responsible to:
(1) develop plans which implement the vision of the district;
(2) review on an ongoing basis the operation and processes of all public agencies to
assure that such activities are supportive of the plan; (3) advocate and coordinate the complete and full implementation of the plan.

The NURB currently has two vacant nonvoting terms expiring July 31, 2015 and two vacant nonvoting terms expiring July 31, 2017 with one Applicant applying.

Homeowner in the NURB district. City, State and Federal taxpayer. Interests: I want to learn the
advisory board process and add positively to the proceedings. Experiences: Public school system
teacher. Montana State University professional. Both these positions call for ability to work with information, help make decisions, and work closely with others within a framework of patience
and tolerance.
