Hoopes, Resident, Meadow Creek Subdivision RE: PUBLIC COMMENT—GROUP LIVING PROPOSAL(GRACE HOUSE, INC.) To Whom It May Concern: 4 As a resident of the Meadow Creek subdivision—living in a house directly across from Grace House, Inc.—I have a variety of concerns for your consideration. In addition to increased risk to public and personal safety and negative impact on area home values, I encourage you to reject the proposed business expansion (group living)for the following reasons: • There has been no documented business plan and no details about the kind of rehabilitation offered by this group home;therefore,there is no way to confirm whether additional permitting or licensure is required prior to approving this proposal. • The number of parking spaces required and proposed number of residents seems to fluctuate depending on the day of the week and the person with whom you are speaking. I'm unable to comment on a plan that isn't established; however, I can comment on the cars that were parked along the street outside this house several weeks ago.They exceeded the capacity of the on-site parking and remained overnight(February 6-7,2015). • Given the dynamic nature of this proposal,the ability of the City's subject matter experts to accurately assess compliance is limited. • I've not been provided a written proposal and therefore,am unable to fully appreciate the scope of this proposal. While the City of Bozeman is not responsible for enforcing Home Owner's Association (HOA) covenants, I hope that the City will respect their importance to residents.As a City resident, I'm counting on you to work cooperatively with my HOA so we can all do what's best for Bozeman. Please bear in mind that the proposed action violates several of our HOA covenants, either explicitly or by intent, including the following from Article VI I: • Section 3- No business or commercial uses • Section 24—No transient lodging uses • Section 28- Parking RV/Automobiles Thank you for the opportunity to comment.
